It is nice to read the comments of Mrs. Aarti Khosla who was my senior collegue in DOPT at the time referred by her. Those were the days when Central Services officers were greatly appreciated by the the then ministers. Why has the opinion changed so much and why the same people today condemn the officers of these services. If good work is to be ensured officers need encouragment and appreciation instead of being suspected all the time. Definitely the prevailing transfer policy in the Revenue Deptts. is not the answer. A transfer policy should serve the needs of a deptt. and not be a tool of punishment. Unless human resource of any service are at peace no good work can take place.
