(BORL) coming up at Agasaud near Bina will entirely change economic
scenario in the Central India. This was stated by BORL's enterprising
& a dedicated Managing Director R.P.Singh.
In an interview to <whispersinthecorridors.com> 1/In what way the Bharat Oman Refinery is different from others? Bharat Oman Refineries Ltd (BORL), is a joint venture company of Bharat Petroleum Corporation Ltd (BPCL), and Oman Oil Company Ltd., Oman. BORL is implementing a 6 MMTPA grassroot refinery project at Bina,(Madhya Pradesh). BORL is a private sector company; however, it has a very strong backing from BPCL. This region has no other refinery and the refinery would have logistical advantage in catering to the central part of the country. The products of this refinery will be marketed by BPCL. 2/At what stage is the project at present? The project is going ahead with full swing on all the fronts. Process packages from various licensors have been received and the engineering activities are at its peak. All the long lead delivery items for different units have been ordered well in advance. Other major items for various units have also been ordered. Site grading work at refinery as well as crude oil terminal at Vadinar in Gujarat has been completed. Power at construction site is already available. Civil and structural work contractors for different units are at site. Approximately 3000 works are going on at site. The overall physical progress is 19.7% against the target of 17.9%. 3/By when will it be operational? With the present trend of progress of the project it is expected it
will be completed as per schedule, i.e., December 2009. The as- built Capital Cost of the Project is estimated at Rs.10378 Crores (US $ 2.3 Billions) comprising expenditure towards land & site development, plant & machinery, licences, know-how & basic engineering, PMC & other Consultancy, civil works & infrastructure, township, start-up expenses, contingencies, interest during construction, margin money for working capital, etc. The Project cost is proposed to be financed at a debt / equity mix of 1.6:1. The debt has been arranged through a consortium of 14 banks. 5/By when do you aim at achieving breakeven? The project's Internal Rate of Return (IRR) is projected at 14% and payback period is between six to seven years. 6/Will you please enlist salient features of the project? It may also be wise for Lt Col Beri to investigate what a 'little bird' has revealed - a particular Brigadier (now Major General) is being carefully groomed, and shielded, in order that he becomes the head of the Army a few years down the line. All opposition to him - by way of serious contenders - have been laid low! If Col Beri has not heard of this one, he may like to check back with his 'source'. It may also be relevant to point out that 4 out of the 8, or is it 9, senior hierarchy (Army Commanders & above) who can make or mar careers of the officer class, in ranks above Brigadier, are from one community! "Favouritism" or not, your guess would be as good as mine. KS Sindhu Suicides in Army/Forces While I deeply deplore the recent suicide by a woman Army officer near Jammu, I have some differences with the views expressed by Maj.Gen. K S Sindhu in this column on 06.07.2007 regarding the position/role of Women Army officers. It seems that like all Armed Forces Officers, Gen. Sindhu also has the mindset to think about "Officers" only, be they "Women" or "Men". If the women "Officers" participate in investiture ceremony during Army day's parade, he thinks it is a low-grade job and should be performed by JCOs/NCOs only, who are at par with insects/enslave. This mindset of senior officers towards their junior officers/ Jawans is the root-cause of the frustration amongst the majority of subordinates, who are, otherwise, backbone of the Armed Forces. Condition in para-military forces is also not different but should say is worst. Barring a few good human beings, almost officers there are indifferent, full of false ego. The Jawans in PMFs always feel humiliated and their morale is low. While visiting various parts of the country including J&K, I have had the opportunity to interact with some Border Security Force personnel. It was surprisingly noticed that the troops deployed there do not face much problem with the climatic/operational conditions/round-the-clock duties or the targeted enemies but their agony is with the misbehavior & ill-treatment by their own superior officers. There is lack of proper mechanism to redress their grievances, which do not reach to the higher authorities for proper redressal. Even if they do reach, higher authorities do not apply mind and blindly endorse the recommendations of lower authorities against whom the allegations are made. If a Constable/Sepoy approaches higher officers for the same, he is promptly charged with violation of channel of correspondence but nothing happens when an officer does the same. Commanders at all levels function as per their own whims & wishes and all their subordinates are supposed to bear as per "Sahib's" mood. There is lack of interaction between the commanders and subordinates. It was also reported that if an officer or his family member goes on leave, there are adequate transport arrangements for themselves but the Jawans have no option except to wait for the routine convoys, even if someone has to travel in emergency. There is a popular saying in Jawans' barracks that if an officer's dog fells ill, all vehicles/ambulances will be rushed immediately but if a jawan's wife is ill or is on the way of motherhood, there is nothing for him. Jawans are even insulted/abused in front of their colleagues and are often ignored. The days of British rulers are gone in the country but their impression
is still existing in the functioning of para-military forces. A jawan
told me in Rajasthan that when he went to B.S.F. headquarters in Delhi
to request for a transfer on family problems, he was severely abused/physically
assaulted by a an officer of the rank of A.D.I.G. in charge of their
postings-transfers. When he dared to complain to the higher authorities,
he has been threatened of dire consequences. The majority of Jawans
was in favour of being commanded by I.P.S. officers but some of them
apprehend that these I.P.S. are good only until the B.S.F. officers
do not misfeed them. Thereafter, there remains no difference between
both these categories. In fact, I.P.S. officers are treated as outsiders
in PMFs and cadre officers do not give them much attention. They work

Most of the states are just sleeping over promo-files. In many states, where the Officers should have got Conservator/CCF,are still languishing in JAG grade. However his analysis and the implicit conclusions about our MPs' salaries and perks is less than fair.Rs.855 crores cannot be termed as 'all our taxes being swallowed' as it is a small fraction of the total budgetary outlay and a still smaller fraction of the GDP. If we do a similar analysis for the bureaucracy and the Armed Forces perhaps the figure shall be far more colossus. We cannot wish away the significant role of the Parliament in the vibrant Indian State apparatus at work. After all i is the Parliament which side by side with the media and the judiciary facilitates the infusion of vox populi in the affairs of the State. One can talk of improvement in the quality of our MPs and better standards of parliamentary discourse but one cannot wish away the institution without which the democratic system simply cannot exist or function. Peoples of the so called Holy Books are more likely to indulge in mayhem and intolerance than others, unless the religion is reaching maturity.
