Vinod Dhall's book receives rare honour
Vinod Dhall's book, "Competition Law Today" received a rare honour when it was launched at an international function at the Palais de Nations, the UN headquarters in Geneva, Switzerland on 18 July, 2007 by the Secretary General of UNCTAD, Supachai Panitchpakdi before an august gathering of over Competition Law experts from around the world. The audience included chairpersons, members, directors of competition authorities, government officers dealing with the subject, multilateral organizations like UNCTAD, WTO, OECD, WAEMU, some NGOs, and others gathered in Geneva for the meeting of Intergovernmental Experts on Competition Law and Policy. The Indian Ambassador and the Secretary, Ministry of Corporate Affairs, Mr Anurag Goel were also present. Before the International Launch, the book had been launched in India by the Finance Minister, Mr P. Chidambaram and the Corporate Affairs Minister, P C Gupta. Speaking at the international launch, the Secretary General, Supachai Panitchpakdi hailed the book as a major contribution to the cause of competition law and policy in the world, especially for the developing countries, many of which had in recent years embraced modern competition law. The book particularly explains the economic content of this important law and its complex provisions. Competition law is an essential ingredient in the development process based on free market economy. Hence it needs to be properly understood and implemented, both in the national and international contexts. The Secretary General also added that the book will contribute to better international cooperation in this field. This much hailed book by Vinod Dhall, currently Member and actg. Chairman of the Competition Commission of India, is published by Oxford University Press.

Wasteful Expenditure by NSSO
A two day Office Council Meeting of NSSO(FOD) was organised at Sikkim. Two Joint Secretary level officers and one Addl. Secretary level attended beside junior level officers like a UDC, a Joint Director and a Peon from Delhi. The meeting just lasted for 2 hours as there was nothing substantial in the Agenda. Rest of the time was spent in site-seeing at the expanses of Government. Lakhs of rupees were spent in air-travel, DA, Lunches, Dinners, hospitality etc.to officers. Why was it not possible to hold this meeting in Delhi when out of 12 Members, 7 were from Delhi ?.

Bureaucracy must rise above petty issues

While going through this portion of your website it gives a very clear
insight of the minds of the people who are governing the country. It
gives a very bad impression about the bureaucrats as they are discussing
issues like what IFS should be called or why some persons are posted at
Mumbai or Delhi or who is superior etc. etc. On some point of time these
discussions may be acceptable but Most of the time debating doesn't befit
the status of these top ranking civil servants. It also proves the
allegation againset them that they are concerned only about themselves
and their ego and have no concern or feelings for the common people of
this nation. This country has seen Civil servants like Noronha &
Rustamji and in their times the ICS & IP were really respectable. The
senior lot of officers who got trained with them also kept the flg
high. The civil Servants of today must remember that It is this crop sown
by the civil servants of the past which the today's bureaucrats are
reaping. The entire bureaucracy must rise above such petty & mundane
issues and think seriously about their priorities & Roles otherwise they
will soon loose their importance and responsibilities.

A Suggestion

The Public Enterprises Selection Board of GOI selects most suitable persons to be appointed as CMD/MD/CEO in government PSUs. Yet performance of loss making PSUs has not shown any remarkable improvement. It is suggested that let the Chairman of the PESB be appointed as CMD of any loss making PSU with full powers so that he can show that he is capable to make things happen and happen for better. If he succeeds the credibility of the PESB will be established.

"Functional Justification for ISS Posts

It is true that there is no justification for creation of Economic Adviser and Sr. Economic Adviser posts belonging to IES in various Ministries of Government. The officers are not doing any economic work but only secretariat work which is being done by Secretariat Officers or officers under Central Staffing scheme. It is an open secret that Cadre Review of IES and ISS have been done only to remove the stagnation in two services rather than any functional justification for the posts. The position is worse in ISS where due to cadre review and upgradation of posts from JTS level to SAG level in the field offices, SAG level officers are doing the work which a Section Officer perform in Secretariat. Is it not criminal waste of Government Money at a time when Government is concerned about heating of economy, inflation and wasteful Government Expenditure. It is time that Government orders a review of creation of posts in these two services through non-Government bodies like IIM or Indian Instt of Applied Manpower Research if not AT Kerney or Mackinzee. Even a Government body like SIU can do a good job, and till the time study is completed, all promotions should be kept on hold. "

