The multi crore mega project of "Bharat Oman Refinery Ltd" (BORL) coming up at Agasaud near Bina will entirely change economic scenario in the Central India. This was stated by BORL's enterprising & a dedicated Managing Director R.P.Singh. In an interview to <whispersinthecorridors.com>
he unfolded his plans on how the refinery was being constructed while maintaining highest standards in the field of construction.
Singh who is known for his integrity & perseverance is leaving no stone unturned to ensure that project was completed on time. He has evolved such a mechanism whereby construction work of the refinery is being monitored on daily basis. "With the present trend of progress of the project it is expected that it will be completed as per schedule, i.e., December 2009," said RP Singh in an interview with whispers.

1/In what way the Bharat Oman Refinery is different from others?

Bharat Oman Refineries Ltd (BORL), is a joint venture company of Bharat Petroleum Corporation Ltd (BPCL), and Oman Oil Company Ltd., Oman. BORL is implementing a 6 MMTPA grassroot refinery project at Bina,(Madhya Pradesh). BORL is a private sector company; however, it has a very strong backing from BPCL. This region has no other refinery and the refinery would have logistical advantage in catering to the central part of the country. The products of this refinery will be marketed by BPCL.

2/At what stage is the project at present?

The project is going ahead with full swing on all the fronts. Process packages from various licensors have been received and the engineering activities are at its peak. All the long lead delivery items for different units have been ordered well in advance. Other major items for various units have also been ordered. Site grading work at refinery as well as crude oil terminal at Vadinar in Gujarat has been completed. Power at construction site is already available. Civil and structural work contractors for different units are at site. Approximately 3000 works are going on at site. The overall physical progress is 19.7% against the target of 17.9%.

3/By when will it be operational?

With the present trend of progress of the project it is expected it will be completed as per schedule, i.e., December 2009.

4/How finances are being managed to fund the project?

The as- built Capital Cost of the Project is estimated at Rs.10378 Crores (US $ 2.3 Billions) comprising expenditure towards land & site development, plant & machinery, licences, know-how & basic engineering, PMC & other Consultancy, civil works & infrastructure, township, start-up expenses, contingencies, interest during construction, margin money for working capital, etc. The Project cost is proposed to be financed at a debt / equity mix of 1.6:1. The debt has been arranged through a consortium of 14 banks.

5/By when do you aim at achieving breakeven?

The project's Internal Rate of Return (IRR) is projected at 14% and payback period is between six to seven years.

6/Will you please enlist salient features of the project?

Some of the salient features of the refinery configuration are as below: -

One of the unique features of refinery process configuration is that it has integrated high pressure Diesel Hydrotreater with Full Conversion Hydro cracker which is first of its kind in India. This integration provides capital cost reduction and improve energy efficiency.
Fifty per cent of its products will be of Euro III level & rest fifty per cent products will be of Euro IV level.
The Captive Power Plant is a Circulating Fluidized Bed Combustion (CFBC) type Boiler based power plant, generating power through Steam Turbo Generator (STG) using pet coke as main fuel. Pet coke based Captive Power Plant is being put up for the 1st time in Indian refining industry. Pet coke generated from delayed coker unit is utilized as main fuel of captive Power Plant.
Sulphur Recovery Unit (SRU) is integrated with Tail Gas Treating unit (TGTU), over all Sulphur recovery achieved by both the units in combination is 99.9 wt%.
As a part of the project, a number of social upliftment activities like establishing hospital, school, playground etc., to take care of the requirements of employees of the Company as well as local people have been planned.
In addition to the above, this project is expected to generate employment opportunities for local people and substantial revenue to the state exchequer.

