Shyam Lal Goyal is now PS to Union Minister of State for Finance Pawan Kumar Bansal. He is 1985 batch IAS officer of Maharashtra cadre.

D Suresh relieved

Renuka Chowdhury's PS, D Suresh, who was sent on leave by the Minister, has finally been relieved on March 2. He is 1995 batch IAS officer of Haryana cadre.

Dr Santosh Babu gets award

Dr.Santosh Babu, an IAS officer of 1995 batch serving in TamilNadu cadre was awarded the "Dataquest e-Gov Champion 2006(South)" Award on the 1st March for his pioneering e-governance efforts in bringing up G to G services. The citation reads as follows:
" For driving automation of G2G transactions at various levels and departments - particularly for the rural masses - through planned ICT intervention, government process re-engineering and change management, thereby considerably helping the Tamil Nadu government improve delivery of citizen services."

Dr. Santosh Babu is a qualified physician and has been spearheading e-governance, especially in the area of paperless office adminstration. He had successfully implemented the paperless office software in Sivaganga district where he served as District Collector for a short duration.

1977 batch IPS waits for promotion in Bihar

In Jarkhand 1977 IPS officers have been promoted to the rank of ADG. But in Bihar 1977 batch IPS officers (except one) are languishing. In AP and MP even 1980 batch officers have become ADG. Why? Is Bihar not in INDIA?

No room for ISS officers !

ISS officers are really a harried lot. After a long long waiting when
SAG officers are finally promoted to the newly created posts in different Ministries they are now frantically in search of a room to sit. After registering their joining, some of them started dislodging and evicting their junior colleagues. Even their new offices are not aware of so many new migrants and so they are planning to set up a few tents near the Boat Club.

PM's awards for Public Administration

The Government of India has decided to introduce "Prime Minister's Awards for excellence in Public Administration" to recognize the extraordinary and innovative work done by the officers of the Central and State Governments. This scheme is envisaged to acknowledge the outstanding and exemplary performance of civil servants.

An illustrative list of work/projects, which may be considered for the award are Implementation of innovative schemes/projects; Bringing in perceptible systemic changes and building up institutions; Making public delivery systems efficient and corruption free; Showing innovation and adaptation to meet the stakeholders' requirements; Extraordinary performance in emergent situations like floods, earthquake etc and Setting high standards of services and continued improvement, showing high leadership qualities and improving employee motivation etc.

All officers of Central and State Governments individually or as a group or as organizations are eligible to be considered for the awards, which comprise of a medal, a scroll and a cash award of Rs. 100,000/-. In case of a group of officials total award money for that group will be Rs.5 lakhs subject to a maximum of Rs.1 lakh per person. The amount for an organization will be upto a limit of Rs.5 lakhs.

Nomination of an individual or a group of officers or an organization can be made by Central Government Departments/ Ministries/State Governments/Non-Governmental Organisations and other stake-holders. Nominations must be accompanied by details of work done by each individual, innovative methods used for improving service delivery, period and circumstances in which the job was done and initiative taken by the officers concerned. It is also important to ensure that the innovations are sustainable and result in permanent improvements in service delivery.

The State Governments will constitute a State level Committee to shortlist their nominations and verify the facts before forwarding the nominations to the Central Government, where an Expert Committee, chaired by Secretary (personnel) will examine the nominations and would conduct spot studies. It would also have the power to suo moto recommend officers. The recommendations made by the Expert committee would be considered by an empowered committee. Under the chairmanship of the Cabinet Secretary, the empowered committee would consist of Principal Secretary to Prime Minister, Secretary Planning Commission, 2 or 3 eminent persons from outside Government and Secretary (Personnel). Eminent personalities from outside the Government would be nominated with the approval of Prime Minister. It will make the final recommendations for approval of the Prime Minister.

Now Bush will have to sell the Nuclear Agreement to the Senate,
By the looks of it in America on this there is going to be a hot debate!!!

Because the way the US Media has responded shows that this Agreement has not gone too well with Americans. Funny but Countrymen of a Country which itself misused Atomic power lecture others on the responsibility of Nuclear power!!! This is the only way that some kind of Nuclear Proliferation can be enforced…. the back door way as has been negotiated in this Agreement!!! As of now the prospects of getting approval from the Senate seem pretty dim…. unless Bush has got something under his Cowboy Hat!!!!!

Now the message that goes out is that Indian Speaker is a US baiter!!!

Speaker is supposed to behave apolitical and is part of the Government. And then the Luncheon was hosted by Manmohan in Bush's honor!!! If the Senate disapproves the Nuclear Agreement…. US loses face…. and things are back to the pro Agreement days!!! If the Agreement is ratified India has a lot to gain!!! Laloo did not attend Kalam's Banquet….. Laloo had a reason,
