INTERVIEW OF THE WEEK

The multi crore mega project of "Bharat Oman Refinery Ltd" (BORL) coming up at Agasaud near Bina will entirely change economic scenario in the Central India. This was stated by BORL's enterprising & a dedicated Managing Director R.P.Singh. In an interview to <whispersinthecorridors.com>
he unfolded his plans on how the refinery was being constructed while maintaining highest standards in the field of construction.
Singh who is known for his integrity & perseverance is leaving no stone unturned to ensure that project was completed on time. He has evolved such a mechanism whereby construction work of the refinery is being monitored on daily basis. "With the present trend of progress of the project it is expected that it will be completed as per schedule, i.e., December 2009," said RP Singh in an interview with whispers.

1/In what way the Bharat Oman Refinery is different from others?

Bharat Oman Refineries Ltd (BORL), is a joint venture company of Bharat Petroleum Corporation Ltd (BPCL), and Oman Oil Company Ltd., Oman. BORL is implementing a 6 MMTPA grassroot refinery project at Bina,(Madhya Pradesh). BORL is a private sector company; however, it has a very strong backing from BPCL. This region has no other refinery and the refinery would have logistical advantage in catering to the central part of the country. The products of this refinery will be marketed by BPCL.

2/At what stage is the project at present?

The project is going ahead with full swing on all the fronts. Process packages from various licensors have been received and the engineering activities are at its peak. All the long lead delivery items for different units have been ordered well in advance. Other major items for various units have also been ordered. Site grading work at refinery as well as crude oil terminal at Vadinar in Gujarat has been completed. Power at construction site is already available. Civil and structural work contractors for different units are at site. Approximately 3000 works are going on at site. The overall physical progress is 19.7% against the target of 17.9%.

3/By when will it be operational?

With the present trend of progress of the project it is expected it will be completed as per schedule, i.e., December 2009.

4/How finances are being managed to fund the project?

The as- built Capital Cost of the Project is estimated at Rs.10378 Crores (US $ 2.3 Billions) comprising expenditure towards land & site development, plant & machinery, licences, know-how & basic engineering, PMC & other Consultancy, civil works & infrastructure, township, start-up expenses, contingencies, interest during construction, margin money for working capital, etc. The Project cost is proposed to be financed at a debt / equity mix of 1.6:1. The debt has been arranged through a consortium of 14 banks.

5/By when do you aim at achieving breakeven?

The project's Internal Rate of Return (IRR) is projected at 14% and payback period is between six to seven years.

6/Will you please enlist salient features of the project?

Some of the salient features of the refinery configuration are as below: -

One of the unique features of refinery process configuration is that it has integrated high pressure Diesel Hydrotreater with Full Conversion Hydro cracker which is first of its kind in India. This integration provides capital cost reduction and improve energy efficiency.
Fifty per cent of its products will be of Euro III level & rest fifty per cent products will be of Euro IV level.
The Captive Power Plant is a Circulating Fluidized Bed Combustion (CFBC) type Boiler based power plant, generating power through Steam Turbo Generator (STG) using pet coke as main fuel. Pet coke based Captive Power Plant is being put up for the 1st time in Indian refining industry. Pet coke generated from delayed coker unit is utilized as main fuel of captive Power Plant.
Sulphur Recovery Unit (SRU) is integrated with Tail Gas Treating unit (TGTU), over all Sulphur recovery achieved by both the units in combination is 99.9 wt%.
As a part of the project, a number of social upliftment activities like establishing hospital, school, playground etc., to take care of the requirements of employees of the Company as well as local people have been planned.
In addition to the above, this project is expected to generate employment opportunities for local people and substantial revenue to the state exchequer.

AN IMAGINARY INTERVIEW WITH PM MANMOHAN SINGH

I was invited to 7 Race Course to do a Talk and Walk with Manmohan Singh. After going through layers of Security clearance I reached the inner sanctum. Manmohan Singh was punctual and we started the Talk and Walk on the lawns of 7 Race Course.

