AN IMAGINARY MEETING BETWEEN SONIA GANDHI AND--------
Sonia , Manmohan and Bardhan had a meeting (imaginary) post the Pratibhagate
revelations. And this is what transpired:
Sonia: Manmohan Ji weren't you supposed to do the due diligence on Pratibha???
Manmohan: Madamji I came to know about Pratibha's candidature form the
Press so how could I have done a due diligence???? Madam Ji I was in
fact going to ask you that why did you do a 'jaateh theh Japan pahunch
gaye Cheen ( China)'???
Sonia: Mama Mia
.. how can you say I did not inform you

how many times in your presence did I say the name Patil?????
Manmohan: But Madam I thought that you were talking about Shivraj!!!
Sonia: How presumptuous

Bardhan : Well Madam we are not convinced about Pratibha's past but
as we have said we'll support UPA's Presidential candidate we'll do
so. We'll not say anything in favor of Pratibha but we'll use the old
trick we've used against BJP
.. we'll say BJP's just using its
fascistic trick in this election !!! This gives us an exit route if
she looses........ if she looses we'll say we sided with UPA's candidate
to fight facisim and to make a woman as the President of India.
Bardhan takes leave and exits.
Sonia: Sometimes I get the feeling these Commies are leading us up the
garden path.... what should I do????
Manmohan: Order Pratibha to resign from Congress and say that she's
doing so because at heart she's a Communist ...... a Commie is Congress
garb......and continue with the 'Woman for President' cry!!! If she
looses we'll be able to stave off any fallout and we'll say we tried
our best to make a woman India's next President and if she becomes President
notionally she'll not be a Congressman and no one will be able to point
a finger at Congress when she favors Congress!!!

UP Government move is welcome but---
Probably the move of UP Government in respect of UP jails being supervised
by the IPS officers has come up owing to the fact that these jails have
become safe havens for anti social elements to run their nefarious rackets
unchecked from behind the bars as the alibi of being in jail is admissible
and therefore, the move appears to be a welcome one as such. But it
raises a serious question which makes this exercise, to my mind, debatable
with regard to its legal compatibility in the sense that the court,
on the basis of arguments forwarded by the prosecution/defence, grants
either judicial custody or police custody. Under the present system
would there be any difference between these two types of custody at
all?

What difference will it make to society ?
An Interesting and amusing debate in regard to Who-is-real-IFS?, in
fact exposes our predilection with high-sounding tags. I think it is
nothing but an attempt to get identified with big 'I' that was earlier
ICS and now it is IAS(though itself too dwarfed to match its precursor!)
Everybody wants to create an aura which can arouse 'awe' and 'reverence'
by using the 'I' with similar sounding abbreviations!
I ask all enthusiastic participants of this debate to just introspect
that really what difference will it make to our society and system if
the foreign service is called 'I.Fo.S.' or the Forest Service is called
I.Fo.S.or for that matter by any other name?
In fact such squabble (sometimes involving senior serving and retired
officers) exposes our skewed priorities and a sort of zeal for sanskritisation'
to put in academic parlance.
In recent years in Rajasthan 'secretaries to Village panchayats' whose
designation is 'Gram sevak' put a huge protest in Jaipur demanding change
in their designation for the reasons best known to themselves. (I think
Gram-Sevak did not sound good, after all we are here not to serve anyone!)
I do not know what fate their demand met but analogy can be well applied
to insistence upon IFS among so called 'superior' services on one hand
and "All India Service" on other! After all for millions of
semi-literates as well as vast middle class of our society something
sounding similar to IAS does pay dividends. Therefore get it and brag
it!
I have seen people displaying proudly(read shamelessly) their 'I' tag
even on their domestic furniture!
So dear friends, fight it out! It is matter of pride of the 'service'
(read individuals).

This is high time we recognize -in North East
I totally disagree with R K singh's opinion with regard to caliber of
IAS and IPS officers of North Eastern States. Officers from these cadres
have performed and delivered inspite of the adverse conditions and the
lack of an established administrative setup which is the case in most
of the bigger States, thanks to the legacy of the British. IAS Officers
from States like Nagaland have been awarded Padam Shree (A M Gokhale
for his VDB initiative) and PM's Civil Service Awards (R S Pandey for
his Communitisation initiative) unlike many Chief Secretaries and DGPs
of so called bigger cadres who are charged with corruption and some
are even languishing in Jails. It is high time we recognized the service
being rendered by Officers serving in North Eastern States.

Induct talent from other services
When will the Department of Personnel and Training start bothering for
timely empanelment of other Group A/Central Service officers? For IAS
1988 batch empanelment, DoPT is so much concerned. What efforts have
been made to ensure empanelment of Central Service officers of even
1986 batch?
By the way, how many Central Service officers are JS in Central Government?
Very few. In fact, there are more JSs from Central Secretariat Service
(CSS)than Central Service officers, even though CSS officers start as
Section officers.
Central Service officers ,who have already worked at Director level
in Government of India with good track record, on getting Senior Administrative
Grade grade in their cadres, deserve empanelment and placement as JS
in GOI. Will the IAS officers sitting in DoPT/CabSEC take note of this,
rise above their own service's selfish interest and induct experience
and talent from various other services? I doubt it. Time has come for
manning of DoPT by officers from other services at higher levels, only
then a progressive personnel policy can be administered.
