IMAGINARY INTERVIEW WITH PRATIBHA PATIL

Welcome to Karan Takkar's Takkar ( head on) . Today Karan Takkar interviews or takes takkar with UPA's Presidential candidate Pratibha Patil.

Karan: Welcome to Takkar with Karan Takkar…… Madam there have been a spate of allegations about you after your candidature was announced.
Pratibha: I've rubbished all the allegations…. I'm like the proverbial elephant that does not care about barking dog!!!

Karan: A very pompous statement ……. but Madam rather than rubbishing wouldn't it have been more appropriate that you counter the allegations with facts and figures to prove your innocence!!! Because people are taking you to be the proverbial elephant that has a different set of teeth to eat and a different set to show people!!!

Pratibha: I don't need to clarify….. I'm Sonia Ji's choice…. Manmohan Ji has given me a clean chit and Pawar Sahib and Laloo ji have spoken in my favour…. I don't think I need to say anything more!!!
Karan: We all know why Sonia is plugging for you….. and Manmohan Ji has issued clean chits for the tainted lot in his Cabinet…..majoboori ka doosra naam Manmohan Singh…… both Laloo's and Pawar's credibility is very low!!! You need to smell the Coffee!!!

Pratibha: The other day I had coffee with Sonia Ji……. she held my hand and took me into her house for Coffee.... would Sonia have held my hand if the allegations were true????
Karan: My perception is that the hand holding was for the cameras….. inside I wouldn't be surprised if you served her coffee!!! Madam there's this very serious charge that your Bank did not send the funds collected from employees for Kargil to the beneficiary the fund was collected for!!!
Pratibha: I have rubbished this allegation.

Karan: Madam don't you have any proof to clear your name????
Pratibha: The amount is so measly ….. I don't know why there's such a hue and cry!!!
Karan: Madam the amount may be small but the cause was really big……. what happened to the funds????
Pratibha: I would not like to say anything more in this matter!!!

Karan: The RBI revoked the license of this Bank as it found irregularities in disbursing loans …. it's said the loans were given to your family members!!
Pratibha: Via loan disbursal Banks generate income for the Bank…… my relatives took loans to help the Bank!!!

Karan: Madam but they took loans and refused to pay back the loans and the loan accounts were closed…….. you got several relatives on the Board of the Bank and the Bank even extended a heft loan to the Sugar Mill in which you were a Director!!

Pratibha: You must remember that Manmohan Ji is a Former Governor of RBI and if he has cleared me by giving me a clean chit and called the allegations as mudslinging I don't think I need to clarify any further!!
Karan: Madam imagine the could be Commander in Chief of the Indian Armed Forces is accused of being the head of a Bank that 'forgot' to forward funds collected for Kargil!!!
Pratibha: I would not like to say anything more in the matter!!!

Karan: There is this allegation about you protecting your brother in a murder case….. and then there is the matter of your husband's name being mentioned in a suicide note as one of the person's responsible for pushing the individual to commit suicide!!!

Pratibha: In political life all kinds of allegations are made……. see the Jain Hawala case…….. just by mere mention in a statement or letter does not make one guilty!!!
Karan: I think both matter are sub judice ……. so I'm sure you'd not like to talk on these matters!! But what if tomorrow you are found guilty of shielding your brother and/or your husband is found guilty of pushing someone to commit suicide!!

Pratibha: We'll cross that bridge when it comes!!
Karan: But Madam it is worrying that our next President has cases that could be embarrassing to India's Presidency!!

Pratibha: I would not like to say anything more in the matter!!!
Karan: Madam there is the charge that you had said that people with hereditary disorders should be forcibly sterilized!!!

Pratibha: How can anyone blame me for wanting a healthy India!!! Actually I was reading Hitler's memoirs at that time!!! But then this was just an idea and it remained on paper!!
Karan: But Madam even on paper it's a very disturbing idea!!!

Pratibha: As Health Minister it was my job to look for a healthy Maharashtra ….. and also to come up with various ways to achieve this objective!!!

Karan: The opinion is that you just went overboard to please the Congress High Command!!!
Pratibha: I cannot let you bring the High Command into our discussion……. I would not like to say anything more in this matter!!

Karan: You've said that you spoke to a dead man when his soul entered the body of his wife!!
Pratibha: This is my belief!!!