Me: First things first…… hope you've caught up with your sleep???
PM: Rest assured I'm loosing no sleep because of the allegations made on Pratibha!!
Me: I would feel an honest man like you must be affected by the revelations!! This Presidential election has degenerated to ' my candidate is less tainted than yours'!!!!
PM: I feel that today if anyone is made to stand for the Presidential election the Opposition will come out with a charge sheet….. so in Pratibha's case its nothing special!!
Me: And then she's Sonia's choice and not yours????
PM: Sonia ji's choice is mine!!!
Me: Oh I forgot…… your choice has to be hers….. but don't you feel India will loose face….. you've got tainted Cabinet Ministers and now a tainted President???
PM: Tainted Ministers are a coalition's compulsion....
Me: And Pratibha is a Sonia compulsion!!!
PM: Sonia ji is a moorti of tyaag!!!
Me: And you too are a moorti of tyaag…….. an honest man is being made to do tyaag of his honesty both in the choice of Cabinet Ministers and supporting a tainted Presidential candidate!! Next question….. don't you feel slighted when Ministers go over your head to Sonia???
PM: Look at it this way…… I'm the batsman and Sonia ji's the wicketkeeper…… now these guys bowl bouncers so that the ball lands up in Sonia's hands!!! I do what any batsman would do….. duck and let the ball go into Sonia's hands!!! Once you take a sporting outlook its just part of the game!!!
Me: No but why don't you try to hit bouncers like many batsman do????
PM: Sir there's a time to hit and a time to duck…… I'm the best judge because I'm at the crease facing the bouncers!!!
Me: Lets get out of cricket and take a factual look…… the general perception is that you are a puppet PM!!
PM: I too have heard this…… but let me tell you Sonia ji and I have a very good working relationship!!!
Me: Test is that she can say no to your proposals but you cannot say not to her proposals!!!
PM: Fact of the matter is Sonia Ji has till date not said anything that I disagree with….. when she does so rest assured I will not shirk from letting her know about why I disagree!!!
Me: And what about her rejecting your proposals???
PM: Great minds think alike……. as we think alike my proposals always meet her approval!!
Me: So you mean to say you know what she likes or dislikes and you act accordingly!!!
PM: As you like it!!!!
Me: A very Shakespearean response!!! Why doth thou….. sorry…. why do you issue clean chits left and right????
PM: I feel Shakespeare had the mindset of an economist…. in fact after I retire I plan to pen a book to prove this…… on clean chits….see like they say choron ko saare nazar aathe hai chor, similarly imaandar ko saare nazar aathe hai imaandar!!
Me: But you've reduced the value of your clean chits….. now your clean chits no longer have any value!!!! And anyway when you hand a clean chit to a tainted person the minute he or she takes it from you the clean chit gets tainted!!!! Next question…..don't you feel your Government has gone overboard with appeasement of the majority minority???
PM: Though people say this is an election stunt let me assure you its nothing of the sort…… we just want everyone to have a level playing field!!
Me: But why not all the minorities ….. why only the majority minority …… seems clear that its just Vote Bank appeasement????
PM: No we are just going step by step….. starting from the top and we'll work our way down to lesser minorities soon!!
Me: Why not all at one go????
PM: No no that would be very difficult to do……. on a macro level it looks easy but once you take a micro view you will realize how difficult it is to do so at one go!!!
Me: Please don't try to micro and macro your way out…… fact is if your Sarkaar is interested is giving a level playing field then why not give a level playing field to all the teams on the field!!! Now why did you try to give the Glasgow bombing a persecution spin…. post the 7/7 bombings Muslims hardly faced any backlash in UK !!!
PM: You can say I was just being extra cautious!!
Me: Many feel this is another appeasement tactic……. whereas the World is damning the incident you are talking on a different level!!!
PM: I foresaw a backlash possibility!!
Me: Hindsight is the best foresight….. you should have kept 7/7 in mind..... in fact if you ask me you statement has put the wrong ideas in people's minds in UK and Australia!!! Okay now some trivia……. I've noticed that you really walk very fast!!
PM: Yes Sonia ji too has told me this……. it's a trait I developed when I was the FM!!!! The more honest a FM is the faster he'll walk!!! I cannot explain why but I'm sure all those who have been FMs will understand!!!
Me: Hear that you are a frugal eater!!!
PM: I'm a firm believer in 'dal roti khao Prabhoo ke gunn gao'……. however in recent times I'd developed a taste for Italian food….. Italian food is comfort food for me!!!
Me: After you retire what do you plan to do????
PM: Well it's my dream to travel the length and breadth of Italy …. I plan to write my memoirs and also a book on Shakespeare having the mindset of an Economist……. how I'd love to do this sitting in street Café's in Rome and Milan !!!
Me: Some would say that after being controlled by High Command you are showing classical symptoms of the Stockholm Syndrome!!! After Natwar's book on the Volcker matter and some other revelations he's hinting to reveal, High Command will requisition your services for a 'rebuttal' book!!!
PM: I have one request when you say Sonia or High Command please add 'ji'!!!

