In support of IES Officers

This refers to the post of Surendra Mohan under title " Functional Justification for ISS posts" in Forum" (Whispers dated 23.7.2007). He has observed "It is true that there is no justification for creation of Economic Adviser and Senior Economic Adviser posts belonging to IES in various Ministries of Government. The officers are not doing any economic work but only secretariat work which is being done by Secretariat Officers or officers under Central Staffing scheme XXXX. It is time that Government orders a review of creation of posts in these two services through non-Government bodies like IIM or Indian Institute of Applied Manpower Research if not AT Kerney or Mackinzee. Even a Government body like SIU can do a good job, and till the time study is completed, all promotions should be kept on hold."

Surendra Mohan is being presumptuous in dismissing the need for economic and senior economic advisers, and he is applying circular logic in doing so. It needs to be understood that unlike most other All India and Central services, the officers of the IES have no nuisance value to hold the Government to ransom, and therefore, when a Government creates these senior posts, it does so from an inherent conviction of the necessity of having these posts. The Cabinet is fully aware of what these senior professional officers are expected to contribute to the Government.

Surendra Mohan has observed that the Economic Advisers are doing only secretarial work. If this has indeed happened in some Ministries, the fault lies with the implementation of the Government's intention in specific Ministries and Departments. In fact IIM or AT Kearney needs to actually do a case study of the machinations and the ways in which officers of a particular elite service who dominate the senior positions in any Ministry systematically isolate the economic adviser and the senior economic advisers from being involved in relevant and purely economic decision makings in a Ministry, and defeat the intention of the Government in the process. It is futile to fault an economic adviser or a senior economic adviser for not advising the Government on economic policy making, for unless the economic adviser is made an integral part of the policy making and modalities of implementation of economic decisions by his senior(s), no economic adviser can advise in vacuum.

To say that training standard decreases with Allied officers as trainers is reflection of ignorance of reality in LBS academy. In fact in 2002 batch one of the main attraction was one senior IPS officer. Moreover it was felt that time that the academy have people from different services to break the monotomy of classes on District experiences from IAS deputy Directors. Or else the Academy may be restricted for IAS trainees with IAS trainers.

Please refer to you whisper appearing today that the JS in CBDT does not have any say these days ever since "the IAS lost it". The fact is that the IAS did not lose the post. On the contrary, the IAS chose to quit because, though appointed in the Government, he was made suboridnate to the Board and because those at the helm chose not to stand up to pressure from the CBDT and the IRS and chose not to rectify the anomalous situation. Against accepted practice, the IRS (Income Tax and Customs) cadre is not with the Ministry but with the cadre officers themselves under the garb of it being under the Government (the JS is there). The DOP knows the fact. But what is it doing about it?

Role of JS is receding in CBDT

The role of the Joint Secretary, in any case, has been receding after the announcement of the New Transfer Policy in 2005.The reason was the concept of Placement Committee which was brought in. However, till last year the Joint Secretary and the Director did exercise some influence on transfers and postings in as much as giving a twist to the interpretation of the Transfer Policy and preparation of incorrect data which eventually led to strictures by the CAT. In any other Government in the world, the said officers and the Members of the Board as it existed then would have been sacked. But in India accountability is at a premium.

Frequent travellers scheme a success in trains

More than 27,000 cards have been issued to the train passengers under the Scheme of Frequent Travellers (SOFT). With a view to reward the passengers who travel frequently by train, SOFT has been launched by Indian Railways Catering and Tourism Corporation (IRCTC) in collaboration with State Bank of India. To improve the patronization of higher classes, where occupancy level is relatively low as compared to that in Sleeper Class and 3-AC classes, this scheme was launched in February 2006 which is applicable to 1st AC, 2 AC and AC Chair Car classes. A passenger, who travels frequently by trains, has to get himself registered on payment of first year membership fee of Rs. 500/- after which a card is issued. The card has to be renewed every year on payment of an annual fee of Rs. 300/-. Passenger gets a complimentary train trip after certain numbers of reward points are accumulated.

Idea announces unaudited results for Q1

Idea ended the quarter with a subscriber base of 16.13 mn, adding 2.12 mn subscribers during the quarter. The Company is awaiting allocation of spectrum to launch operations in the Mumbai and Bihar service areas.
