FORUM We all should understand that every service has some good and not so
good aspects and individuals. Being in IAS I feel that every other service
is gunning for IAS and our service is not united and there is such high
level of cut throat competition that it remains only cut throat not
a healthy competition. Our IAS officers are most of the time favouring
other service officers at the cost of their own service officer. IAS
has no other posts available for promotion from other services while
IAS posts are given to other service officers. The recent example is
empanelment of Additional Secretary 1975 batch. The fact that most of
the officers from other services want to get the posts held by IAS officers
shows that they also want to be one of us. Then why this criticism? S Shrivastava The ongoing controversy regarding the superiority of the IAS, vis-a-vis the other All India Services and Central Services is really quite amusing and is infact, much ado about nothing! It is a fact that a very large number of IAS officers were earlier in some other service and joined the IAS happily on their selection, often forgoing a couple of years seniority in the IPS, Income Tax, Customs and Central Excise, Audits and Accounts etc. Obviously they felt that the price was worth paying! It is also safe to assume that the majority of those who are not in the IAS, joined other services because they were not selected for it. In fact, members of the other services have little to complain about, as their chances of promotions, deputations and foreign assignments have improved substantially over the years and the much touted "parity" with the premier Civil Service has been achieved, de facto, if not de jure ! Personally speaking, I lost two years of Service seniority in the Income Tax, when I was selected for the IAS and in my low moments, wonder whether the price was worth paying. and the rest. After all for every IAS officer in the country we have
around 100,000 guys who didn't make it to the IAS and ended up in all

SERVICES WITH SO MANY GENERIC CONCLUSIONS EITHER WAY. I THINK LARGER
QUESTION HERE IS WHETHER THE PRESENT BEUROCRATIC SETUP IS ABLE TO PERFORM
TO THE NEEDS AND SATISFACTION OF OUR CLIENTS I.E. PUBLIC. IF THE ANSWER
TO THE QUESTION IS IN NEGATIVE THAN FORUM FOR DISCUSSIONS NEEDS TO BE
BROADENED. I SUPPOSE TODAY WHAT IS POSSIBLY HAPPENING IS THAT POLITICIAN
IS IN A HURRY (WE ALL KNOW FOR WHAT!)AND AS A RESULT HE IS FITTING WHOSOEVER
IN HIS OPINION MOST PLIANT OR MAY BE A KNOWN ENTITY WHICH HAPPENS TO
BE IAS IN MOST CASES CONSEQUENTLY CONCENTRATION OF POWER IN ONE SERVICE

the SBI, five from PNB, three from Union Bank and one each from Allahabad
Bank, Central Bank and Oriental bank. Finally Kailash Gupta wins ? During the selection of the Director (Personnel), Shipping Corporation of India, there was a big fight over selection of the candidate, between the Chairman and Members of the PESB. Chairman wanted Kailash Gupta, only a General Manager cadre official in NALCO, to be selected for the said post. But the Members of the Board preferred to have an outstanding officer from Railways, Mukundan. Even, other candidates including Air Vice-Marshals of Indian Air Force, Major Generals of Indian Army etc. were there in the race. Finally, Kailash Gupta has reportedly been selected for the high profile post of Director (Personnel). |
