Air Port in the constituency of the President

It is indeed a welcome move that more and more auxiliary airports are getting upgraded in India, including that of Honourable President Pratibhatai. Indeed it is befitting that the hinterland is getting some central and state resources, whatever be the pretext. Already this country has a divide on economic lines between North and South, between East and West, between Rural and Urban. We all know the resource allocation process is less than perfect. We also know the Civil Aviation Minister Praful Bhai is on a spending overdrive. First came purchase of aircraft for INDIAN for Rs.10,000Crores, then Air India for Rs.40,000 Crore.
A separate expenditure for upgradation of Indian airports, Delhi and Mumbai are underway at over Rs.3000 Crores, besides the green horn development of Hyderabad ad Bangalore airport in private hands, with due government "Permissions". Why is Rs.100 Crores spent for a small town airport drawing news headlines?
By the way, do news media have contracts from Indian and Air India to exclude any negative news from being published? Or is it with prior permission of ministry/airline permissions that negative slanted news gets published, else story is killed ! Is ad spend the driving force behind news content in media at large, or does the heart beat for the ordinary citizen ... "common man" !

Even God can not help other services
This is to supplement Ashok Sinha's write up on need to better manage other services vi-sa-vis IAS. The fact of the matter is all the Secretaries, Additional Secretaries, Finanacial Advisor of various ministries apart from departmental HODs posts are cornered by the IAS. If the officers of IAS were to restrict to their own District Magistrate postings, they would also face stagnation. The AIS service rules are cleverly drafted encadering all posts outside land revenue as posts to be manned by IAS. Even God can not help the other services to reverse the situation.

A water bearer in China had two large pots, each hung on the ends of a pole, which he carried across his neck. One of the pots had a crack in it while the other pot was perfect and always delivered a full portion of water. At the end of the long walk from stream to the house, the cracked pot arrived only half full.
For a full two years, this went on daily, with the bearer delivering only one and a half pots of water to his house. Of course, the perfect pot was proud of it's accomplishments, for which it was made. But the poor cracked pot was ashamed of it's own imperfection and miserable that it was able to accomplish only half of what it had been made to do. After two years of what it perceived to be bitter failure, it spoke to the water bearer one day by the stream. "I am ashamed of myself, because this crack in my side causes my water to leak out all the way back to your house." The bearer said to the pot, "Did you notice that there are flowers on your side of the path, but not on the other pot's side? That's because I have always known about your flaw, so I planted flower seeds on your side of the path, and everyday while we walk back, you water them. For two years I have been able to pick these beautiful flowers to decorate the table. Without you being just the way you are, we would not have such beauty." Each of us has our unique flaw. But it's the cracks and flaws we each have that make our lives together so very interesting and rewarding.
