I entirely agree with the views of Bhatia regarding raising retirement age of government employees. It should be raised to 65 yrs keeping in view of increased life expectancy etc. Please let us know when the orders in this regard are expected.

What a participant says ?

Kulwant's reporting on COCSSO conference organised by MOSP&I on 10-11 April appears to be highly exasperated presumably stemming out of deep frustration. Thus instead of focusing on the core issue, he brought forth the litigation angle by misquoting the judicial decision and lectured on coverage of state/central/concurrent subjects.

Nevertheless, it is a fact that the COCSO conference in this millennium had lost its original vibe and technical glamour due mainly to lack of application of mind in dressing up the agenda items for discussion. The agenda item 'Role of Statistical Advisers' had been wrongly included, badly drafted and poorly deliberated in this conference of central and state statistical organizations. It is one of the recommendations of the National Statistical Commission that the SAG/HAG grade officers of ISS in different Ministries should be designated as Statistical Advisers who are supposed to act as an important linkage between the concerned ministry and the National Statistical Office headed by Chief Statistician of India (CSI) in building up an effective, credible and sustainable statistical system so as to provide a vast data reservoir having a bearing on policy formulation. It has never ever been conceived that the duties and responsibilities vis-à-vis the role of such Statistical Advisers do warrant either any discussion or any approval of the State Government. It is really a pity that the senior officers of MOSPI had messed up the issue through inadequate briefing of the background to the newly positioned Commissionerate and the newly appointed CSI causing avoidable embarrassment to them before the state participants. The diagnosis reveals that there is lack of ownership of the policy decisions at the apex level of CSO and NSSO mainly because these posts are held by officers who take charge of these important positions when they have a few months left before they superannuate. It is quite likely that their priority centres around closing of their individual balance sheets rather than looking into profit and loss account of the vast organization.