Solitary surviving ICS officer
With the recent death in Nagpur of R K Patil ICS, former member of the Planning Commission, of the Central Provinces cadre, 1930 batch, at the age of almost 100 recently, and before that of B B Paymaster ICS, former Chief Secretary, of the Bombay cadre, 1934 batch, in late 2006 at the age of 94, only one ICS officer is believed to be still alive in either Bombay or in Maharashtra.
He is J B Bowman, of the 1938 ICS batch, now 90 years old, who stayed in India after independence and served the Goverment of Maharashtra till 1962 as Collector of Thana and Bombay, Transport Commissioner, Chief Electoral Officer, and Secretary of the Urban Development and Public Health department and the Buildings and Communications department. Later he was the Executive Vice President of the Bombay Chamber of Commerce and Industry. He still lives in Bombay.

Army is truly secular organization

This refers to KS Sindhu's insinuation regarding one particular community having 32 Lieutenant Generals, amongst the 72 Lieutenant Generals authorized to the Indian Army.
Having checked with a few senior serving officers and having fully satisfied myself, let me clarify that no community has more than 14 to 16 Lieutenant Generals serving in the army as on date. Further, this community, as alluded to in KS Sindhu's charge, has always had the largest number of officers in the Army, and, by and large produced the maximum number of senior officers in the Army.
Further, the Army is a truly secular organization, with no leanings ever shown by its senior hierarchy in the selection and appointment of officers at any level. Leveling such slanderous charges at the Army, which is the nation's last bastion, and also perhaps its most trusted organization, is perverse and irresponsible, at best.

I have seen the effects of Saturn's transit into Leo on individual's born under different Sun (or moon) signs in the whisper. If we go by authentic texts on the subject then transition (gochar) of planets affects individuals only if they are passing through the Maha, Antar or Pratyantar Dasha of that planet and not otherwise. In case of Saturn the effects also extend to those who are passing through 'saadhe-saati', i.e. people whose Moon sign is one sign each preceeding and following the sign (constellation) through which Saturn is passing. Thus during the two and a half years' period of Saturn's transit through Leo, only persons to feel the impact (Good or bad depending upon the position of Saturn in the birth chart) are those whose Moon sign is Cancer, Leo or Virgo. All others shall be affected only if they are passing through Mahadasha Antardasha etc. of Saturn and not otherwise. Coming to the effect of the transit on societies (i.e. countries or states), the transition of a planet through Leo is actually a phased transit through the domains of the asterisms Regulus 14, Delta Leonis (Magha and Purva Falguni Nakshatra) for the initial 27 months and through the first quarter of Denebola 15 (Uttar Falguni) during the last three months.
According to the chapters titled 'Nakshatra Kurmadhyaya' and 'Nakshatra Vyuhadhyaya' of Varahmihir's magnum opus 'Vrihadsamhita', when Saturn passes through the domain of Magha and Purva Falguni it forebodes difficult days for the provinces located in the 'Agneya Kon' (South Eastern direction) and when it passes through Uttar Falguni it implies problems for provinces in the Southern direction of Akhand Bharat. Thus the effects of the transit shall be adverse for Andhra, Tamilnadu and the Andmans for approximately 27 months from the date the transit begins (roughly from August 07 to Nov 09) and for Kerala and Lakshadweep from Nov 09 to Feb-March 10. Varahmihir has refined his formulations so well that one can state with precision the kind of difficulties likely to be faced by the inhabitants of these regions during the transit and whether the brunt shall be borne by the rulers, the people or the law enforcers but I am not going into these details for want of time and space. It is also worth mentioning here that not a single one out of the 18 Samhitas on Jyotish attributed to ancient Rishis is availeble in uncorrupted or undisputed form but authentic versions of Varahmihir's magnum opus the Vrihatjatakam and Vrihadsamhita authored in 526 AD which are in essence the summarised versions of the Samhitas are available. It is therefore desirable that we base our formulations on phalit (predictive) Jyotish on the standard authentic texts and not on individual guess work.
