AN IMAGINARY MEETING BETWEEN SONIA GANDHI AND--------

Sonia , Manmohan and Bardhan had a meeting (imaginary) post the Pratibhagate revelations. And this is what transpired:
Sonia: Manmohan Ji weren't you supposed to do the due diligence on Pratibha???
Manmohan: Madamji I came to know about Pratibha's candidature form the Press so how could I have done a due diligence???? Madam Ji I was in fact going to ask you that why did you do a 'jaateh theh Japan pahunch gaye Cheen ( China)'???
Sonia: Mama Mia…….. how can you say I did not inform you…….. how many times in your presence did I say the name Patil?????

Manmohan: But Madam I thought that you were talking about Shivraj!!!
Sonia: How presumptuous …… this is the problem with the Congress today….. the other day I asked someone to talk to Singh and they went to Arjun…. I actually meant you!!!
Manmohan : Madam ji its all a matter of perception!!!
Sonia: Okay now lets not bicker…. Bardhan is coming and you know he has the habit to read between pages, paras, lines and words!!!

Bardhan comes in and after the pleasantries they sit down.

Bardhan: Sonia Ji how is that Congress was in the dark about Pratibha's past!!!
Sonia: The fact that she's a Lady we took this angle for granted!!!
Bardhan: Madam in politics no one's past can be taken for granted…… now how will we handle the outfall???
Manmohan: I'll just issue a clean chit to Pratibha!!!
Bardhan: Manmohan ji abh aap ki clean chit mein there is no dumm…… there are allegations that she protected her brother in a murder case and now there are allegations that a teacher's named her husband as the one who drove him to commit suicide in his suicide note.
Sonia: Protecting is not committing the murder or aiding and abetting…. and the suicide note is like politicians names in the Jain Hawala Dairies!! Lets adopt this stand…….. just naming someone is not proof enough!!!
Bardhan : Then what about her Sugar Mill and Bank …. both went belly up!!!
Sonia: I was talking to Pawar and he seemed to have the answers….. he said the Mill went belly up because of unfair sugar pricing and rain Gods playing traunt!! On the Bank matter Pawar says we should get out stats and show that this is very common in this region!!! Pawar says practically all the Banks started by politicos in the region face similar charges…. lets make it into a regional issue….. in fact most Banks started by Politicians face similar charges so why not make this into a political issue….. this will put NDA on the back foot!!!
Bardhan: Wah…….. I know Pawar has the expertise but I don't think this will cut ice with the Public!!! And Madam this in not the ICC or BCCI elections were one can fib and fob!!! By the way I would advice you not to use Pawar as his credibility is pretty low!!!!
Sonia: No I feel we should let Pawar handle this and he should also say something about Kalam too!!!
Bardhan: Would not be appropriate for a Cabinet Minister to talk negatively about the President.
Manmohan: All is fair in elections….. and I'll issue a clean chit to Pawar or anyone taking on Kalam!!

Tea is served. Bardhan put five spoons in his tea. Sonia looks towards Manmohan….. if looks could be read then it'd be…….despite so much sugar why does he still have a bitter look on his face????

Bardhan: But the charges are serious!!!
Sonia: Not at all…… she cannot be held liable for the actions of her relatives!!!!
Bardhan: Madam Media is going to say UPA is United Painting Alliance that paints taint…… first UPA painted Laloo's taint and is now painting Pratibha's taint!!!
Manmohan: My clean chit worked in Laloo's case too and I say we should use it to clear Pratibha's name too!!!
Sonia: Pratibha herself has done no wrong!!! The sterilization remark has been blown out of proportions… why don't people look at the positive side….. she was just proposing a way to make India healthy!!!
Manmohan: ( enacting a Hail Hitler type salute) Hail Pratibha!!!!
Bardhan: People are going to say that in her penchant to please High Command she made this ludicrous proposal!!! God knows what she'll do to please you as President!!!
Manmohan: Everyth…….sorry…….Chalo the sterilization was not implemented!!!
Bardhan: What about talking to the dead????
Sonia: That's a religious matter…… she has the right to her belief!!!!
Manmohan: This happens everyday in Congress….. of course with a little modification…… everyday Sonia Ji speaks via Congressmen!!! Every word we utter is Sonia ji's!!! So this proves that people can be an intermedia …….about the dead part…. well that's a matter of religious belief!!!

Ahmed Patel comes in and speaks to Sonia. Manmohan and Bardhan try to overhear. When Sonia looks towards them both pretend as if they have stiff necks!!!

Bardhan: My info is that this election could turn out be embarrassing!!
Sonia: How do we get consensus for Pratibha….. why not make this into a women's issue????
Bardhan: No I don't think this is going to work…… but you can give this a try!!!
Sonia: Lets get someone to say that Shekhawat need to let a woman become the President and ask him to opt out!!!
Bardhan: People will say UPA is shying from a fight…. it could backfire!!!
Sonia: I'll get Munshi to make the statement…… his pronunciation is a atrocious so if this backfires we can say he was misunderstood….. I could have asked Pranab to make this statement as his pronunciation is even more atrocious but nowadays he's moping!!!
Bardhan: Of course he's moping…… you say he's Congress's fire engine…… but you doubt his fire fighting abilities if he's made President!!! Because perception is that Pratibha is being made President because you feel she will dutifully blow out fires for you!!!