Karan: But you could have kept your belief to yourself …. why did you publicize it??? The Rationalist's Society has challenged you to repeat this feat in their presence!!!
Pratibha: I would not like to say anything more in the matter!!

Karan: Thank you for your time Madam and I leave it to the viewers to make their judgements on the charges and your clarifications….. its up to them to decipher your ' I would not like to say anything more in the matter'!!!

Cameras are switched off and tea is served.

Pratibha: I think I've answered all the allegations….. what do you feel????
Karan: Madam I would not like to say anything in the matter….. and as it is We the People have no say in the matter……..or maybe we could….. and your candidature could be the starting point. People could take to the streets and demand an end to this non Democratic election on Party lines for India's Presidency... aisa ho saktha hai!!!

He was lead Economist in the World Bank during 1999-2004 and worked on issues of public finance in countries of Africa and East Asia. Dr. Subbarao studied at IIT Kanpur and was one of the first IIT products to join the civil services.

Kanu Gohain was granted six months extension as Director General (DG) of the Directorate General of Civil Aviation (DGCA) because no suitable incumbent could be found. Two IAS officers & one of the Air Vice Marshalls were in the race. However, as per the grapevine they did not qualify to become the DG.Thus, Gohain, following his superannuation last month was granted six months extension.Moreover, there is no incumbent in the DGCA who could qualify in next two years.

I have seen Gen Musharraf's horoscope
I have seen that horoscope of General Musharraf which is available in the public domain. According to this he has an exalted Jupiter in the ascendant and Mars in its own 'Rashi' (Aries) in 'Kendra sthan (Tenth house). An exalted Jupiter in the Ascendant implies 'Purnayu Yoga' albeit a definite prospect of recurring dangers because of the presence of Rahu and Sun (Marakesh in his case) in the same constellation. Presence of Mars in Aries aspecting the Ascendant gives him the wherewithal to ruff out the most lethal attacks on him. (The way he has been escaping unhurt in some of the deadliest attacks by militants proves the point).
One more thing about Musharraf's horoscope. The combination of Rahu and Jupiter signifies the firmness with which he can breakoff from tradition. Interpreted in the modern day terminology, it means that he can take on religious fundamentalism head on. Let our diplomats make good use of the man's prediction as revealed from his horoscope.

I fully agree with the suggestion of MK Aggrawal. The provision for lateral entry at JS level and above should be there as soon as possible.

CSS has no mai-bap
I fully agree with Ranjan. The CSS was once considered as the back bone of Central Secretariat. Officers from this service have even worked as Additional Secretaries in the Ministries. But now even reaching the level of Joint Secretary or Director has become a distant dream. The other all India services have slowly eaten into the share of CSS. This is today the most vulnerable and exploited service in the GoI with no mai-bap to care. Will some body take the trouble of looking into the detriorating conditions of CSS? Wake up DoPT before you see the end of CSS?

CSS officers have less promotions
I totally agree with Ranjan. CSS Officers languish in Secretariat without any promotion. They also come through competitive examination and many of them are very much talented. However, because of the indifference attitude to this service, while CSS Officers earlier held the post of Secretaries in the Government also, now hardly they reach Joint Secretary level and majority of them retire at Director/Deputy Secretary level. CSS Officers should also be considered for field appointments to gain experience of the field working and their promotion avenues need be enhanced, lest they become totally rejected to the work culture and environment, killing their time without any hope of improvement of their service conditions.

Nothing to cheer about IRPS review
The cadre review of the IRPS has taken ages. This is perhaps the only civil service in the Group A, where even after 26 years of the first IRPS batch having joined, encadred posts are still being filled by other than IRPS officers. Ministry of Railways openly defies settled norms and policies. Therefore there is nothing to be cheerful about the IRPS review.

An Airport in Greater NOIDA on the anvil

An Airport in Greater NOIDA is on the anvil.However,its happening hinges on clearance by the Indian Ministry of Civil Aviation. The said Ministry had received a techno-feasibility study and project report from Uttar Pradesh government for setting up an airport at Greater Noida in 2001.The proposed site, identified for the construction of the Taj International Aviation Hub by the UP Government is nearly 72 kms. from Delhi and 120 kms. from Agra. Approximately 1500 hectares of land had been identified for the construction of the project. As per the feasibility report of the UP government the site had been selected keeping in mind all other strategic points in the nearby areas and so as to have the least environmental impact. The project cost is estimated at Rs. 35050 million.
