FORUM

IRS OFFICERS
For revenue services, especially for customs and excise, there was a transfer policy in place since early 80's. Unfortunately the same was never followed by the politico-bureaucratic vested interests. It had envisaged maximum posting of eight years in a zone which was the zone equivalent to the jurisdiction of chief-commissioner and a similar tenure in metro cities. In spite of the policy being rarely followed and deviations encouraged, a new policy was formulated in the wake of post for money incident without Mr. Kelkar going through the merits and demerits of existing policy. Therefore a new policy was formulated which defines a zone of an average of equivalent to six states and placed massive curbs on deputation by revenue officers, since the later suited the vested interests with in I.A.S, therefore the policy was hailed by them and considered really worth implementing. The revenue services have been turned into a regimented service at one go, disturbing all families without even an iota of facilities which services like army gets. If so called I.A.S. and I.P.S do not become corrupt by remaining in the same state through out their career, then why the same logic does not apply to revenue services. Let their be disturbances within a zone of say 5-6 states we may not mind it. Further, Mr Vittal while terming the revenue services as corrupt forgot the basic truth that a department like revenue or police has to bear the cross for the wrong doing of whole of their department right from the actions of a sepoy to senior most officer. Let the I.A.S. bear the burden of 1,00,000 of their own clan or any department, then public will know who are the most corrupt.
Antidote to the revenue observer

The comments of the Revenue Observer only shows the utter contempt he/she has for the revenue service officers and deptts. It is obvious that such sweeping comments have been made without having knowledge of the real situation prevailing in these deptts. It is worthwhile mentioning here that Transfer policy is nothing new to these deptts. There was a very sound Transfer Policy which worked wonderfully well for years. A new policy was drafted to cover up the involvement of higher ups in the transfer matters which has resulted in punishing the entire cadre. All these years officers happily complied with transfer across the country because they were done rationally and no one ever sought help from anyone except own deptts. which were considerate enough always and transferred officers according to norms. So Finance Ministry is not doing anything new. Secondly, if many other service officers can remain in a State or Zone for life whats wrong in these officers following the suit. And as for corruption is it prevalent in Revenue Services only? Compared to the IAS who remain in one State all through and handle funds meant for poorest of the poor, revenue officers hardly deal with any such funds. There are enn number of honest and brilliant officers in all services and it is not decent to use the language by Revenue Observer for people who have preferred to join services for the love of public service. At present officers in these deptts. feel cursed and see no hope unless the top brass think rationally. It is time that notice is taken of happenings lest large nos will choose to quit.
Rajul M

I am actually surprised at the kind of venom being split on the Indian Revenue Service. It does not deserve so. But for this revenue yielding service, the country could not have been able to invest the way it is going . By abusing the IRS, we are killing the golden goose. Please remember, it is not the IRS that is most corrupt. It is the health sector.
As far as the transfer policy is concerned, perhaps it may be worthwhile to see the posting details of those officers who are mandated with implementing the transfer policy. They never followed what they are preaching today.

PM will meet Mush??
Meeting will mean nothing…..his old agenda Mush will push!!!

PM is going to meet Mush in the sidelines of the NAM summit!!!! There is nothing much they can talk…. PM is going to say turn off the terror tap and Mush is going to start his single alphabet chant K,K,K!!!! Apart from this there is going to be useless banter!!!

Pawar says that Telgi has cleared him,
Telgi issue is indeed very grim!!!

When Telgi named him during the Narco Analysis Pawar said that how can an accused person's word be trusted???? Now the same accused person has given him a clean chit and Pawar is holding it up for all to see!!!! In their senses both Pawar and Telgi say they've never met…. in the Narco Analysis Telgi's named Pawar and Bhujbal as friends!!!! So why don't they make Chagan undergo the same test .... so that Chagan can respond to Telgi's accusations in the same state of mind!!! Pawar cannot undergo this test as he has a medical certificate and is thereby excused!!!

Arjun Singh unlike the proverbial Arjun has missed the mark,
Now on the actual Vande Matram centenary new controversy ho gayi hai spark!!!

Seems Arjun was in such a hurry to try to gain political mileage that he forgot to check up the date for the Vande Matram centenary celebration!!! Congress is now trying to save face!!! Now Congress wants to celebrate the Satyagraha movement…. hope they know the date!!! And they've chosen an issue where the Muslims should not have any objection!!! But you never know the Muslims may find something blasphemous in the Satyagraha...like the bhjans that were sung during the Satyagraha marches!!!

MV Amrinder is sinking many are jumping overboard,
To exit there is a horde!!!

Latest is the request by a very senior Official that he would like to be shifted as Punjab Election Commissioner!!! After a lot of persuasion the Official agreed to continue!!! What development is Amrinder talking about!!! Punjab's power situation is pathetic…..inner roads and roads connecting villages are pathetic…. water position is pathetic….education scenario is pathetic….. health scenario is pathetic…. drugs and alcohol are making the lives pathetic!!!! Seems Amrinder forgot while wooing Reliance and other big time investors what Punjabis want….and what the Punjabis wants is what should matter and not what an erstwhile Raja whose concept of something big and good or in his words Mega is a Patiala Peg!!!
