So is the case with Kamal Nath Commerce & Industry Minister whose plane ferried Mrs.Sonia Gandhi one meeting to another meeting around that time.Pulock Chatterjee who continued to be with the Rajeev Gandhi Foundation(RGF) & later as Secretary to leader of Opposition ,is today the most powerful bureaucrat in the country.M.K.Narayanan who had advised about strategy of the Congress with regard to the Kargil war is today the National Security Advisor(NSA).Prime Minister Dr.Manmohan Singh at that time used to formulate Economic policies for the Congress party.Purushottam Agrawal who through electronic media decried the Bhartiya Janata Party(BJP) is now member in the Union Public Service Commission(UPSC).Ms.Teesta Sitalwad who ran an anti Rashtriya Swayamsewak Sangh(RSS) campaign along with Jawed Akhtar ,have both been conferred Padmashree & Padambhushan, respectively. Except for a few like V.Krishnamurthy ex CMD of Maruti & SAIL or ex Chief Justice of India (CJI) A.H.Ahmadi, all have been rewarded for their loyalty.

DoPT must survey work content of IES

Promotions have to be justifiable on functional grounds, ie whether there is any real work at Additional Secretary level in various Ministries,which can be said to be IES specific.If there is real functional requirement of IES posts, it is perfectly alright to have them.
IES already has cadre posts of Economic Advisors, Additional Economic Advisors,etc. in several Ministries.In the first instance,these posts are created by giving (false and incorrect) functional justification of IES specific work. As one can easily verify,after creation of these cadre posts,in most cases, these IES officers want to do (and indeed end up doing through various kind of manipulations) mainstream work of the Ministry, ie ,work which officers selected under Central Staffing Scheme from various Group A services should actually be doing.
When all other Group A officers come through a common selection process to work under Central Staffing Scheme for a limited tenure, why should IES officers be an exception!
DoPT must survey the work content of all IES cadre posts at Addl EA/EA level to know the reality. Thereafter it should decadreise/abolish surplus IES cadre posts.
