CVC should send independent experts
As per Hindustan Times dated 6th August 2007, CVC is planning to send independent experts to government departments to sniff out corruption and the corrupt. This step can be really effective in instilling fear of God in corrupt officers. At present there is hardly any fear and CVC's working style appears to be quite corruption friendly by default. It takes years to investigate a case and relies on replies given by corrupt bosses themselves or their compromised officers many times . To get good results a beginning should be made by sending experts to Defense Estates Department which will prove to be a goldmine for CVC's experts.

CBDT and posting of 33 Commissioners of Income Tax

The Placement Committee of CBDT, at last, held its meeting on 7th morning to decided the promotion and posting of 33 Commissioner's of Income Tax. The orders would be out only after obtaining the approval of the Finance Minister. It is surprising that CBDT should have taken such a long time to hold a meeting of a three member committee. The ACC ( read PM) had cleared the file almost one month back. Is it that no one is scared for delay in implementing a decision taken by the PM himself or that the CBDT was busy in accommodating its own favourites in deviation of the much touted Transfer Policy?

Corruption and Vigilance

I am not aware of facts regarding the CRB controversy but I am in total agreement with Willaim Toppo that the system especially relating to vigilance matters is hopelessly manipulable. Under the present vigilance mechanism maintenance of integrity (absolute or not so absolute) has become a technicality rather than a matter of principles. An unscrupulous HoD and a small coterie of willing or vulnerable stooges is all that you need to turn the vigilance setup into a racket for empowering the corrupt and harassing the upright.
The situation gets murkier when those at the receiving end of the crooks' tricks do not have any quarter to seek redressal from. The system has become so badly a hostage to rank and protocol that reports or representations to the controlling Ministry or the CVC are disposed of perfunctorily just because the allegations are against a HoD who happens to be a Secretary level officer. Quite obviously all others in the Department are bound to be of a lower level. It is time we took note of the malaise and did something to salvage the situation before we find the value system standing on its head in the bureaucracy.

Why to bother about Indian Railways

It is known to all those who care (there are not many in any case) that Rao was one of the three names suggested for consideration with Jena as the chosen one. But Rao's rival (and by implication Jena's) here turned out to be the GM from Electrical Branch. The Traffic lobby is trying hard to scuttle the chances of either Rao (one of the three and hence eligible for consideration for the top job) or the GM who fulfils the criteria under the Two Years rule. The inaction at the government's level is a matter of shame and concern both. The system is drifting and the Mantriji is landing himself on all kinds of soft and hard turfs. His battle ground remains the flood ravaged Bihar. The IAF should now think of an amphibian Helicopter for our leaders. Meanwhile the IR would carry on without the FC and the CRB. Why worry about the planning and policy matters, decision on important issues, postings and promotions etc. Dhat tere ki!

SAIL for greater transparency in warding contracts

Steel Authority of India Ltd (SAIL) of which Chairman is S.K.Roongta has decided to implement an Integrity Pact with bidders/vendors for all fresh purchases and contracts valued at Rs. 100 crores and above. Demonstrating its commitment towards enhancing transparency and accountability in its systems, SAIL has taken this significant step at a time when it is in the process of finalising expansion & modernisation projects that involve thousands of crores of rupees.The system will come into effect from August 16, 2007 and will ensure that both SAIL and bidders bear the onus of ensuring that tendering and award of contracts are done in a free and fair manner. The pact shall also be a contractual agreement between SAIL and vendors/purchasers committing both sides to adhere to certain prescribed ethical norms. The pact also has provisions for payment of damages and other retributive actions in case any of the prescribed norms are proven to be violated. Independent External Monitors (IEMs) will oversee the execution of the pact, which will help to increase transparency and provide a level playing field for both SAIL as well as bidders. The salient features of the pact have been vetted by the Additional Solicitor General of India.

This model will increase the affordability of ERP solutions by eliminating upfront capital expenditure and also eliminating the need for in-house IT resources and additional infrastructure. Customer will have to pay on a per user per month basis.
