IRS Association General Body Meeting

IRS association has called for a mega general body meeting at Delhi where IRS officers from all over India are expected to come on 20th September2006, to ventilate their grievances about their agony on arbitrary transfers. Some decisions need be taken.1)The government should restore policy making power to CBEC. No JS level officer should be allowed to put up files directly to advisor or secretary or FM.2 If policy decisions are not with CBEC then committee of secretaries and cabinet should approve. 2)Foriegn training withdrawn to IRS officers unless they are working in central deputation should be restored as it was a decade back.3)Director, JS level posts in commerce, industry, IT, company affairs should be earmarked for IRS so that they get exposure to secure empanelment for secretary posts.4)Immunities provided in UPSC charter, international charter for sustaining the independent and fair mind of civil servant without any muscle flexing by politician should be circulated.5)Internal debt creation, external borrowings from multilateral institutions should be stopped to give emphasis to tax collection and continuity of concessions to group of trade.6)Group C D cadres should be recruited as they exist in 1991 to support work.7)All SEZ, EPZ, DGFT, STPI commissioner posts should be earmarked for IRS only.8)Integration of IRS(income tax) and IRS(CUSOMS) should be done as it was before 1969 in a single board in view of FM introducing LTUs (Large tax payer units).9)Officers who worked in intelligence wings in the past or presently should be provided with CISF security to them and to their families.10)Car, quarters, or leased accommodation, phone , one telephone attendant should be provided to every IRS officer irrespective of posting, including on study leave.11)All AC/DC should be permitted to travel by air. All commissioner and above by executive class.12) Lumpsum grant of Rs.10 lacks upto ADC and Rs.25 laks upt0 Commissioner and upto RS45 laks above commissioner should be given from welfare fund for construction or improvement of house, so as to prevent corruption.11)special grant equivalent to basic pay should be given to meet expenses on depression by spouse and children of the IRS officer who is transferred arbitrarily.12)All promotees and direct recruits should be members of IRS association.

FORUM

I have been reading the discussion on the FORUM portion of your
website. I too have information and views to share on this subject and I thought I must bring them to your notice. The fact that the level of corruption is very high in the Customs, Excise and Income Tax departments is not a hidden one. The public perception too appears to be such, thanks to so many high profile cases of very senior officials in these departments which have been regularly exposed by the electronic and print media. Their own officers are writing and admitting it in public. An officer of the rank of Chief Commissioner of Customs who is still in service has been writing regularly in national dailies including The Telegraph published from Kolkata and he has admitted on several occasions that there is too much corruption in the Customs and Excise department.
This year's Ramon Magsaysay award winner from India, Arvind
Kejriwal, himself was an IRS officer from the Income Tax department who has quit his service as he could not survive in the environment of corruption. He has been fighting against corruption and helping citizens not to pay bribes to officers in the Income Tax department. His courage and his dedicated services towards the cause of uprooting corruption not only from his own department but government departments in general have been internationally recognized and he has been bestowed this prestigious award. I cannot understand as to why IRS officers are afraid of transfers. With India doing so well economically, wherever these officers are posted, they will be in dominant positions in public life. When they opt for the revenue services, officers (both male and female) know very well that they will have to serve in different parts of India and which they accept as soon as they join these services. Postings and transfers in the IRS (Income Tax) and IRS (Customs and Excise) have to be made in a more transparent manner. The dominant view still is that those who have the means and the "right connections" are able to manage their postings. The strong views expressed against the Transfer Policy are because the Central Government's Revenue Department is not implementing the Transfer Policy in a fair and transparent manner, which is by and large the criticism against most government policies. The Revenue Department's staff does not have faith that the policy is being implemented wit!h out any favour to anyone. The policy by itself is not bad because both the departments were adequately represented on the Kelkar Committee which drafted the policy. What is lacking is the proper implementation of the policy. The two boards must ensure that justice is not only being done but also seen to be done while implementing the Transfer Policy. Too many exceptions are being made to the policy and that is what is causing the heart burn.

The corruption in the Revenue Services does not need further illumination. And to say that the same is rife in the IAS also is no justification. It is well known that the IAS and the IFS are the least corrupt of Services. Let the IRS(Customs) and IRS(Income Tax) put their house in order rather than point fingers at far more honest Services.

The transfer policy was made to curb corruption. A trasfer policy is as good as its implementation. It may be interesting to see whether the data on which the transfers were effected in CBDT were correct or was it on manipulated data. Who manipulated the data? Will someone investigate this? May be the premier investigating agency can be roped in to find out the truth.

It is a sad commentary upon our system that we have to work on a transfer policy design to curb corruption. No body is sure whether this the solution to the problem. Indeed if that was the case then the All India Services would have been least corrupt as they are the one who get transferred most.
It is also frustrating that the we bureaucrats are discussing today who is more corrupt rather then why corruption in public life indicating the rapid decline in our value systems.
Unfortunate reality is that very few in the system are left with some sort of ideals as most of the system has been cornered by the 'mangers'. Officers these days take pride in getting to know top industrialists and freely use there 'influence' in getting postings from their political masters. God only knows where we are taking our future generations in whose name and for whose security this whole game is apparently played.
