Planning of cadre strength

I appreciate the need for a holistic view on taxation. The central service should learn to manage their cadres well for better promotions. there are more than 2500 IRS officials in Income Tax department alone and add the number of customs and excise officials to it. Obviously the sheer size is too big ! How many can benefit by fighting for a single post ! The IAS has managed to right size its cadre strength since the year 1990 onwards thro perspective planning. Some may be surprised to learn that today the total number of IAS in the country is not far above what it was in the fifties. This is despite the expansion of the role of the State in the 'seventies . What about other departments ? Why can't we manage and limit the cadre strength for better career planning ? If one can't manage the mere internal cadre, how can one manage the department !?
Time has come to downsize ! More number of subordinate officials does not mean a better managed cadre-
Is anyone listening us ?

CBDT and Finance reforms

Kelkar, the ex finance secretary in its report on tax reforms commented that the biggest hindrance in the way of collection of taxes is the income tax department itself. How, true was it, because there is unprecedented buoyancy in the tax collection as the Central Board of direct taxes have virtually distanced themselves from the taxes and tax related matters as they are already preoccupied with the transfer & posting work which is the only way of swelling their own kitty. Now by sheer induction effect the government kitty is also swelling. If some proof is needed ,the Hon'ble Chairman CBDT issued 3 T&P orders the day he took over as acting chairman and hopefully the momentum will continue till Feb 2008 ie, the period till he is in saddles.
Whatever effect their preoccupation may have on the revenue service officers, there can't be any thing better for the nation.

This time the boy ran faster, but again the basket was empty before he returned home. Out of breath, he told his grandfather that it was impossible to carry water in a basket, and he went to get a bucket instead.
The old man said, "I don't want a bucket of water; I want a basket of water. You're just not trying hard enough," and he went out the door to watch the boy try again. At this point, the boy knew it was impossible, but he wanted to show his grandfather that even if he ran as fast as he could, the water would leak out before he got back to the house. The boy again dipped the basket into the river and ran hard, but when he reached his grandfather the basket was again empty. Out of breath, he said, "See Grandpa, it's useless!" "So you think it is useless?" the old man said, "Look at the basket." The boy looked at the basket and for the first time realized that the basket was different. It had been.

independent persons on the board of the Corporation.

Even though NHPC has been in existance for over 33 years, the Corporation has failed to make any substantial contribution to the national power capacity.

BDA auctions land for Rs 184 crores
Bathinda Development Authority (BDA) has auctioned a 4.5 acre commercial site in Bathinda for a whopping Rs. 184 crores. The per square yard price works out to Rs. 84,400/- a square yard. BDA had fixed the reserve price for this site which has been positioned for multiplex-cum-mall at Rs. 135 crore. Giving details of the auction, BDA Chief Administrator stated that 4 parties from all-over India participated in the auction. Best City Developers Private Limited, a party from Delhi was the successful bidder capturing the well-located city property in a keenly contested auction at a price approximately 35 per cent higher than the reserve price.
