enjoyed by MPs in our country, Tripathy has made a very simplistic,
imaginative yet unrealistic assumption that the perks and privileges
enjoyed by an individual should have a strong positive co-relation with
his/her ranking in the warrant of precedence. I find that a very serious
issue raised by Col. Dhawan has been downplayed by analysing it from
a very superficial plane. The MPs are supposed to be representative
of people of this poor country and it is expected that they join politics
with the ultimate aim of serving the poor and downtrodden by raising
their voice in the house which unfortunately witnesses pandemonium many
a time when important national or international issues are being debated.
On one of the few occasions I have seen real sense of brotherhood and
camaraderie prevailing among all the parliamentarians cutting across
party line was then when a bill relating to hike in perks and privileges
was being introduced. This selfish tendency in itself is fatal for a
country's polity which is otherwise characterised by numerous social
division, vertical as well as horizontal. The spirit of selfless service
to the country on the part of people pursuing political career is on
a steady decline and that should be a matter of concern for all right
thinking people and not a trite issue like this as to who should be
entitled to what kind of perks and privileges and the rationale behind
that. Believe me, it happens I couldn't agree more with the comments of SK Tripathi. The daylight
robbery carried out by the babus and officers in government "SERVICE"
(of self, family and cronies) far outweighs the damage done by corrupt
politicians. This is actually the silent killer as otherwise India would
have been far ahead of China as we are intelligent and hard working
as a country. Leena Why MP should not be paid more I saw the write up by Col satish Dewan. What does he want to prove? Sad that he thinks that MPs have 'no qualification'. Mere 'education'
does not mean 'wisdom' or 'learning'. Moreover, whether we like it or
not, it is the MPs who represent people and have some accountability
to the people. In general, they are also the ones who can feel the pulse

to enhance the retirement age. INTERVIEW OF THE WEEK The multi crore mega project of "Bharat Oman Refinery Ltd"
(BORL) coming up at Agasaud near Bina will entirely change economic
scenario in the Central India. This was stated by BORL's enterprising
& a dedicated Managing Director R.P.Singh.
In an interview to <whispersinthecorridors.com> 1/In what way the Bharat Oman Refinery is different from others? Bharat Oman Refineries Ltd (BORL), is a joint venture company of Bharat Petroleum Corporation Ltd (BPCL), and Oman Oil Company Ltd., Oman. BORL is implementing a 6 MMTPA grassroot refinery project at Bina,(Madhya Pradesh). BORL is a private sector company; however, it has a very strong backing from BPCL. This region has no other refinery and the refinery would have logistical advantage in catering to the central part of the country. The products of this refinery will be marketed by BPCL. 2/At what stage is the project at present? The project is going ahead with full swing on all the fronts. Process packages from various licensors have been received and the engineering activities are at its peak. All the long lead delivery items for different units have been ordered well in advance. Other major items for various units have also been ordered. Site grading work at refinery as well as crude oil terminal at Vadinar in Gujarat has been completed. Power at construction site is already available. Civil and structural work contractors for different units are at site. Approximately 3000 works are going on at site. The overall physical progress is 19.7% against the target of 17.9%. 3/By when will it be operational? With the present trend of progress of the project it is expected it
will be completed as per schedule, i.e., December 2009. The as- built Capital Cost of the Project is estimated at Rs.10378 Crores (US $ 2.3 Billions) comprising expenditure towards land & site development, plant & machinery, licences, know-how & basic engineering, PMC & other Consultancy, civil works & infrastructure, township, start-up expenses, contingencies, interest during construction, margin money for working capital, etc. The Project cost is proposed to be financed at a debt / equity mix of 1.6:1. The debt has been arranged through a consortium of 14 banks. 5/By when do you aim at achieving breakeven? The project's Internal Rate of Return (IRR) is projected at 14% and payback period is between six to seven years. 6/Will you please enlist salient features of the project? Some of the salient features of the refinery configuration are as below: - One of the unique features of refinery process configuration is that
it has integrated high pressure Diesel Hydrotreater with Full Conversion
Hydro cracker which is first of its kind in India. This integration
provides capital cost reduction and improve energy efficiency. |
