Unauthorised occupation of Government Bungalows

Sir, as per news item titled" S C asks government why not arrest squatting babus" in Times of India dated 31st July Delhi edition, while hearing a matter pertaining to unauthorised occupation of government accommodation, Hon'ble Supreme Court judges observed that "it is detrimental to the interests of large number of government servants who have been waiting for years together for allotment of government accommodation " and suggested that center as well as states should consider the desirability of amending section 441 of IPC to make the offence of squatting by bureaucrats and officials a non bailable offence. In spite of Supreme Court taking such serious view of the matter there seems to be no effect on some senior officials of Directorate General of Defence Estates. For example Director General Defence Estates himslf continues to occupy a general pool accommodation at Humayun Road and another Additional DGDE at Netaji Nagar, New Delhi, in spite of the fact that departmental accommodation has already been constructed at Raksha Sampda Bhawan near Delhi airport and lying vacant since October 2005.All other officials vacated the general pool accommodation and shifted to departmental accommodation in Oct.2005 itself. Why Directorate of Estates is not taking any action in the matter is not known. If it cannot evict the senior officials from general pool accommodation in spite of Supreme Courts tough stand least it can do is to include these two bungalows/flats of type 6 category in general pool and allot to other eligible officers in the queue. Wastage in a situation of scarcity should not be permitted and responsibility should be fixed.

Retirement age should not be raised

I fully appreciate the views of Ravi that there are many experienced persons in Govt. who are exceptionally talented and knowledgeable. But, raising the retirement age across the board will mean that majority who are not at all talented and are manipulative will also get the extension automatically. This has to be checked. Anyways, those who are talented do not depend on the government service for recognition. They are always recognized by their good and noble deeds. So, the current retirement age should not be raised to 62.

IRS should stop criticizing their boards

It is high time that the officers in IRS stop criticizing their boards. From the feedback one gets an impression that only in the IRS officers are being ill-treated or are being denied their legitimate rights. We have had enough on transfer policy. It is true that there are people who have been favoured and there are some who are denied these benefits. But overall IRS is the best of services. We may instead flag issues regarding providing the facilities/ perks as are being provided in other services instead of just criticizing the boards or transfer policy.

Other services should also be promoted

One could not expect any justice in the earlier regime if one did not belong to the I A S. Officers of 1974 batch of Allied services are still waiting for empanelment to Additional Secretary panel. It is hoped that the present Cabinet Secretary will do some justice to these officers. What is surprising is that our Prime Minister who was a respected specialist is not taking any action .Is it because the P M O is also ruled by I A S ?Forget about 2 year mandatory gap, it is now 4 years and 1974 I A S has been empanelled as secretaries. It is high time the other services of 1974 are empanelled at least as Additional Secretaries.

IRS should thank their stars

When one compares IAS and IRS then it becomes apparent that the IAS suffer the Politicians throughout their life ... a very undesirable option. The IRS should thank their stars as they are above all such pigmy politicians whom IAS salute from day one. some IAS look pathetic when they boast about their power only till they meet a netaji.
