Someone's loss is another's gain
The Senior Scale IAS men from State Civil services never had things so good. They had to wait for ages before they could get district assignments as all districts went to regular recruits (RRs).With the Pay Commission recommending downsizing as the only "mantra" to contain governmental spending, the intake of RRs has diminished considerably in all major states. As a result there are no young Turks for Collectorship in adequate number in states. This has spelt good times for the men inducted in IAS from the state services & other departments. Someone's loss is another's gain.

CBDT transfers full of anomalies
CBDT transfers done recently have been found to be full of anomalies. People have been posted at places where there are no vacancies or even where there are no offices. For instance there is no Tribunal in Bilaspur and Bikaner but IT Commissioners have been posted. Similarly five people have been posted in Ahmedabad despite the fact that there are only three vacancies. In Guntoor, post of Commissioner is not vacant but an OSD has been posted and the list goes on….

Inter-State deputation cases of North-East
Many cases of inter-state deputation of All India Service officers belonging to North-East cadres have been rejected by GOI, even if they were with in rule & in similar circumstances cases of All India Service officers other than North-East cadres have been allowed. Is it not a discrimination against the officers of North-East cadres?.

MAMC to be revived

The Mining & Allied Machinery Corporation (MAMC) will be revived, said Partha S.Bhattacharya Chairman Coal India Ltd (CIL). The MAMC will basically be run as a joint venture of CIL & Damodar Valley Corporation (DVC).Efforts are to collaborate with Bharat Earth Movers Ltd (BEML) or some foreign company. It may be stated here that the MAMC has been defunct since 2002.It had become defunct because underground mining was not that much in vogue earlier resulting in dwindling demand for equipments meant for underground mining. Open cast mining has been more prevalent.However, Partha Bhattacharya said that there is immense mineral wealth below 300 metres, so underground mining will now be taken up on a large scale. And that could best be done if machinery for the purpose was manufactured in India, said Bhattacharya. It may be recalled here that there was a "chintan baithak"in Kolkata last year, on mulling: how to enhance mineral exploration including Coal. In that meeting
participants, including Minister & top brass had deliberated in the right earnest by keeping their mobile phones switched off.

S.K. Vasishta assumes charge as MD RailTel Corporation of India

S.K. Vasishta, IRSSE has assumed charge of the post of Managing Director, RailTel Corporation of India Ltd. He has replaced K K Bajpeyee who superannuated on June 30, 2007 after putting in more than 36 years of service. Vasishta is an officer of the Indian Railways Service of Signal Engineers (IRSSE) of 1972 batch. He started his carrier in January 1974 and has put in more than 33 years of service. He has headed various signalling and telecommunication departments of several Zonal Railways including Eastern Railway, Northern Railway and North Western Railway.

Term of Liberhan Commission extended
The term of the Liberhan Ayodhya Commission of Inquiry has been extended by two months up to 31st August 2007. The Commission is inquiring into the destruction of the Ram Janma Bhoomi-Babri Masjid structure at Ayodhya on 6th December, 1992.

Survey should also be there on Why IAS men quitting ?
Sir, according to ASSOCHAM survey IAS continues to be the first choice for the youth because of visible and invisible perks, high social status and 100 percent job security and continuous learning process(in many cases in foreign universities).One doesn't know the methodology employed to carry out the survey and how the sample of 300 young executives was selected. But in case the findings are correct one is left wondering how come things are in such a great mess in some government departments in spite of the best and the brightest joining IAS IPS IFS. We have a full fledged touts industry thriving on government departments because ordinary citizen finds it difficult to get any routine work done in a hassle free manner .One of the great perks of joining IAS or for that matter any other service is near absence of any accountability with every possibility of making to the top position and prospects of post retirement sinecures even in spite of indifferent track record and misusing official position for personal gains. ASSOCHAM survey should also include those who joined civil services with dreams leaving better jobs and how they feel after ten years.

This is rampant everywhere

The 6.22 attitude (you show me the face and I shall show you the rule) is rampant in all segments of bureaucracy and not just in the DoP&T.It is symptomatic of the deeper malaise of total erosion of moral values and utter disregard for merit in matters of promotion and placement. I am personally aware of a department where an individual facing serious criminal charges in a court is ironically put in charge of the vigilance cell because the HoD likes him. An officer who complained against it was made to retire without getting his due promotion because the HoD 'didn't like the temerity'.
There was a time when the administrative ministries used to closely scrutinise the reports submitted by the concerned departments in such cases and come down heavily regardless of the HoD's level. (I have myself been on deputation in a major Ministry some 10 years back) That has now changed and the Ministries act only as repeater stations for the HoDs unaware of the sorry state of affairs in the rank and file of most departments. The process is resulting in not just demoralisation but total degeneration where petty and petulant officers alone are able to call the shots.

Where the CSS men go ?

Comments on "Induct talent from other services" as commented by Sarvesh Moorty on 2.07.2007.
CSS officers used get selected by Civil Services Examination till 2000.They have promotional avenues only in the Secretariat. If IAS and other Gp A serves are going to eat into their pie, in the Secretariat, where will they go? IAS and other Gp A services have their own cadre for their promotions unlike CSS where they have to compete with them. Hence have some heart and allow CSS to go higher, which they rightfully deserve.

Where is the file ?

It is surprising that file relating to promotion of 33 Commissioners of Income Tax is pending for more than 60 days. Obviously someone in the Cabinet Secretariat is sitting over the file. Worse, the officer concerned will not even be held accountable. It is a sorry state of affairs as and where the Appointment Committee of Cabinet comes into the picture regarding promotion of non -IAS officers. Will the Hon'ble Prime Minister intervene and set his backyard in order?

Unconstitutional

Jail is different from Police lock-up. Jail is judicial custody. Police lock-up is police custody. Since Jail is judicial custody the Jail Department/ Directorate cannot be placed under an IPS officer. It will run counter to the meaning and spirit of judicial custody. UP government should be restrained from introducing this unconstitutional arrangement in the state. Home Ministry, Government of India should immediately take necessary action.
