Nair was interested to see Anil Rajdhan as Additional secretary (Petroleum) while Chaturvedi had all liking for Atul Chaturvedi but the former won the race.

This two tier expansion is puzzling!!! Why didn't Manmohan go in for a one time expansion …. why one expansion pre Budget and one post Budget??? Because PC is going to be shifted and as Budget preparation was in advanced stage PC could not be shifted!!! So there is going to be a reshuffle in the Portfolios of some of the big shots in the Cabinet!!!