The unnoticed and unsung bravery of sweet Sania
Even as Pakistan Government is struggling to cope with a burst of fanatic forces which it prominently contributed to create , a proud little Indian, quietly and dignifiedly ,put her signature on an advertisement of great social harmony that India's social order has always been championing. What is surprising is that this brave act of a brave girl almost went unnoticed and unsung in media. Sania Mirza from a predominantly Muslim Hyderabad, knowingly chose to team with a Jweish player from Israel, Sahar Pir, in the women's double event in Wimbledon. For Sania who has already attracted the ire of some Maulvis for her tennis dress sense, partnering a Jew was even greater risk. Brought up in the best Indian traditions of harmony and tolerance, the sweet Sania aloft the spirit of human togetherness that India's social environment is inculcating to its young members even as burqua-clad Pakistan girls were shriking of zehad just at the same time.
If only media had highlighted this Sania act, the surprising action of three Banglore Muslim Youth in Glasgow and U K would have suffered in contrast. What these Banglorean trio is accused of is most unlike an Indian Muslim.

Congress may have to concede for VP's post

The Congress party may have to concede the post of Vice President to other UPA partner political parties. Such a situation has reportedly arisen following projection of Mrs.Pratibha Patial UPA's Presidential candidate being a choice of Congress president Mrs. Sonia Gandhi. As the grapevine has it the politics of coalition may make it compulsive for the Congress to agree for a nominee of the coalition partner. The Left Front is understood to have already discussed it. Four days ago just when police was trying to nab the accused for a day light murder & loot, fifty metres behind them six houses of judges, lawyers & pilots were being looted by a gang of thieves. Incidentally, one of the houses was adjacent to the Bungalow of a sitting judge of the Supreme Court. The Delhi police on the other side was busy registering FIRs against electronic media journalists to ensure a check on factual coverage on escalation of such incidents.

What is Gen Musharraf upto?

Pakistan's military ruler General Pervez Musharraf means business. This was quite explicit from his recent action regarding the Islamabad located Lal Masajid row. Gen Musharraf by targetting militants holed up in the said Masjid has created a stir of sorts. It is so because head of Lal Masjid located "Jamia Hafsa Madarsa" Abdul Rashid Gahazi was Musharraf's teacher in his childhood. Hence he seems to have a message to hardliners that he would spare no one when it comes to dealing with militants.

Status of Direct Recruit CSS officers

Direct Recruit CSS officers used to get selected from Civil Services Examination till year 2000.There are Management Graduates, Chartered Accountants, Doctors, Engineers and other well qualified people in the service. It is most unfortunate they are not getting their due .There exits is so much of adhocism in DOPT as far as CSS is concerned. CSS forms the back bone of any ministry. They have rightful claim over various posts in the Secretariat. Other services have their own cadre in addition to Central Staffing Scheme for placements. It is high time that someone in Government of India should seriously examine the problems faced by the CSS officers and come out with solutions so the frustration, helplessness which exist as of now is removed. After all these officers have also come through Civil Services examination and so much of step motherly treatment is not good for the morale of the officers.

SUCCESS DOES NOT HAPPEN IN ISOLATION
There was a farmer who grew superior quality and award-winning corn.
Each year he entered his corn in the state fair where it won honour and prizes.

One year a newspaper reporter interviewed him and learnt something interesting about how he grew it. The reporter discovered that the farmer shared his seed corn with his neighbours'.

"How can you afford to share your best seed corn with your neighbours when they are entering corn in competition with yours each year?" the reporter asked.

"Why sir, "said the farmer, "didn't you know? The wind picks up pollen from the ripening corn and swirls it from field to field. If my neighbours grow inferior, sub-standard and poor quality corn, cross-pollination will steadily degrade the quality of my corn.

If I am to grow good corn, I must help my neighbours grow good corn."

The farmer gave a superb insight into the connectedness of life. His corn cannot improve unless his neighbour's corn also improves. So it is in the other dimensions!
Those who choose to be at harmony must help their neighbours and colleagues to be at peace. Those who choose to live well must help others to live well. The value of a life is measured by the lives it touches.

SUCCESS DOES NOT HAPPEN IN ISOLATION. IT IS VERY OFTEN A PARTICIPATIVE AND COLLECTIVE PROCESS.
So share the good practices, ideas, new learning's with your family, team members, neighbours.

He should have said that all religions have followers who are good or bad!!!
Generalizing rest as bad because of the actions of the some is indeed very sad!!!