We should support Vandana Prevasi
Ms. Vandana Preyasi has taken correct action by lodging criminal case against RPF officer who tried to "accidently" fall on her sister while travelling by train.Shri Lalu prasad Yadav himself father of several daughters did not cover himself with glory by downplaying a criminal act on the part of RPF officer. Infact such offences should be made non bailable with minimum ten years RI incase of persons belonging to police/ army. Recently in a similar incident involving an army jawan who had tried to rape a women officer in Delhi DGDE tried to trivialise the incident by writing to Vice Chief of Army Staff to take action as "deemed fit " against army jawan for his "unruly and uncivilised" conduct. The local army authorities who had taken custody of offender jawan from police assuring strict action under sec 354 of IPC simply removed him from service without any jail term giving curious logic that the accused person had acted under influence of liquor and had he not consumed liquor he would have "acted otherwise". On the one hand government is deeply concerned because of declining sex ratio, on the other officials of security forces have the guts to indulge in such shameful and criminal acts secure in the belief that their bosses would take a lenient view. We should all support Vandana Preyasi so that no one in future will ever dare do such a thing.

I do not agree about IES officers

I completely disagree with Sri Raman that all Ministries should have Economic Divisions headed by IES officers. There is absolutely no need for even most of existing Economic Divisions and creation of further such Divisions will only add to infructuous work and non-plan expenditure. Ministries are meant for implementation of Government's programmes and not for economic research. IES can use their expertise (whatever it is) from Planning Commission, where they occupy most posts of Joint/Deputy Advisors.

What is so special about IAS that the Government is ready to spend so much for 150 officers short visit to the USA. Why should DoPT not conduct such training courses for all Group A services?

An American decided to write a book about famous temples and churches around the World.
So he bought a plane ticket and took a trip to China.
On his first day he was inside a church taking photographs when he
Noticed a golden telephone mounted on the wall with a sign that read "$10,000 per call".
The American, being intrigued, asked a priest who was strolling by what The telephone was used for.
The priest replied that it was a direct line to heaven and that for $10,000 you could talk to God.
The American thanked the priest and went along his way.
Next stop was in Japan. There, at a very large cathedral, he saw the Same golden telephone with the same sign under it.
He wondered if this was the same kind of telephone he saw in China and He asked a nearby nun what its purpose was.
She told him that it was a direct line to heaven and that for $10,000 He Could talk to God.
" O.K., thank you," said the American.
He then traveled to Pakistan , Srilanka , Russia , Germany and France .
In every church he saw the same golden telephone with the same "$10,000 Per call" sign under it.
The American, upon leaving Vermont decided to travel to up to India to See if Indians had the same phone.
He arrived in India , and again, in the first temple he entered, there Was the same golden telephone, but this time the sign under it read "One Rupee per call."
The American was surprised so he asked the priest about the sign.
"Father, I've traveled all over World and I've seen this same golden Telephone in many temples and churches. I'm told that it is a direct line to Heaven,
But in the US the price was $10,000 per call.
Why is it so cheap here?"

PFRDA short lists 3 for sponsoring Pension Funds

The Pension Fund Regulatory and Development Authority (PFRDA) had invited Expressions of Interest (EOI) from public sector entities for sponsoring Pension Funds for Government employees on May 11,2007. Based on the overall evaluation, including technical and commercial parameters, the Committee found (i) State Bank of India, (ii) UTI Asset Management Company Private Limited and (iii) Life Insurance Corporation of India as the three best value bidders and recommended their appointment as sponsors of Pension Funds under the New Pension System.It may be stated that among others it was essential for sponsors to have at least 5 years experience of fund management and average assets under management of not less than Rs. 10,000 crore.
