FORUM Shame on us There is some functional difference between the various services of the government of India. What they have in common is a decline in professional morality, cut throat competition and a dog-eat-dog mentality. Every service has a task assigned to it --why hanker after the perks and privileges of another? We should be concerned about the daily suicides by farmers and hang our heads in shame. This is a national disgrace and equal to the deaths of 65 million Indians in recurring famines during the high noon of British rule in India [1859-1947]. Not a single Englishman died of starvation then . They only died of over eating. Are we going to emulate their glowing example? Shame on us! D Chaudhury The argument is really strange The argument advanced by CSSS for parity with CSS is really strange. Besides, CSS and CSSS, there is CSCS also in the Central Secretariat. If the Stenographers can seek parity with CSS, why should the clerks of CSCS not seek parity with CSS/CSSS. Also, someone said that because the CS Division has CSS Officers, the concern of CSSS is not being addressed. Don't foreget that CS Division has stenographers from CSSS also and if the CSS Officers can be so effective let the CSSS stenogrpahers in CS Division be as effective instead of cribbing. S D Tripathy CSSS is not inferior in any respect I have gone through the comments of S Kumar on the role of CSSS in the Government of India. Kumar has stated that the role of CSSS is to provide stenographic assistance at different levels. Well it is not so simple as stated by him. Just as in the case of other services, the responsibilities of a CSSS Officer change as an officer gets promoted to higher levels. It is important to note that Stenographic work is only one aspect of the duties of CSSS Officers. While the job of a CSS Officer comprises writing notes and putting up files, the job of a CSSS Officer (while working with the top officers at and above the level of Joint Secretaries, entails much onerous and multifarious responsibilities including submission of notes or drafts. In fact CSSS Officers at senior levels are providing valuable management assistance to the top level functionaries of the Government. All the functions of a CSSS officer become more and more executive in nature; be it management and coordination of important official meetings, delegations, submission of draft notes and briefs, maintenance of record for classified documents, taking care of the PR aspect, management of the time of the top functionaries and providing all requisite assistance and inputs to enable them to function and run the Government efficiently. With the computer age, the stenographic work has got reduced significantly at the high levels of policy and decision making. However, whenever there is a need for stenographic assistance, the CSSS officials of the lower levels of Grade D and C are available for such work. Grade B and Grade A officers at the level of Private Secretary (equivalent to SO of CSS), Principal Private Secretary (of the level of Under Secretary of CSS or any other service) and Senior Principal Private Secretary (equivalent to a Deputy Secretary in Government of India) are performing no less important executive and managerial work as compared to their CSS colleagues at the same level. Simply, because in the scheme of the hierarchy, they are attached to individual officers, they do not become inferior to their brothers in the CSS. The importance and the nature of work done by CSSS Officers working as PPS and Seniorr PPS at the highest levels of bureaucracy can be judged from the fact that the duties performed by them are identical to those as performed by Officers belonging to IAS, etc. when they work as Private Secretary to a Minister. There is no need to compare different services of the Central Secretariat. What needs to be appreciated is that each service is equally important in its own way. It is high time now that the services rendered by officers of CSSS Officers are recognized and the officers belonging to this service are given postings /promotion as Section Officer/Under Secretary/Deputy Secretary, etc. after evaluating their qualifications and performance. If a person beginning his career as an LDC (of CSCS - Central Secretariat Clerical Service) is eligible to get promoted to CSS and become a S.O., U.S. or D.S., how can it be just to deny similar opportunities to an officer of the CSSS whose only fault is that he has the additional qualification of proficiency in stenography. K K Attrey CSSS v/s CSS The description of work assigned to officers of CSSS, as described
by S Kumar, is justified as he must be a retired CSS officer - retiring
before the 1980s, that too as a SO, because had he been in service he
could have known that now dictation-typing is only a minor work assigned
to officers of CSSS. In case he is still in service, then it is a pity
that he is not keeping pace with the time or is one of those CSS officers
in whose case, their seniors (All India Service officers) when unable
to make them understand the logical course of action on the file, instead
of wasting their time and energy on repeating the same to them, suggest
their PS/PPS to explain the same to them. Every hardworking officer
of the Government knows the utility of officers of CSSS these days and
that is why they support them. Perhaps officers from CSS are not competent
enough to take proper work from CSSS officers posted with them. If Kumar's
description is accepted then it could also be concluded that an IAS
of JS/AS rank with the help of an able CSSS officer could dispose of
the work of the Department more efficiently and quickly than there having
a battalion of CSS officers below him. C Singh Lalooji should do something If Jena's news is true then one is entitled to know the reasons for the delay. Why at all a reference to CVC was felt necessary for an existing Member of the Railway Board ? If there was a pending case then he should not have been there at all. If not and yet a fresh reference was sought it only goes to prove the intense and nauseating departmental rivalry in the Railways. Should the Government not think of opening up the posting of Railway Board Members to others as well including those from the Corporate sector. If Rule 6(2)(2) could facilitate IAS chaps to go out let the others also come to the Railways. At least one can try with an outsider for one tenure as Chairman Railway Board. Similarly Railway Officers should have much more presence in the GOI. They have excelled in every sphere and therefore merit to be given much better and meaningful and responsible positions in the Government and Rule 6(2)(2) should be extended to all. It is not enough to end the license, permit and quota Raj unless the quota system is done away with in the Govt. The dynamic "Peter Drucker" of the Indian Railways Laloo Prasad should take the first step in this direction by removing the quota system in the Railways and ensure that it was extended further S V Rathnam First correct yourself then talk about IAS The views of G Bansal are appreciable. He has rightly pointed out the fact that it is not correct to blame to IAS for all the problems but the allegation that all power positions have been cornered by them alone is not true. If you look with a larger view you will find that the persons who are putting up these allegations are themselves guilty for these charges. All AIS officers either from IPS, IFS, IRS have put roadblocks to the growth of their own subordinates in their own organisations. India Post freighter for North East Indian Minister of Communications and Information Technology A. Raja has launched the India Post freighter for North East at Guwahati.Raja said this service would give a great fillip to Government of India's efforts to put North East at the heart of economic development. The Minister said that to effect a long term solution and to remove imperfections in meeting this challenge, Department of Posts has taken a landmark decision to have its own air freight operations in North East.A Boeing 737-200 has been chartered from Indian Airlines, for one year to begin with, to operate on Kolkata-Guwahati-Imphal-Agartala-Kolkata sector. It is a historic event as this is the very first time that they are introducing a freighter, and launching Air India cargo service in India. Railways to have a captive power plant in Bihar Indian Railways are establishing a captive power plant of 1000 Mega Watt (MW) capacity at Nabinagar of Aurangabad district, Bihar in collaboration with National Thermal Power Corporation (NTPC) Limited. This has been included in Railway Budget for the year 2007-08.A new company namely 'Bhartiya Rail Bijlee Company Limited' will be set up for the said purpose.Cost of the mega project is estimated to be Rs. 5352.50 crore. SAIL plants to come up in Chhattisgarh & Jharkhand Steel Authority of India Ltd. (SAIL)of which Chairman is S.K.Roongta has planned to set up two greenfield plants, one each in states of Jharkhand and Chattisgarh. The plant in Jharkhand, envisages achieving a capacity of 6 million tonne per annum by 2012-13 and 12 million tonne per annum by 2019-20. The plant in Chattisgarh also envisages having a capacity of four million tonne per annum and would be joint venture with RINL and NMDC. |
