One solution for corruption in IRS(Income Tax),IRS(Customs), Railways, IPS etc is to have only IAS officers posted as Commissioners, IG Police, DGs and all posts above and equivalent to Joint Secretary to the Government of India. Will the authorities heed?

Now Gandhi is needed

Chief Secretaries, vice chairmen of DDA, Directors in Ministries, Telgi scamsters, Commissioners of Poilce do not belong to either the IRS(Customs) or the IRS(Income Tax). The truth is that in contemporary India, integrity is entirely absent in all Services and even all walks of life. Maybe Gandhi needs to come back.

There is no end visible

True or not,such a possibility can not be ruled out.If there are politicians favouring bureaucrats, there is no dearth of the latter seeking and finding favour with the politicians. It is this nefarious practice which makes persons like Madhav Godbole look misfits and martyrs. The stink of the Ludhiana City Centre scam is felt by me even in New Jersey I can see the face of the son of the late Master Gurbanta Singh smeared. This is not to say that the opposition making noises is any different and clean. They all made hay in their day with the help and connivance of cronies in the bureaucracy. the tragedy is that there is no end of the tunnel visible.

Retirement age should be raised

Like Doctors, Teachers Engineers, Lawyers etc. civil servants too have a unique role to play in the contemporary Indian society. Why should they be left out of the benefit of increase in retirement age? I would say the retirement age for all be increased to 62 years across the board.

They should widen horizon

Yes they should to widen their horizon. Only issue would be disparity in emoluments solution to it let them have their own total salary plus perks of industry e.g. CVOs in PSUs they draw they are in there own grade but get the perks of a member of board. A caution on return to parent cadre these officers should never be in departments dealing with the company they have served.

the transfer policy is limited only to transfers the other factors like posting seniors in executive charges and junior officersin appelate charge or in the dts. has gone for a toss an audit of postings will show that seniormost officers are languishing in nonexec.postswhile junors are enjoyingthe so called lucrative postsbecause of their proximity .to the powers that be.in crtn cases in complete violation of the tpolicy officers have been brought to the zone in which they have completedmore than 10years eg adgri. whereas more deserving officers are not even being considerd for the zone its all a question of proximity to the powers that be will the revenue observer blmae officers if the seek indulgence of altrnative methods to be near their family
