creation of Economic Adviser and Senior Economic Adviser posts belonging
to IES in various Ministries of Government. The officers are not doing
any economic work but only secretariat work which is being done by Secretariat
Officers or officers under Central Staffing scheme XXXX. It is time
that Government orders a review of creation of posts in these two services
through non-Government bodies like IIM or Indian Institute of Applied
Manpower Research if not AT Kerney or Mackinzee. Even a Government body
like SIU can do a good job, and till the time study is completed, all
promotions should be kept on hold." Surendra Mohan has observed that the Economic Advisers are doing only secretarial work. If this has indeed happened in some Ministries, the fault lies with the implementation of the Government's intention in specific Ministries and Departments. In fact IIM or AT Kearney needs to actually do a case study of the machinations and the ways in which officers of a particular elite service who dominate the senior positions in any Ministry systematically isolate the economic adviser and the senior economic advisers from being involved in relevant and purely economic decision makings in a Ministry, and defeat the intention of the Government in the process. It is futile to fault an economic adviser or a senior economic adviser for not advising the Government on economic policy making, for unless the economic adviser is made an integral part of the policy making and modalities of implementation of economic decisions by his senior(s), no economic adviser can advise in vacuum. An Economic Adviser from the IES Not correct about LBSNAA To say that training standard decreases with Allied officers as trainers is reflection of ignorance of reality in LBS academy. In fact in 2002 batch one of the main attraction was one senior IPS officer. Moreover it was felt that time that the academy have people from different services to break the monotomy of classes on District experiences from IAS deputy Directors. Or else the Academy may be restricted for IAS trainees with IAS trainers. Frequent travellers scheme a success in trains More than 27,000 cards have been issued to the train passengers under the Scheme of Frequent Travellers (SOFT). With a view to reward the passengers who travel frequently by train, SOFT has been launched by Indian Railways Catering and Tourism Corporation (IRCTC) in collaboration with State Bank of India. To improve the patronization of higher classes, where occupancy level is relatively low as compared to that in Sleeper Class and 3-AC classes, this scheme was launched in February 2006 which is applicable to 1st AC, 2 AC and AC Chair Car classes. A passenger, who travels frequently by trains, has to get himself registered on payment of first year membership fee of Rs. 500/- after which a card is issued.
