Every year, around June -July, the issue of Transfer and posting crops up in CBDT. The transfer policy is as good as its implementation. The Finance Minister should see under his nose the implementation of the Transfer Policy. There is one 1979 batch IRS Officer who has never left Delhi since 1981. He is in North Block. There is yet another IRS Officer, of the same batch who is in Delhi since 1989 and is also in the North Block. Lo and behold there is another officer of 1983 batch busy legislating in North Block who has never left Delhi since 1985. All of them in North Block. Unless they are shifted out, the Transfer Policy can never be seen to have worked. These IRS Officers have managed to be posted in such a manner that they can never be posted out. One such method adopted is by being a part of a Committee (which is also managed due to their proximity to the people in power) or getting somehow involved with the budget making exercise. If CBDT has any fairness, the first step would be to transfer out these people immediately. Moreover, it should implement its policy of transferring out officers on promotion. Jagat Ramka CBDT Transfer policy guidelines At least CBDT has issued transfer policy guidelines and is open to scrutiny by officers & some NGO can also challenge it because it has norms available & can compare but what happens in the case of services which do not have any tenure transfer policy at all. For example, Indian Postal Service refuses to lay down rules with the result that officers are comfortably living at same place for years together. In fact even couple cases in same service who can easily be rotated in metros are not being shifted. There is nowhere in rules that husband wife in same service cannot be rotated between places where there are posts available. The system is unfair, lacks transparency, is unjust & those who can manipulate system are adjusted. Unfortunately, such officers are a failure in the field and have been in some cases manhandled by staff. Such officers get promotions without the discomfort of dislocation and even reach high position but since they don't know work, they go slow on decisions, somehow complete their tenure & retire from service. The government should realise that the whole system of governance is being adversely affected. The individual is being given priority over interest of government but who is their to listen in this country? Dimpy Aaj Ki Aawaz 'Undue influence" is how EC sees UNPA asking its MPs and MLAs

Canada (Alcan) for the sale to Hindalco by Alcan of its Participating Interest in the Utkal Alumina Project in Orissa. The transaction is set for closing in nearly next 30 days.The conclusion of the transaction marks the complete exit of Alcan from the Utkal project. Alcan will have no surviving rights or obligations, as Hindalco becomes the 100% owner of the Utkal project. Hindalco and Alcan will continue to have a cordial business association given that Alcan has ongoing contracts with Novelis. It is also the technology provider to the Utkal alumina project and some other alumina projects of Hindalco. |
