District Experience and Policy making

This is in response to a posting that claimed that those officers who had posting in the North East, or Civil Services officers who do not have experience as District Collectors are not good enough for Deputation to Government of India. This belief arises from the false notion that other services do not operate at the district level. Don't IPS officers administer law and order in the district, don't IRS officers administer the collection of taxes from the districts, the list goes on. This warped opinion arises from the false notion that the District Collector does work that is superior to others. It is hard to understand why a tenure as a District Collector makes a person super expert in Defense Policy, Trade Policy, Tax Policy, Energy Policy, and so on. As our districts are administered so poorly, we need to replace IAS district Collectors by MBAs and IPS, IRS, and other services who have demonstrated proficiency in Management.

NHPC to be bifurcated?

Ministry of Power is about to launch another power utility - this time HYDRO DESIGN AND CONSULTANCY CORPORATION. The new Corporation will be carved out of NHPC. Since a number of power utilities have entered hydro sector, there was dire need of an organization to provide design and consultancy to these utilities.

Another move under consideration is setting up one more hydro utility for the north east. This Region has over 50,000 MW power potential. NHPC is likely to lose all its projects to this Corporation, as and when it is set up.
