Gujarat babus at the receiving end

IAS, IPS and IFS officials in Gujarat are upset over getting pay and perks much lesser than their counterparts in other states. First, the Centre merged the 50 per cent DA into basic pay with effect from April 1, 2004 but Gujarat made it effective from April 1, 2005 and now there is a perpetual delay in annual increments. LTA.too is not provided. Add to it, HRA elsewhere is paid at 15 per cent of the basic pay arrived at after merging 50 per cent DA but here it is calculated without merging DA. The government has also refused to count the 50 per cent DA merger into basic pay while calculating pension. They were hoping that the IAS Officers' Association convenor Arvind Agrawal would speak out but that too is a far cry.

I am amazed that criminal discrimination has taken place in the recently effected (May) orders by CBDT. Who manipulated the data to help their cronies? Will CVC look into the matter? CVC, please do not believe the data submitted by the CBDT. Investigate yourself.

There should be a transfer policy

I have been following the debate rather closely on the transfer policy being applied for IRS officers. From the reaction of IAS officers to this debate one is rather amused over the high ground being taken by and for IAS officers. The suggestion from Rajiv Ratan that all senior postings in all departments like police, Railways and IRS etc. should go to IAS officers is quite ridiculous. In any case the transfer policy should not be drawn on such negative and irrational grounds. It should be based on grounds more salutary both for the individual and the administration. As Joint Secretary in DoP way back in 1986, I had initiated a paper on transfer and submitted the same to Chidambaram who was MOS(pp) then. He appreciated the note but recorded "let us not take away the right of the minister to change the officer." This is the whole problem. As a staunch advocate of civil service reforms, I feel the present system of transfer which at present has become an instrument of rewards and punishment needs to be overhauled. A well modulated transfer policy should be put in place common to all services.
