INTERVIEW OF THE WEEK

The multi crore mega project of "Bharat Oman Refinery Ltd" (BORL) coming up at Agasaud near Bina will entirely change economic scenario in the Central India. This was stated by BORL's enterprising & a dedicated Managing Director R.P.Singh. In an interview to <whispersinthecorridors.com>
he unfolded his plans on how the refinery was being constructed while maintaining highest standards in the field of construction.
Singh who is known for his integrity & perseverance is leaving no stone unturned to ensure that project was completed on time. He has evolved such a mechanism whereby construction work of the refinery is being monitored on daily basis. "With the present trend of progress of the project it is expected that it will be completed as per schedule, i.e., December 2009," said RP Singh in an interview with whispers.

1/In what way the Bharat Oman Refinery is different from others?

Bharat Oman Refineries Ltd (BORL), is a joint venture company of Bharat Petroleum Corporation Ltd (BPCL), and Oman Oil Company Ltd., Oman. BORL is implementing a 6 MMTPA grassroot refinery project at Bina,(Madhya Pradesh). BORL is a private sector company; however, it has a very strong backing from BPCL. This region has no other refinery and the refinery would have logistical advantage in catering to the central part of the country. The products of this refinery will be marketed by BPCL.

2/At what stage is the project at present?

The project is going ahead with full swing on all the fronts. Process packages from various licensors have been received and the engineering activities are at its peak. All the long lead delivery items for different units have been ordered well in advance. Other major items for various units have also been ordered. Site grading work at refinery as well as crude oil terminal at Vadinar in Gujarat has been completed. Power at construction site is already available. Civil and structural work contractors for different units are at site. Approximately 3000 works are going on at site. The overall physical progress is 19.7% against the target of 17.9%.

3/By when will it be operational?

With the present trend of progress of the project it is expected it will be completed as per schedule, i.e., December 2009.

4/How finances are being managed to fund the project?

The as- built Capital Cost of the Project is estimated at Rs.10378 Crores (US $ 2.3 Billions) comprising expenditure towards land & site development, plant & machinery, licences, know-how & basic engineering, PMC & other Consultancy, civil works & infrastructure, township, start-up expenses, contingencies, interest during construction, margin money for working capital, etc. The Project cost is proposed to be financed at a debt / equity mix of 1.6:1. The debt has been arranged through a consortium of 14 banks.

5/By when do you aim at achieving breakeven?

The project's Internal Rate of Return (IRR) is projected at 14% and payback period is between six to seven years.

6/Will you please enlist salient features of the project?

Some of the salient features of the refinery configuration are as below: -

One of the unique features of refinery process configuration is that it has integrated high pressure Diesel Hydrotreater with Full Conversion Hydro cracker which is first of its kind in India. This integration provides capital cost reduction and improve energy efficiency.
Fifty per cent of its products will be of Euro III level & rest fifty per cent products will be of Euro IV level.
The Captive Power Plant is a Circulating Fluidized Bed Combustion (CFBC) type Boiler based power plant, generating power through Steam Turbo Generator (STG) using pet coke as main fuel. Pet coke based Captive Power Plant is being put up for the 1st time in Indian refining industry. Pet coke generated from delayed coker unit is utilized as main fuel of captive Power Plant.
Sulphur Recovery Unit (SRU) is integrated with Tail Gas Treating unit (TGTU), over all Sulphur recovery achieved by both the units in combination is 99.9 wt%.
As a part of the project, a number of social upliftment activities like establishing hospital, school, playground etc., to take care of the requirements of employees of the Company as well as local people have been planned.
In addition to the above, this project is expected to generate employment opportunities for local people and substantial revenue to the state exchequer.

Ram Mohan Mishra is being tipped to be new Joint Secretary, Water Resources, in the Government of India. He is 1987 batch IAS officer of Assam-Meghalaya cadre.

Sanjay Kumar Bariar has been appointed Joint Secretary in the UPSC. He is 1993 batch IP&TA&FS officer.

NDTV to launch 'Bombay Lawyers'

'Bombay Lawyers' is written and directed by Satyajit Bhatkal who has already carved a niche for himself in the film industry. 'Chale Chalo: the lunacy of film-making' directed by him was selected for the Indian Panorama at IFFI Goa, 2005. The English version of 'Chale Chalo' called 'Madness in the Desert' won a National Award and was invited to the Locarno Film Festival, Switzerland. The lawyers in the programme will be played by renowned theatre and television personalities like Meeta Vashisht, Murli Sharma, Rushad Rana, Jyoti Dogra and Kadambari Kadam.The mini series will be aired every Saturday at 10:00 p.m.

I do not agree with your views

Sorry, but I do not agree with your views. As you and anyone can see, there is practically no job deficiency for educated youth in India, especially for professionally educated. Even in the present case, Kafeel and Sabeel both were well educated and placed. Probably we need to review our education system, keep an eye on Madarsa Education System.

No question of targetting Muslims

The alleged culprits were Doctors, qualified Doctors and not contractual daily wagers, so there is no question of targetting Muslims. Terrorists have no religion, no country and do not belong to any specific community-the AAmir Khan starrer "Sarfarosh "captures this stark reality. However, it may also be said that Islam is relatively a new religion and as such has not developed the desired level of tolerance despite having the most comprehensive testament to follow, the Holy Quran. Again, it is also true that what has been achieved by the early scholars of the faith has been negated/ruined by a systematically united and sustained aggression of the West. However, strong one's cannot forget the execution of Saddam by the manipulated forces of the West and the pliant media, which is again controlled by the West.

Islam is a great religion

I think that the explanation offerred for alienation of Indian Muslims either by the Muslim intelligentsia or the Sachar Committee is very simplistic. Lack of job opportunities to educated persons from other communities has not driven them to terrorism or anti -national activities. At the core of the problem is the incorrect interpretation of Islamic scriptures by certain misguided elements. Islam by itself is a great religion but some misguided elements have clearly distorted its teachings. In fact the Muslim intelligentsia in India should take up this opportunity to tell the truth and culturally integrate the segment of the deviant Muslim population into the national mainstream. Politicians in the first place should keep out.

Lt Col Beri is correct

Lt.Col. Beri is correct when he says that the Indian Army is through and through a secular organisation from the core to shell but NOT equally TRUE when he states that no leaning is shown by the Army's senior hierarchy in the selection and appointment of officers at any level. Beri is either ignorant or trying to prove himself more loyal than the crown by deliberately indulging in utter falsehood. It is common knowledge within the Army as well as the civilians dealing with MS branch in MoD that every promotion Board (From the special board down to number three) has some cases of VICTOR categorisation just because the concerned officers happen to be blue eyed boys of some one or the other in what Beri calls the 'senior hierarchy'. Sometimes these are 'ZULUd' by the MoD but at times the Boards' recommendations are also allowed to remain unchanged in lieu of some MoD favorites whom perhaps the Army's promotion Board had not found fit for promotion. It is not a coincidence that the maximum number of stat complaints in the Army are against adverse CRs and / or supercessions. Things are no better when it comes to postings. There have been instances when a senior serving officer's son or son-in-law posted to RR (by mistake to begin with) has been diverted elsewhere and the Victor or Delta force posting substituted by someone with no connections.
I am not saying that this is peculiar to Army. For all I know the malpractice is much less in the Army as compared to the civil sector under the Government but to say that senior hierarchy in the Army shows no leanings in matters of selection or postings is to deny the obvious and the apparent. An attempt to stub out criticism by invoking the sentimental aura of secularism and all that stuff as Col. Beri seems to be doing is a dangerous tendency as it wipes out any chance of introspection making reform next to impossible.
