three have already got a stay on their transfer . The four officers
have been peeved with the fact that even though they had working government
spouses they were not retained in the place of posting where they got
promoted to the rank of Commissioner of Income Tax. Why do you want to undermine ISS ? The development of entire country depends on accurate statistics. Have you seen any secretary, Minister or anybody occupying a very senior position does not quote figure in their speeches relation to development. How these figures come? If an officers passing out a PG with Statistics enters into ISS in an all India Competitive Exam should be given the same benefit as specialised serves. If an officers stagnates at a particular level will he be motivates? When the statistics has become so important for developmental process then why you want to undermine the ISS officers. I have respect for all services. Let us do our job to the best of our ability in whatever services we are to make the life of millions of people comfortable instead of throwing mud on each other. Panchanan Dash I support of creating of Economic Division I totally disagree with Surendra Mohan who had commented an insulting note as regard role of IES officers. My stint as PS to Union Minister makes me believe that almost all the policy analytic and parliament question has been done by IES Officers.. and I strongly support creating of Economic Division in each of the Ministries as Economic Rationale/ Decision should be guided by proper economic research.. Yes, India need better economic management and each of the Ministries should have Economic Division. We should remember that the role of Ministries are policy advice (not implementation alone as some of the comments might suggest). Rather skill sets of IES officer should be strengthened, proper training at best Universities should be arranged.. we need more and more economic inputs as our economy / government mature.. no one can deny this fact.. Sam Padora What is the defined role of Minister and Secretary I strongly believe that Sarvesh Moorthy has no understanding of Government
functioning such as Ministries. Where has it been mentioned that Ministries
are meant for implementation of Government's programmes and not for
economic research. What is the defined role of the Secretary who head
the Department / Ministry - they are principal advisor who would advice
the government on policy matters. The main role of Ministries / Department
is policy advice where economic reasearch and inputs are necessary and
crucial. All the works in Ministries / Department should relate to policy
research. Ministries are not just another post office as Moorty might
have thought it to be... Certain IES posts should be abolished I completely agree with Surendra Mohan and would like to add that Indian Statistical Service is still performing some role envisaged for it, i.e. collection and analysis of statistical data. On the other hand, Indian Economic Service(IES) is surviving by doing secretarial work, which should be done by officers selected under Central Staffing Scheme or Central Secretariat Service. To compound this anomaly further, IES has started asking for more and more senior level posts, which would cause further wasteful expenditure without functional justification. It is time to review real requirement of IES posts in Ministries and abolish surplus posts immediately. All secretarial work not covered by their OM dated 31.8.2005 should be immediately taken away from IES officers working against IES cadre posts in Ministries Sarvesh Moorthy Analysis of the expenditure It is high time that some one does analysis of per officer expenditure on training of IAS and other Group A service and compute the ratio. Do we need to invest adequately only on training IAS officers and there is no need for it on other Service officers performing specialised functions for Government? Bharat Kumar ------------------------------------------------------------------------------------------------- IDPL Director interviews on 25th Acharya and Dixit to join Singapore Bank NTPC & ADB sign an MOU A Memorandum of Understanding has been signed between NTPC of which CMD is T.Sankaralingam and Asian Development Bank (ADB)- a multilateral Development Financial Institution to establish a Private Limited Company in joint venture initially among NTPC and other strategic investors with equity shareholding of upto 50% by NTPC (and other government entities) and balance equity share holding contributed by other strategic investors. Strategic investors shall be selected by NTPC Ltd., and ADB. After fulfillment of certain conditions, ADB is expected to acquire 20% stake at a later stage.The Company shall be a generating Company and over the next three years, will establish and hold a portfolio of about 500 MW of renewable generation. Initially the business will primarily concentrate on wind power, mini and micro hydroelectric power projects, but the portfolio may also include other renewable power generation resources such as industrial cogeneration, waste-to-energy, solar, geothermal, bio mass and bio fuel projects. The Company would also have a regional and later global outlook as a major investor and facilitator of renewable energy.
