Nearly 70 IAS officers belonging to 1987 batch are believed to have been empanelled to the rank of Joint Secretary in the Government of India.

Sudeep Banerjee to be MG Chair Professor

Secretary Higher Education in the Government of India, Sudeep Banerjee, who is superannuating on Tuesday will join Jamia Milia as Mahatma Gandhi Chair Professor in Nelson Mandela Centre.1971 batch IAS officer, Banerjee, will have five year tenure beginning November 1.He is an author of eminent and five books to his credit and recipient of two national awards.

Prasad to be new DG Forests
G K Prasad will be new DG Forests and Special Secretary till January end . He is 1970 batch IFS officer. He will succeed 1968 batch IFS officer J C Kala.

Kala to be Vice-Chairman !
Grapevine has it that the outgoing DG Forests J C Kala is being appointed Vice-Chairman of the Environment Appellate Authority. He is retired 1968 batch IFS officer.

Priyadarshi Thakur joins ICPE
Outgoing Secretary Heavy Ind. & Pub. Enterprises Priyadarshi Thakur has taken over as DG, International Center for Promotion of Enterprises (ICPE), Ljubljana (pronounced Loobliyana) in Slovenia, now an important EU country slated to become the President-country of EU in 2008. He is retired 1970 batch IAS officer of Rajasthan cadre.

IAS within IPS !
It may sound to be strange but it is a fact that now there are IAS within IPS. Special Privilege has been granted to Intelligence Bureau officials wherein those bagging Presidents's gallantary awards would be getting Rs 90,000 , those bagging President's Police medal would get Rs 60,000 and those getting Police medal would get 30.000.

Will Foreign Minister select suitable IFS officer ?

MEA traditionally has deputed one officer from IFS at the level of Director with External Affairs Minister in addition to his personal staff. MEA Administration in their own wisdom has submitted a panel of 3 names to the new EAM without giving fair chance to other senior and aspiring officers at the level of Director. This has left many wondering as to what is the criterion for selection of these names. Will EAM look into this and rectify the situation and also select an officer who is best suited for the job, irrespective of the panel.


Anuj Kumar joins Ph D in US
Anuj Kumar, Indian customs and Central Excise officer, 1994 Batch after successfully completing the PGPPM course at IIM Bangalore- Gold medalist of the batch has left for the United States of America to pursue a Phd in Information Systems and security. He has joined on a scholarship and full tuition waiver at Carnegie Mellon University, Pittsburgh.

Basu goes to US
Shantanu Basu, (IA&AS:1984) has joined the North Carolina State University in the United States for his Ph D in Public Administration with full scholarship. Prior to this Basu was Director of Accounts in the Cabinet Secretariat.

Omita Paul has left the Defence Ministry to join the new External Afffairs Minister Pranab Mukherjee as Personal Consultant.

New empanelment rules -not fair

It is learnt that GoI has taken following two new decisions regarding empanelment of Additional Secretary:

1.The officer who has not been empanelled as Joint Secretary will not be considred for empanelment as Additional Secretary.
2.The officer who has not actually worked as Joint Secretary in GoI will not be considered for empanelment as Additional Secretary.

Are the above new guidelines not discriminatory amounting to apartheid. Can they pass judicial scrutiny. Have these new guidelines approval of the PM who is keen to remove, arbitrariness, bias and prejudice from bureaucracy and bring in administrative reforms by ensuring level playing field. If the authorities can make such decision the what is the need to write ACRs of those who have not been empanelled as Joint Secretary. Under these circumstances should the UPSC and Administrative Reform Commission intervene and formulate the guidelines.

IPS as Financial Advisor

The comments of Mr. Mishra have casteist logic to it. This is the same logic which is offered against Bengali joining the armed forces or a person from bihar joining department of culture.Has he ever wondered what is the logic of any vegetarian being posted as Secretary Fisheries?
Is Mr. Mishra under impression that management of financial or human resources is not required in Police.
Officer has to be judged by his performance not by any other criteria.
I will wait for Mr. Mishra to give his honest opinion of Financial advisor of DVC , after one year by doing a comparative study of balance sheets ( In case he knows how to do it!).

... And talking about expertise .. if it was measured on the yardstick laid down by Mr. Mishra, trust me 90% of Secretary post in govt. of India and other senior PSU posts would be vacant.

IPS as Financial Advisor

What qualification does the IAS have when being posted as Defence Secretary, Commerce Secretary, Revenue Secretary.... ?
Of of your readers have questioned what qualification does an IPS officer have in being posted as Financial Advisor. The same question may also be addressed to the IAS. The Central staffing Scheme asks for the suitability of candidates to be ascertained for the post. It is very interesting to see how the IAS have been ascertained suitable for each and every post in the Government of India. Surely they must be SUPER HUMAN!

IPS is Chartered Accountant

The said IPS officer is a Chartered Accountant, Cost Accoutant and Ph.D. in Finance. I hope these are sufficiently good qualifications coupled with adequate administrative experience to select one as the Financial Advisor of any PSU.

Mr.H P Mishra should be aware that IPS officers have the maximum experience of handling cash. Most of the finance activity in PSUs is treasury and cash management.

Vir Singhvi interviewed Sonia Gandhi on NDTV in One on One. I did an imaginary interview on the same lines in 'One for fun' for WITC ( Whispers in the Corridors) !!!

