Vishwanathan to be new Law Secretary

Secretary Legislative Affairs, T K Vishwanathan, will be the new Secretary Law in the Government of India. He would succeed R L Meena on April 1.

Today is the time of specialisation. Developed countries are developed because of such a system. Britishers started ICS now called IAS for their own interest and rule. It is high time that a generalised service like IAS is done away with. India will progress faster if it is done so --sooner the better. IAS has lost its relevance unlike IPS.

Whole lot of bullshit. AK's comments show how blinkered, ill informed and bigoted views can still be put forth shamelessly. IAS is the main bane of governance now. Most are corrupt, conceited and self serving at the end of 10 years of service. The IAS arrangement is part of the problem why India could not do so well. It is only now when the Government is becoming increasingly less important, resulting in lesser opportunities for IAS to meddle, that country is breaking loose.

What is this rot?

An exam is conducted in which 50 % of those selected are clearly people not on merit.(Though an exam is not clear indication of one having the BEST BRAINS!!)about being posted to REMOTE CORNERS of the country- do a survey in Delhi and find out people from which service are in maximum numbers? In all the three All India Services -IAS/IPS/IFS . Clearly it is the IAS - because they do NOT ALLOW OTHER SERVICES TO get empanelled or selected. What is serving in a remote corner of the country? Your pets are looked after by the Animal Husbandry dept, the agriculture dept does farming in the DMs bunglow, memsahib has one vehicle or more to socialize, you have free access to entertainment, never think about paying for most things, health dept takes care of childrens health, etc, etc.
KABHI KUDH KAM KAR KE DEKHO- staying honestly in big towns is the TOUGHEST of them all!! And these so called people living in remote areas- How many of them even know what their electricity bill is or have they ever paid it in their lives? How many know their doodhwala's (milkman) bill? How many know the cost of their daily groceries or where it comes from. About the liqour served in their parties? Would memsahib continue to throw these fabulous parties even when hubby is in "big towns" luxury? About the amount of petrol spend on their generator sets?
GIVE OTHER SERVICES A CHANCE TO WORK IN GENERAL AREAS - they might perhaps outwit the IAS. The IAS realizes this and gives no opportunity to anybody else.
The IFS serves in the toughest field conditions- with not much support. For 20 years - 17 years most of them are DFOs thanks to DPC not being conducted by the IAS (oops the efficient, intelligent, ........). .a PERSON IS DM MAXIMUM FOR 7-9 YEARS -after they lose touch with reality - in the secretariat. THE MOST CORRUPT AND SELFISH PEOPLE.!!

Absolutely right. IAS as a service is cut above the rest but the other services should restrain from drawing comparisons with IAS. Due to this they lack pride in their own service as well as suffer from an inferiority complex. I myself belong to IAAS and i feel half the time we are competing with IAS and drawing futile comparisons. I guess the basic flaw lies in the fact that we all gave the exam for IAS and by default we got other services. We all wanted to get IAS , therefore, the complex of not making it to the top never goes. I feel one should take pride in ones job and do it properly.

2.Almost civil services have officers from diversities in backgrounds. True, we do not require so many disciplines in universities. Because IAS knows all, and person with one background can impose decisions in concerning other disciplines. This is expected out of an administrator, who can pretend to know everything under the sun, and take quick ignorant decisions on an issue deserving specialised inputs. The IAS is definitely the best, of those, who are taking the same exam(civil services exam),and achieve higher ranks, under influence of both exogenous and endogenous factors. But the merit list remain incomparable with those who are entering through other exams. IAS has topped in many desirable and undesirable public interface. IAS contributes maximum in 'running the show' in central government, at the cost of their services in Districts and States, for which they are actually meant for. Take any parameter, central government is doing far better than state governments, that is due to excessive taking care of IAS in central than in states, can we infer this? There are maximum number of IAS officers who are leaving the service, given it is the best, why so? Because, though IAS are best of the talent, there is no worth of talents in IAS, perhaps.
3. The management theory referred to has no reference. Hence not require any comments. The birth right to administer is admissible, but observed trend in post-marital strategic cadre shuffling establish people of the country has not accepted the 'raj' as with the presumption of birth right.

4.India is full of 'success stories'. interesting enough due to diversity of the country, the patterns of success, is not fit for every corner of the country. The experience in 'limited' fields do not ensure 'unlimited' exponence in every field, especially for a policy addressing the entire country.

It is amusing to see the views on the first note. The persons sending comments have not even realised that it was a sarcastic note by a non-IAS who did not want identified. It is a reflection on the mental ability of those sending comments that they could not understand it . Well grapes are always sour . Civil service is the most transparent system of recruitment which is not there anywhere else whether academics or so called autonomous bodies. Yet all these so called experts would like to be in govt in some capacity by back door, and hence their frustration. Only very few manage back door entry , the rest cannot meet their aspiration hence their jealousy SAM

The officers of the Indian Civil Service are allotted different Services after qualifying the same UPSC examination by the Ministry of Personnel on the basis of their ranks and preferences.
It is unfortunate and wrong to presume that the officer once certified as suitable for the particular service is taken for granted to be so for the next 35 years, unless something serious comes to notice.
After serving for over 20 years in the system and having closely worked with almost all the services, it is pointed out with some authority, personal experiences and full responsibility that the ICS (backbone of the establishment)has all type of officers in all the Services. Infact, no service bad and it is the officer's act which makes it good or bad.
We are all nuts and bolts of the machinery and it is only our personal and false satisfaction that one service is better than the other. If some of the parts do not perform efficiently there may be some temporary arrangement to move the vehicle without that part. Ultimately, if all parts function in complete harmony, then the result will definitely be better and that is perhaps the optimum situation we should try.
Can anyone try to answer why a civil services aspirant should opt for so called lucrative services ( ?, ?, ?)as compared to inferior services ( none to me)in their eyes? Only one who had the choice (rank)for many services but enjoyed the service allotted to him with full confidence, respect and dignity from a large number of excellent officers in all the Services.
There would have been perhaps lesser need for Right to Information if the ICS had taken care of serving the people in their respective jobs during the last sixty years. Better late than never.
So, good luck to all and hope for the best. If some of us do not change, people will make us change.

Bush's visit….Commies and SP are just going through the motions???
Pure politics and no emotions!!

SP is playing to its Muslim Vote Bank and Commies have to protest the presence of their natural enemy in India!!!! And what is with the silly caps that the Mulayam's gang wears……they look more like a pack of Qawals …. in fact Jaya Pradha looks as she's going to break out into a Qawali!!! Neither the Commies nor SP have India's interests in mind…. its just their agendas and vote bank politics!! And both say that they are showing Bush their contempt…..well Bush won't get to see them rave and rant, but yes Delhites sure will face the brunt of their protests!!!

For Bush it's American interests … same is Manmohan's stance (Indian interests),
And it would be wrong to say that to The Pipers Manmohan karr raha hai dance!!!

Fact is that India badly needs Nuclear Power!!! And America pushes the Non Proliferation agenda… though this is achieved indirectly!!! But, will not be easy for Bush to push through this Agreement past the Non Proliferation Lobby back home!!! One thing to be remembered is that whatever Bush agrees to is subject to approval by the Senate….. like the Americans say 'it ain't over till the fat lady has sung'…. the fat lady in this case is the US Senate... for Indian this Nuclear Agreement is a win win situation!!!
