1974 batch IAS empanelment meeting tomorrow !
Meeting for the empanelment of 1974 batch IAS officers to the rank
of Secretary in the Government of India is expected to take place on
Saturday.
Dr Behura is AS and FA Commerce
Dr Sutanu Behura is new Additional Secretary and FA in the Ministry
of Commerce.1976 batch Himachal Pradesh cadre IAS officer, Dr Behura,
is currently Principal Secretary Finance in his state.
Entire 1991 batch IAS will be away
The whole of IAS 1991 batch is going for compulsory Phase IV training
at Mussorie starting from 23 April for a period of eight weeks i.e.
till 15 June. The training also includes two weeks at China and one
week at Delhi. So expect to see more than 100 IAS officers out of their
present place of postings away from sweltering heat of April and May
in the cooler confines of Mussoorie.
Vatsa goes abroad
Krishna Swaroop Vatsa has taken one year leave to pursue a foreign
stint. He is 1987 batch IAS officer of Maharashtra cadre.

Punjab Chief Secretary Ramesh Inder Singh.

Can Admiral S..M.Nanda get his due ?
There is a general feeling among naval officers,both serving &
retired. They feel "it is a matter of concern to us retired navy
officers that the contribution of our service to the nation during 1971
remains unrecognized. No single person represents our achievements more
than the 92 year old Padma Vibhushan Admiral SM Nanda, who was the Chief
of Naval Staff at such a crucial stage in Indian history." The
navy played a very significant role in the liberation of Bangladesh
by fighting and winning the sea battle in two war theatres simultaneously.
The navy's plans and their execution were bold, daring, novel and innovative
and they were carried out fearlessly, resolutely and very courageously.
As CNS, Adm Nanda was at the helm and responsible. The success of the
navy remains unrecognised. Adm Nanda deserves to be made an Admiral
of the Fleet.Even the then Prime Minister Indira Gandhi had lavishly
showered praise on him for his power & grit.
A section of retired naval officers feel he has been accused of many
things in his life but nothing ought to detract from his achievements.
He deserves to be at par with Field Marshal Manekshaw ( Army) who was
his 1971 counterpart and Marshal of the Air Force Arjan Singh who was
junior to him. His IAF counterpart was the late Air Chief Marshal PC
Lal.
Vice Admiral Raman P.Suthan FOC -in East
Vice Admiral Raman P Suthan, AVSM VSM will assume command of the
premiere Eastern Naval Command, one of the two operational commands
of the Indian Navy on April 30. He takes over from Vice Admiral A K
Singh, who retires that day.

Why Assam, same situation in J & K !
Same is the situation prevailing in other states also. In J&K
very few AIS officers are heading districts while nearly all posts of
DCs SPs and DFOs are cadre posts. Actually local provincial services
officers are more suitable for local politicians hence preferred.

Medical fitness is necessary
Medical fitness in civil services is a prerequisite. However, the criterion
to be observed is the nature of job assigned to the person concerned.
For example, a person requiring to perform work of secretarial nature
may not be subjected to the medical standard required for onerous field
duties. Instances are there where persons with heart ailments or TB
patients have done exceedingly well in the desks after medical treatment
because of their sincerity and hard work.

ETV & Zee TV float a JV
With legal war between Ortel & ETV intensifying, the latter
has reportedly joined hands with Zee TV.It is learnt that ETV &
Zee TV have joined hands to set up a new cable network to take on Orissa's
dominant MSO Ortel.It may be stated that the Ortel has recently issued
a contempt notice to ETV for not complying with a TDSAT order.
India now has 58 pvt FM radio channels
Four more FM radio channels were commissioned during in March last
taking the total of private FM radio channels in the country to 58.
The new channels are: Ananda Offset at Kolkata, H.T. Music at Bangalore,
Singla Property and Puran Multimedia at Hissar. The Government received
a sum of over Rs. 4.56 crore as annual fee from these private FM radio
broadcasters.
