K C Jena was all set to become Chairman of the Railway Board on August 1.Interested parties, however, got the proposal scuttled at the last moment. An old CBI case was dug up for misappropriation of funds when he was DRM. Interestingly the witness questioning and other relevant procedures had been duly done with last month only and the file of the same was sent to PMO, CVC and Sect, DOPT for their reference. Hence, though he was exonerated the top bosses preferred to appoint Ramesh Chandra as acting Chairman.

Finance Minister and his officers
There is some benefit of working with the Finance Minister P Chidambaram. He chooses his officers with due care and encourages them to do well. An example is the case of Dr Anoop Pujari. He is a 1980 batch IAS officer from Karnataka Cadre. He has been teaching at Harvard University's John F Kennedy School of Government for more than 15 years. But last year the Karnataka Government refused to allow him to go to Harvard for teaching. This year he got posted as Joint Secretary in the Department of Economic Affairs and has been allowed by Harvard Educated Chidambaram to go to Harvard.

Dr Pujari has a PhD from USA and is now in Harvard teaching the Mid Career MPAs (also known as Mason Fellows) at the Kennedy School. Former Mason Fellows include several Cabinet Secretaries of India like P K Kaul, TSR Subramaniam, Kamal Pandey, former Finance Secretaries like Gopi Arora, Dr EAS Sarma, several serving Secretaries to Government of India like Petroleum Secretary M S Srinivasan, Banking Secretary Vinod Rai, Expenditure Secretary Dr Sanjeev Mishra, Mines Secretary J P Singh, Labour Secretary Sudha Pillai, ITPO chief Dr Sheela Bhide (and her sister Dr Aruna Bagchi, who has resigned from IAS to join DFID at Jakarta).

Chidambaram has also chosen three lady officers in Finance Ministry who have been Mason Fellows, Sindhu Khullar (1975 AGMUT) AS in DEA, Shymala Shukla (1990 Maharashtra) Director DEA and Sukriti Likhi (1995 Haryana) Director in Banking.

SC to face an uphill task

The Supreme Court (SC) will face an uphill task while hearing the appeal of Bollywood film star Sanjay Dutt.It is so because recently Mr. Justice Markandey Katju -a judge of SC, in his one of the rulings has questioned the validity of trying accused persons under the TADA ,even when the Act had been repealed by the Parliament.The SC will have to hear all review petitions in this light.The SC would also have to grapple with mental agony & mental punishment that accused persons have gone through during last 14 years.It seems the proverbial saying of "Justice delayed is justice denied" holds true for victims & accused, both.

Little more restraint required

I am a regular reader of Whispers in the corridors. I find your website is quiet interesting and provides lot of information. However, I was surprised to see your first item on Election Commissioners Naveen Chawla, Y. Qureshi, along with the Republic's President, Pratibha Patil. I do not have anything to say about President. I want to point out in the case of CD being floated by BJP in Uttar Pradesh Elections the two Commissioners could have withdrawn the symbol of the BJP. Instead they acted with restraint and closed the case by demanding an apology. Therefore, they should be judged on account of their well thought out actions and not by unsubstantiated gossip, that too when they are holding Constitution posts. A little more restraint from you will go a long way in improving your credibility.

This practice is being followed in many states in the country. Can this be taken note and implemented by the AG of Orissa, where this practice is being followed with impunity. There are at least 10 districts where the officer heading the district as the Collector & DM or SP do not belong to All India Services(IAS/IPS). These are cadre posts of the AIS. Government of India in DOPT is not bothered to correct the practice nor issue directive to the state government.
