Then I got into bureaucracy which works on the basis of references alone. After struggling fruitlessly for thirteen years in the system, I have now given up and have concluded that in this system you are nobody if you don't have a 'mai-bap' here. May be there are others who still are fighting on I wish them good luck.

Having a transfer policy may reduce corruption in the process of transfers and postings. However, to reduce the corruption indulged in by officers once posted, some other measures are required. Will these steps be ever taken? Maybe large scale compulsory retirements are the answer.