Bardhan makes a call from his cell and Sonia and Manmohan whisper something to each other.

Sonia: One more thing lets think of an excuse if Pratibha looses… we must be prepared for every eventuality….….. we can say MPs and MLAs were not ready for a woman President…..they were not comfortable with Rashtrpatni….so what do you say????
Bardhan: If she looses we'll just say that UPA's choice was a misfit and lay the blame at your doorstep…… don't expect any support from us in this eventuality!!!
Sonia: But now that you are supporting her you will definitely have to justify your support in light of the charges against her....... so after justifying her candidature how will you wiggle out if she looses????
Bardhan : Well Madam we are not convinced about Pratibha's past but as we have said we'll support UPA's Presidential candidate we'll do so. We'll not say anything in favor of Pratibha but we'll use the old trick we've used against BJP….. we'll say BJP's just using its fascistic trick in this election !!! This gives us an exit route if she looses........ if she looses we'll say we sided with UPA's candidate to fight facisim and to make a woman as the President of India.

Bardhan takes leave and exits.

Sonia: Sometimes I get the feeling these Commies are leading us up the garden path.... what should I do????
Manmohan: Order Pratibha to resign from Congress and say that she's doing so because at heart she's a Communist ...... a Commie is Congress garb......and continue with the 'Woman for President' cry!!! If she looses we'll be able to stave off any fallout and we'll say we tried our best to make a woman India's next President and if she becomes President notionally she'll not be a Congressman and no one will be able to point a finger at Congress when she favors Congress!!!
Sonia: Heads I win tails they loose!!! So ultimately you've started thinking like a politician....... not a very good thing in my book!!!
Manmohan: Hai O Rabha ( Oh God)......... Madam ji in this matter I can give a clean chit to myself!!!!
Sonia: Didn't you hear what Bardhan said....... your clean chits no longer have any dumm!!!
Manmohan : Et tu Sonia Ji!!!

UP Government move is welcome but---
Probably the move of UP Government in respect of UP jails being supervised by the IPS officers has come up owing to the fact that these jails have become safe havens for anti social elements to run their nefarious rackets unchecked from behind the bars as the alibi of being in jail is admissible and therefore, the move appears to be a welcome one as such. But it raises a serious question which makes this exercise, to my mind, debatable with regard to its legal compatibility in the sense that the court, on the basis of arguments forwarded by the prosecution/defence, grants either judicial custody or police custody. Under the present system would there be any difference between these two types of custody at all?

What difference will it make to society ?
An Interesting and amusing debate in regard to Who-is-real-IFS?, in fact exposes our predilection with high-sounding tags. I think it is nothing but an attempt to get identified with big 'I' that was earlier ICS and now it is IAS(though itself too dwarfed to match its precursor!) Everybody wants to create an aura which can arouse 'awe' and 'reverence' by using the 'I' with similar sounding abbreviations!
I ask all enthusiastic participants of this debate to just introspect that really what difference will it make to our society and system if the foreign service is called 'I.Fo.S.' or the Forest Service is called I.Fo.S.or for that matter by any other name?
In fact such squabble (sometimes involving senior serving and retired officers) exposes our skewed priorities and a sort of zeal for sanskritisation' to put in academic parlance.
In recent years in Rajasthan 'secretaries to Village panchayats' whose designation is 'Gram sevak' put a huge protest in Jaipur demanding change in their designation for the reasons best known to themselves. (I think Gram-Sevak did not sound good, after all we are here not to serve anyone!) I do not know what fate their demand met but analogy can be well applied to insistence upon IFS among so called 'superior' services on one hand and "All India Service" on other! After all for millions of semi-literates as well as vast middle class of our society something sounding similar to IAS does pay dividends. Therefore get it and brag it!
I have seen people displaying proudly(read shamelessly) their 'I' tag even on their domestic furniture!
So dear friends, fight it out! It is matter of pride of the 'service' (read individuals).

This is high time we recognize -in North East
I totally disagree with R K singh's opinion with regard to caliber of IAS and IPS officers of North Eastern States. Officers from these cadres have performed and delivered inspite of the adverse conditions and the lack of an established administrative setup which is the case in most of the bigger States, thanks to the legacy of the British. IAS Officers from States like Nagaland have been awarded Padam Shree (A M Gokhale for his VDB initiative) and PM's Civil Service Awards (R S Pandey for his Communitisation initiative) unlike many Chief Secretaries and DGPs of so called bigger cadres who are charged with corruption and some are even languishing in Jails. It is high time we recognized the service being rendered by Officers serving in North Eastern States.

Induct talent from other services
When will the Department of Personnel and Training start bothering for timely empanelment of other Group A/Central Service officers? For IAS 1988 batch empanelment, DoPT is so much concerned. What efforts have been made to ensure empanelment of Central Service officers of even 1986 batch?
By the way, how many Central Service officers are JS in Central Government? Very few. In fact, there are more JSs from Central Secretariat Service (CSS)than Central Service officers, even though CSS officers start as Section officers.
Central Service officers ,who have already worked at Director level in Government of India with good track record, on getting Senior Administrative Grade grade in their cadres, deserve empanelment and placement as JS in GOI. Will the IAS officers sitting in DoPT/CabSEC take note of this, rise above their own service's selfish interest and induct experience and talent from various other services? I doubt it. Time has come for manning of DoPT by officers from other services at higher levels, only then a progressive personnel policy can be administered.
