Appointment of Commissioner of Police, Delhi

A senior Police Officer Ms. Kiran Bedi has been making a spectacle of herself, through the TV channels, raving and ranting against her being denied the post of CP as if it was her birthright to get this job.
To put matters in perspective, Ms Bedi has not been superseded. She is already a DG of Police and in the same rank as the CP. In fact, the post of CP was in a lower rank and has been upgraded to DG level in recent times.
Actual posting of officers, empanelled for appointment at any senior level - be it Secretary GOI, DG, Police, Additional Secretary etc has to be necessarily done at the discretion of Government. It depends on the judgement, made at the level of Appointments Committee of the Cabinet (ACC ), of the suitability of a person (duly empanelled) for a specific post. There is talk of "transparency", in this context, which is entirely misconceived. Is it necessary for Government, for the sake of so called transparency, to explain why a certain person has been posted as the Home Secretary or Defence Secretary or Revenue Secretary or Commerce Secretary and not someone else, whom the media perceives to be more suitable for any or all of these posts ? If individual officers, allegedly aggrieved by posting of someone else to any such selection post, start making a hue and cry against their being 'overlooked ', a la Bedi,it would spell the end of all discipline in the higher echelons of the civil sevices. Fortunately, this has not happened so far.
Ms. Bedi comes through (from her numerous appearances in the electronic media) as a high strung, self righteous , publicity seeking individual. Surely, the Government is right in deciding that she is not the person for the job of CP, which calls for enormous tact and maturity ? She would be well advised to focus on the important assignment of DG, BPR&D, which she holds and make her contribution there rather than question the judgement and integrity of persons, who decided in favour of another distiguished police officer for the post of CP, Delhi.

Sir, Kiran Bedi first woman IPS officer who became an embodiment of
honesty, integrity and professionalism and a role model for millions of young girls has not been made Police Commissioner of Delhi. Instead an officer who is two years her junior has been made Police Commissioner surprisingly on a a day India got its first woman President. More than gender bias, her sterling qualities became a sort of disqualification in her case. Impression should not be allowed to be created that had she been pliable and lacking in qualities of honesty, integrity and professionalism, not only she would have become Police Commissioner but also got post retirement sinecure. What we need today is not few honest people at top places for ornamental purposes but at all important positions and in large numbers. Her appointment alone would have sent a right signal down the line that corruption, violation of human rights, non registration of FIRS, acquittal of murderers, crime against women, police criminal nexus would no longer be tolerated. However this development has a positive side also. Dr Kiran Bedi will now feel free to educate and inspire the youth of India rather than being tied down to office of a mere police commissioner and make all kinds of compromises. She will have the unstinted support of all those fighting against corruption and for good governance.

It is quite unexpected

It is quite unexpected for such a senior officer like Ms Kiran Bedi to raise a hullabaloo over what is actually not any supersession but merely a posting. She does not have to report to her junior or anything. She is posted elsewhere than Delhi Police. So what is the furore about? It is in considerable bad taste to raise the bogey of women's rights in this matter. But nowadays every one seems to be in the "deprived for centuries" mode for their own self aggrandisement and cheap publicity!

On the one hand, the trumpet of seniority is blown, while on the other the senior and most deserving is denied opportunity to hold such an office holding which can make a difference in running the writ of law on outlaws. Weak and meek Prime Minster, perpetually failing to exert his authority, has succumbed to the Malayali lobby while deciding for the Post of Commissioner Delhi Police. This is one of the numerous occasions when he has let down those Punjabi's who have performed excellently in the bureaucracy and known world over for their commitment and dedication. May it be the case of Ms. Veena Sikri (IFS) or the present case of Ms. Kiran Bedi (IPS). I have no qualm about Dadwal's posting as Commissioner of Delhi Police. But how such a pliant character who has failed to come forth to spill the beans of truth in Jessica Lal murder case, will handle the pulls and pressure in upholding Rule of Law and provide Equal Protection of Law to the people of Capital City. It is correct that the politicians do not want a strict, straight forward, committed, honest and hard working officers like Ms. Bedi as such officers would not listen to them.

