SEBI & NSDL are locked in a row

The Securities and Exchange Board of India (SEBI) M Damodaran is the Chairman & National Securities Depository Ltd (NSDL) of which Chairman cum Managing Director (CMD) is C.B.Bhave are reportedly embroiled in a row. The bone of contention is NSDL's move having won through open bidding contract for central record keeping of the Pension Fund Regulatory and Development Authority's (PFRDA).According to highly placed sources SEBI has turned down a plea by NSDL whereby it sought permission for central record keeping of the PFRDA.This conflict has come close on the heels of a report that the contract between PFRDA & NSDL is under finalisation and the work relating to CRA activities will commence as soon as NSDL obtains the approval of SEBI to undertake this work. While Damodaran is a 1971 IAS officer of the Manipur -Tripura cadre, C.B.Bhave belongs to the 1975 batch of IAS from Maharashtra cadre.However; Bhave had quit the IAS in 1996.

Woes of CSS


It is true that CSS officers who are also from Civil Services exam have been suffering for ages for no fault of theirs. To ameliorate their plight, there are few suggestions:
1. Their career progression can be linked to an IAS batch four years junior to the batch through which they have been recruited. This gap of five years is a sufficient gap considering the fact they stem from the same exam having a common seniority. It is worthwhile to consider the fact that we do not distinguish between the IIM graduates who stood first in CAT and the person who stood last at the time of their placement as the seniority is common and there is no differentiation on the basis of rank per se alone.
2. The professional training of IAS and CSS should be similar as both the officers of both the services handle similar subjects at the Centre.
3. There is a clear cut need to separately identify the directly recruited officers of CSS from those who have been promoted from ranks. The direct recruits are the soul of CSS and need to be given important assignments as they have acquitted themselves creditably well in all field and headquarter assignments.
Is the pay commission listening to the woes of CSS which has been marginalised and ignored for the 60 years of Indian freedom? Who will unshackle the CSS?

Who cares for the poor ?

The efficiency ,planning and proactive approach of so called superior race of IAS is visible all over India and the misery people are facing due to these officer manning the states. Do they have answer for the ill planning that goes into handling the yearly disasters of floods and famine. No! as they are busy securing lucrative appointment including post retirement rehabilitation for themselves. Who cares for the poor for serving whom they are appointed. The people who can't manage the state affairs are rewarded with the postings in the centre, putting icing to the cake of misery for poor

State of affairs in CBDT disturbing

The state of affairs in CBDT is quite disturbing. And not because of IRS officers- after all there are only handful at the decision making stage-more notably at the stage of human resource management. It is manned by people from CSS and people from forest-all outsiders. The only exception in the entire chain is the JS (Administration) who has conducted himself in a very dignified manner.
The rest of the brigade are there to loot, plunder and harass the officers. CRs are getting lost. DPCs are delayed routinely and there is all pervasive lack of accountability. It is affecting the morale of the officers.
The most despicable people in the chain are- the section, the under-secretary and the Director. The blame squarely lies with them.
The FM should compulsorily ensure that no one stays put in AD-VI for more than two years. The CVC guidelines on transfer of central secretariate staff should be scrupulously followed. After no one is indispensable to the functioning of any organisation.
And, it is imperative that the IRS manages its own affairs and Ad-VI be abolished. That would be redemption for the cadre.