Me: Madam welcome to One for Fun and thank you for taking time out of your busy schedule……lets start by going to the pre election days…..Madam did you have an inkling that your Party would come to power???
Sonia: The Polls showed Congress was lagging behind. I always say that when the Metrological Department predicts rain please do not take your umbrellas with you and when it says its not going to rain please be prepared for a downpour…..similarly I feel just the opposite happens to what Pollsters predict…. and this gave me tremendous confidence!!!

Me: What about the feedback you got form the people???
Sonia: What feedback can you get when people are not allowed to come near you…... from podiums you cannot even see their face let alone coming to know what they are thinking…. security is a big curse as it alienates you from the people!!!

Me: Okay on the day of the results were you viewing the results on TV???
Sonia: No I don't view election results as I get tense. I was in the kitchen making Pasta filled Paranthas.
Me: But when did you come to know that Congress was in a position to form a Government??
Sonia: You see as I was making the Parnathas I could see Pranab Da and some other Congressmen running and jumping in the lawn….. I thought that they were exercising to keep tension at bay!!! Then Pranab Da starting to do cartwheels and I rushed out to tell him not to do cartwheels as he might injure himself …… when I stepped out I was informed of Congress's position!!!

Me: Okay when it was clear that there would be a Congress PM what did you do???
Sonia: Before I called up Manmohan ji I had a team of paramedics go to his house. Okay Manmohan Ji is known to keep his emotions within but I was worried that a huge internal hoopla could cause damage!!
Me: But why did you not want to become PM???
Sonia: You see I'm not cut out for a desk job.... this was one reason why I resigned the NAC post in a jiffy..... 9 to 9 is just not for me!!!

Me: Okay so you are the freelancing PM , because they say you are the real PM!!!!
Sonia: No I handle only political matters!!!

Me: But as everything has a political angle that means you have a say in everything!!!
Sonia: I'm just doing my job…... I'm not to blame if everything is given a political slant!!!

Me: Is it true that way back in 1999 Manmohan was your choice for PM???
Sonia: Yes I did conduct an integrity test on three Congressmen and Manmohan came out with flying colours!!!

Me: Integrity………????
Sonia: Integrity to me……. the other two showed clear 'wing development' potential!!! When it comes to integrity, be it to me or personal Manmohan ji is Mr. Integrity!!!

Me: Why is your Party not inducting youth to responsible posts in the Government….. after the election win it was expected that youth would be brought to the forefront????
Sonia: In Indian Politics one is perceived to be a youth if one is above sixty and below seventy…….below sixty its adolescence!!!! Actually this is a Coalition Government and there are not many posts available for youth promotion!!! And I know you are going to ask me about Rahul Baba…….if Rahul Baba was given a Cabinet berth then Pawar would ask for a berth for his daughter and Laloo for his sons ,daughters and son in laws!!!! Then you people would say that this is a 'thumb sucking' Sarkaar!!!! Despite the fact that Rahul is light years ahead in politics than Pawar and Laloo's kids but Rahul and I agreed to make this tyaag!!!

Me: Natwar Singh has been saying that he's been let down by Congress!!!
Sonia: Baloney ……its Natwar who let down the Party!!! Before going to Iraq he told be that he was going there because Saddam wanted to give Congress a Citation for Congress's pro Iraq stand. When he returned I kept asking him about the Citation and he kept giving me excuses!!!! Natwar betrayed my trust in him!!!!

Me: Bachchans say that you are being vindictive towards them!!!
Sonia: Bachchan's blame me for everything ….. I'm sure thye'll be blaming me for the ABCL fiasco……Abhishek's break up with Kareena….. Amitabh's intestinal problem!!!! See film stars have always been under the IT scanner…. it goes with the territory…. and he's the highest paid Star and so should be on the top of IT's list!!! His own Producer went to town about the goggles to gain publicity for the film and I got blamed in the bargain!!!!

Me: What about SP???
Sonia: Recently Amar Singh Ji has said that the Centre is responsible for the paltry cheques given to the Farmers!!! For Amitabh SP takes to the streets for anything and everything…… have they gone on to the streets for the farmers???? Shows the warped priorities of SP…… Stupid People and Stupid Priorities!!

Me: Madam the SEZ's are really eating into agricultural land!!
Sonia: Its been one big misunderstanding…… at a breakfast with Congress CMs I was seated between Manmohan Ji and Hooda!!! Hooda asked me if I thought SEZs were a good idea as Ambanis were eyeing Haryana for SEZs…... just then Manmohan Ji asked what I thought about his idea of calling the Commies for a hear to heart and I said that I really liked the idea….. Hooda thought that I'd responded to his question….. and before I knew it Haryana and Punjab had gone gung-ho on SEZs and others were following suit. Anyway I've taken up the matter with Manmohan Ji and modifications are being worked out that SEZs do not come up on agricultural land!!!

Me: Now to some personal question if you don't mind!!
Sonia: Questioning is your job and what to answer or not to answer is my right!!

Me: Why do they say Sonia never smiles???
Sonia: I smile and laugh!!! Prior to the election I was tense and tension made me loose my funny bone!!! But after the election results when I saw Renuka Chowdhury shed her croc tears all of a sudden I found my funny bone and touch wood since then I've not lost it!!!!

Me: Were you hurt by all the barbs…. like the pasta and pizza barbs!!!
Sonia: After I've become an Indian my eating preferences should not question my Indianness… it's like questioning the Indianness of all Indian visiting Pizza Hut!!! Amar Singh is very fond of Chinese food .. does that make him a Chinese????

Me: Which phase of your life would you like to relive???
Sonia: My married years.

Me: Yes I'm sure Madam because I've seen your photographs from those days and I feel that's the time when your eyes smiled…. thank you Madam for giving me the time!!