The great Punjabi poet Shah Mohammed wrote a long verse when war between Sikh army and British took place (after the death of Raja Ranjit Singh) said "Aj Hove Sarkar Te Mul Pave Jhiria Khalse Ne Tega Marian Ne" means if Sarkar (i.e. raja Ranjit Singh would have been seeing this duel (war) he would have rewarded handsomely the chivalrous acts of Sikhs in the war. How dauntless and fearless Punjabis can expect a better treatment in the reigns of today's meek Ranjit Singh, to make the matter worse, there are no Shah Mohammed's to write about the valiant acts of these gallant Punjabis.

How many IES are involved ?

The jobs listed by AK Murthy, preparation of Economic Survey, calculation of MSP, WPI etc are obviously to be performed by IES officers. But out of 400 IES officers, (most of whom are working in Central Government Ministries on cadre posts), how many are involved in these jobs? Very few. Rest are doing only secretarial jobs by subverting the system. AK Murthy, please find out how many IES officers posted against cadre posts have managed to corner main stream work of the Ministry, not meant for them. And that is the point being made.

(1) Who prepared Economic Survey? It is just a compilation of note received from respective departments. like GDP from MOSPI

(2) Who calculate Minimum Support Price (MSP)? Nothing is there to calculate MSP. No scientific method is followed in calculation of MSP. It is done if it suits the politicians.

(3) Who prepared Wholesale Price Index? Consumer Price Index and Trade Data? Tell me who believes in WPI or CPI. Those who prepares CPI and WPI also take responsibility for outdated base and methodology. Why no development in index number calculation take place in last 20 years? Reason, no statistician is involved. Very simple.

(4) Who provide economic inputs to the Planning Commission and Prime Minister's Economic Advisory Council? What is fallout of such economic inputs? Only during Prof Mahalonobis period all projections were met. Because he was statistician. Today economists make projections, which are far from truth and please check the errors of projection and achievement on all parameters, savings, investment, ICOR list goes on and on...

Why others are interested in IRS cadre ?

I want to know from Prashant, what is wrong in IRS wanting its own cadre officers at JS (Administration) posts in two Boards, CBEC and CBDT? Why should other service officers be so interested in managing IRS cadre ? Does IAS involve other service officers in its service matters or allows other service officers to decide their postings/promotions etc.? IAS officers have no right to be involved in cadre management of other services, unless they are prepared to allow Central Service officers to do their cadre management/ transfers and postings/empanelment etc. The rules should be same for everybody.

There is no human angle

This is in response to the article "Is govt left with any humanity" published on 27th July, 2007. I am just adding to that. There is one greatest organisation in the Government of India where a person retires at the place at which he/she initially joined the service. There are many officials in that organisation who have completed 18-19 years of service at the same place without even a single transfer. Still the officials heading the organisation are not bothered about this. There are many officials wanting transfers but their problems are not heard. There are many officials from the southern part of India working either at Delhi or in North India who are having genuine reasons and requesting transfer to their home state. The officials working at these places have many genuine problems like old parents who can't relocate to Delhi / Northern India, spouse working in some other state, family responsibilities in their home state etc; they have even completed many years of service at these places. Even then, the people on the top are not at all bothered. So these troubled officials are forced to work at these places without mental peace. This is the fate of the officials in this great organisation. Finally can you guess what this organisation is? It is National Informatics Centre (NIC), the organisation of so called IT Professionals but without any humanity.

It is correct that there is no human angle in the functioning of Government. Seniors run the administration as their personal fiefdom. There is no human touch. Scores are settled with transfers. There is another case in ISS. Dr. S P Sharma, a SAG level officer lost his newly married daughter in suspicious circumstances. His wife living at Lucknow is in real state of shock. He asked for posting at Lucknow or even Allahabad. He has been denied the postings and asked to continue in Delhi. At Lucknow and Allahabad unwilling officers have been sent. Officers get pseudo / sadistic pleasure in torturing their juniors.
