Punjab Government's focus on citrus fruits

Punjab Government led by Chief Minister Prakash Singh Badal is laying emphasis on planting of citrus fruit bearing plants.Under the drive all 19 districts of Punjab have been covered under a pilot project of planting citrus launched by the Citrus & Agro Juicing Council of Punjab. There should be rotatory assignment system

There should be a rotatory assignment system for central services like IAS and IPS. Or every officer should serve underdeveloped north eastern states for a minimum period of three years.Similiarly IFS officers before their foreign posting should serve a sate government (not Delhi) for a period of three years.

It was a merciless beating

Merciless beating of an alleged chain snatcher in Bhagalpur district of Bihar and visuals on TV channels of his being dragged by a motorcycle sworn police inspector with a rope tied around his body can make even a most hardened criminal look civilised in relation to inhuman conduct of police inspector. Judiciary , NHRC, IPC ,criminal justice system all look redundant with police brutality having reached its highest low point. Conditions in Bihar cannot be improved by simply appointing Brand Ambassadors. It is a great tragedy that while Bihar has produced finest civil servants like RK Singh and others, dragging of a poor rikshaw-puller turned chain snatcher will permanently get etched in public memory for a long time to come like Bhagalpur blindings. Brutalisation of society and police will not only leave permanent scars on the psyche of people, it will push Bihar further into dark ages when our leadership is claiming that India has become a world leader in IT and will become energy sufficient after 123 agreement.

I am not sure whether the earlier part of my comments are on record. If one has not so far understood the role of CSS, it cannot be explained. Simply ask the CSS man (or women) to imagine work in the Secretariat (at least Central Secretariat) without Stenos. As for noting and drafting (!) and taking decisions (??) the calibre of CSS is a big zero, given the predominance of the might IAS. Where do, then, these CSS aristocrats come at par with CSSS.

The sarcastic comments against CSSS written by S Kumar are sheerly out of prejudice and bias. This is not a new phenomenon and raises its head quite often. In a case filed by CSS against CSSS, the Division Bench of the Delhi High Court had praised the services of CSSS and had commented that the services of CSSS are of a much higher standard than CSS.

Read the comments of Mr. S. Kumar about the role of CSSS. First of all Kumar should introduce himself who he is? Then only one can tell him what is genesis and role of CSS and CSSS. Otherwise he will not understand. If Kumar understands that CSSS are mere takers of dictation and telephone calls, he should understand that CSS are doing clerical work of a routine nature. He can also also read the rule book. This should not be a forum for fight between CSS and CSSS which is already in existence in other fora!!!!
