It is a nexus which is rampant today. The bureaucrats, the Ministers are all hand in glove with one another. The Ministers clear the file/s of the bureaucrats who lend them a helping hand in time of distress. Hence, unless the system in the country is changed for the common man, one can only brood over such things and do nothing at all with these IAS officers. Hope the PM would look into this aspect dispassionately in the near future.
