Chandrasekhar to be appointed OSD on May 15 ?

Whosoever may be the claimant for the post of Cabinet Secretary but the strongest candidate for the same, these days, is K M Chandrashekhar, - Secretary Revenue. If all goes well 1970 batch IAS officer, Chandrasekhar, will be appointed OSD on May 15 to succeed B K Chaturvedi.

Will present team continue?

There is a powerful lobby which still feels that present team of B K Chaturvedi and T K A Nair will continue till Man Mohan Singh is the Prime Minister. Everything depends on the posting of the Finance Secretary this month end. One can only wait and watch.

Can Paul be Chairman of UPSC ?

Media reports say that Kiran Bedi will succeed K K Paul as Delhi Police Commissioner when the latter takes over as Chairman of the UPSC on July 1 from another IPS officer Gurubachan Jagat. If one goes by the records 1970 batch IPS officer Paul can not become Chairman because the senior most Member in the UPSC is 1967 batch IAS officer and former Defence Secretary Subir Datta.In all probability Datta will be the Chairman of the UPSC.

Performance anxiety?

The government has reportedly revised the performance appraisal forms for civil servants, ostensibly with a view to make such appraisal more objective and meaningful. The forms appear to include questions on medical history of officers, including menstrual history of women officers. Predictably, women officers have reacted-as they should have- to the insensitivity with which the revised forms have been drafted and approved by the highest in the bureaucracy. But then, the steel frame- the fair sex included -is hardly known for its sensitivity.

There could be no quarrel with the argument, that, indicators of sound health should be considered while appraising performance of officers as is done in the armed forces. But, it may be stretching it a bit too far, if intrusive questions regarding the most intimate details are sought from women. And if the same were considered necessary, for whatever reasons, why limit them to women alone? It would be interesting to know if the government would consider including questions about the prevalence of andropause among men civil servants. Mental menopause among civil servants is of course too well known to merit any further attention!

The CBDT has huge task at hand

The Chairman and the Member (P) have a huge task at hand. Everyone realises that they are positive who have the good of the IRS in mind. But the damage done by the preceding Chairman and the Member (P) is rather too much. The only factor that is disconcerting is the middle mangement which is still enjoying unbridled power and openly playing games much to the discomfiture of the service. Everyone is watching the developments with a keen eye and hoping that their power is curbed.
