Major changes in Power Sector ?
There is likely to be a major recast of the top brass in Central Power Utilities during 2008. NTPC, Powergrid and REC top bosses are retiring. Action has already been initiated for their replacement. NTPC and REC posts will fall vacant before 31st March, 2008. Powergrid Chairman is retiring in July.
A proposal to appoint an IAS officer as CMD of NTPC has already been rejected by the PMO. The main contender for Powergrid post is S.K. Chaturvedi, Director(HR)of NHPC who has reportedly the full backing of ex-Cabinet Secretary. NTPC officers do not want an outsider. However, in the case of REC the choice is between an IAS and a professional. Ministry of Power is yet to make up its mind. Ministry of Power is also understood to be toying with the idea of replacing S.K. Garg, CMD, NHPC who has not risen upto the expectations of the Ministry. Names of many IAS officers are under circulation. All Directors of NHPC are retiring during 2008.

Anant Kumar Singh to be JS HRD
Anant Kumar Singh is taking over as Joint Secretary Adult Education in the Ministry of HRD. He is 1984 batch IAS officer of Uttar Pradesh cadre.

Will Atul Razdan move to ARC ?
Grapevine has it that Additional Director in the R&AW Atul Razdan is moving to the ARC. He is 1972 batch R&AW officer.

Saxena is CVO RITES
Vipin Kumar Saxena has joined as CVO of the RITES. He is 1985 batch IAS officer of Orissa cadre.

Lokesh Chandra has joined the Union Power Ministry as a Director. He is 1993 batch IAS officer of Maharashtra cadre.

Garima Gupta has been moved from Goa to Delhi. She is 2004 batch IAS officer of UT cadre.

Randhawa to go to Delhi on promotion
N S Randhawa, DIG in Goa, is joining the Delhi Police in IG Rank. He is 1985 batch IPS officer of UT cadre.

Manoj Dwivedi to head Vaishno Devi Shrine Board
Manoj Kumar Dwivedi, IAS (1997), has been posted from the post of Director Rural Devalopment and Panchayati Raj, Jammu Division to Mata Vaishno Devi Shrine Board, Katra . This is for the second time that Dwivedi has been handpicked for this assignment with the Shrine Board. Earlier also he has served the Board for about two and a half years in 2000-2002. He has vast experience in Administration and besides very successful tenure as Additional CEO, SMVD Shrine Board he has also worked as DDC/ DC Rajouri, Director Education, Jammu and DC Leh/ CEO LAHDC. Dwivedi shall be taking over charge from Puneet Kumar, IAS (1993) who was on State Deputation from the Central Government upto 31st December.

2007 batch IPS joins Police Academy
The Diamond Jubilee Batch of the Indian Police Service i.e. the 2007 Batch joined the Academy today. The Director of the Academy, Dr. G S Rajagopal welcomed the Batch in a simple yet graceful ceremony. In a very motivating message to the Batch, the Director Dr. G S Rajagopal stressed upon the need for these young men and women to have extremely high standards of ethics and morality. He further stated that the young men and women entering the service were required to be both physically fit and mentally tough alo with being sensitive and caring human beings. The Batch strength for the 60th Batch of Regular Recruits of the Indian Police Service stands at 97. There are 13 lady officers and 84 gentleman officers in the Batch. Along with 90 probationers of the Indian Police Service, the SVP National Police Academy will also be imparting training to 4 officers of the Royal Bhutan Police Service and 3 officers of the Maldives Police Service. The profile of the Diamond Jubilee Batch is as follows:

Cluttered Airports

I am so much delighted to see that number of air travellers has been going up day by day. At the same time there is an urgent need for paying attention to bare minimum comfort of air travellers ,who face a bundle of woes when their flights are delayed. I would suggest that powers that be, did surprise checks in "security check" areas at different airports & then lay down a policy, without any loss of time. With winter vacations being round the corner, corrective measures should be taken on a war footing. This needs to be addressed mainly in Delhi, Mumbai, Bangalore, Chennai & other B & C grade cities.

What about inefficient and corrupt officials ?

We talk about promotion, extention of retirement age to 62 etc about central services officers.But what about weeding out the inefficient and the corrupt? A study in a southern state has shown that 36% of the IAS officers are not entrusted with any job due to their total inefficiency. The efficient ones shoulder more than one department and others enjoy. There should be a system not only for promotion but also for forcible retirement based on confidential reports..

Death of four persons in Hyundai Car Company
Death of four persons including young engineers while attending
to some repair work in a septic tank in Hyundai car company's plant in Tamil Nadu a few days ago has once again highlighted the need for stringent safety measures and corporate liability in the event of any accident. The Hyundai company appears to have washed of its hands saying that the deaths occurred due to not wearing of masks and taking adequate precautions . Every year according to figures given in Tehalka 22,327 deaths of sanitation workers occur while cleaning sewers.. Under Jawaharlal Nehru Urban Renewal Mission Rs. 120236 crores are to be spent over a period of seven years for improvement of urban infrastructure of local bodies out of which 40% has been allotted for drainage and sewerage work. One can only hope that health and safety concerns of sanitation staff have been adequately taken into account so that increase in length of underground sewerage does not lead to increase in no of deaths of sanitation staff.

In a significant move which will bring about socio-economic development of the backward areas of Bastar region predominantly inhabited by tribal population in Chhattisgarh state and further the industrial progress and mining activities in the region, Indian Railways have taken a momentous step to expand the reach of its network in this backward area meeting the long pending demand of the local populace. In a shining example of Public-Public Partnership, Ministry of Railways, Steel Authority of India Limited (SAIL), National Minerals Development Corporation (NMDC) and State Government of Chhattisgarh have come together to construct a 235 kilometres new broad gauge railway line from DalliRajhara to Jagdalpur via Rowghat in Chhattisgarh.A Memorandum of Understanding (MOU) in this regard was signed in Delhi on December 11, 2007 among these four agencies.Mainly present were Indian Minister for Railways Lalu Prasad,Indian Minister for Chemical & Fertilizers and Steel Ram Vilas Paswan, Chief Minister of Chhattisgarh Dr. Raman Singh and Indian Minister of State for Railways R.Velu. The signatories to the agreement were K.C. Jena Chairman Railway Board; Shivraj Singh Chief Secretary with Government of Chhattisgarh; S.K. Roongta, Chairman SAIL & Rana Som Chairman and MD, NMDC.
