of the United States have appreciated the 1971 war hero's efforts. Gen Jacob was
the key person responsible for

of the Pakistani army, during the 1971 war. In his autobiography, Niazi had claimed
that it was only due to General Jacob's military strategies that he had to surrender.
Interestingly, General Jacob's book, Surrender at Dacca: The Birth of a Nation
is also being researched upon by the new head of the British Army, Sir General
Richard Dannat.The same book has been prescribed as a text book in Israeli, US,

is being scuttled by IAS Bureaucracy. They made sure that the only empanelled
officer Kala retires and no other IFS can stake his claim on the post thereafter.

Specialists needed
It is indeed a contentious issue that a financial
advisor needs to be a person from the finance services or from IAS/IPS. Actually
there is no problem in having IAS/IPS as financial advisor, but I think it is
desirable to have a specialist at this job. The job of a financial advisor requires
good knowledge of finances as well as sufficient experience in this area. Otherwise,
we may see a situation where a scientific advisor in any govt. office(DRDO or
any PSU), can be an IAS/IPS, who may have done an engineering/Phd in science,
but I think that is not much desirable, as we have ample good scientist to man
that post. Similarly, the post of a financial advisor may be manned by an IAS/IPS,
but since various capable financial experts from financial services like IAAS/IDAS/IRAS/ICAS
are available, they will serve as a better option. Though it is debated time and
again that why Secy defence/science & tech/health and others, are IAS and
not a specialist, here it is to mention that these posts of Secys are more or
less administrative in nature and not too much technical as a post of finance
or scientific advisor. Therefore, this trend may not be encouraged, though exceptions
may be there. Otherwise, anybody who has done MBBS will say that he can become
director AIIMS; an science graduate will say he can become director of DRDO labs,
an aeronautical engineer will say he should become the director of airport authority.
There is a difference between 'what is available, and 'what is desirable'.

Of course there
should be only IAS Secretaries. They are the prime brain of the country, the successor
to the omnipotent ICS and the only group having the vision to lead the country.
Specialised knowledge is a misnomer. IAS Officers are also specialised in different
areas, apart from having that cutting edge administrative acumen. Creating specialised
services has generated avoidable aspirations among the less gifted, which should
be done away with. We should go back to the ICS days and have only one service.
Others should serve this Service.
