Puri to head Joint venture company ?
Grapevine has it that CMD of the BHEL A K Puri is being appointed Chief of the NTPC-BHEL Joint Venture Company. It may be recalled that the Bharat Heavy Electricals Ltd (BHEL) and power utility NTPC Ltd have signed a pact to jointly undertake project implementation work in the power sector in September.

D P Agrawal to move from UPSC ?
Grapevine has it that Member of the Union Public Service Commission D P Agrawal is being moved to some other constitutional assignment. Why did he meet the President ?.

Chandan Rai to be CMD of NTPC !
In all probability, Chandan Rai will succeed T.Sankarlingam as CMD of the NTPC.

Will IAS head NHPC ?

With the NTPC top post again going to the departmental candidate (s), the Union Power Minister has only one choice to accommodate the IAS officer from Maharashtra whose name he had sponsored for NTPC and which was rejected by PMO. That is if the Minister decides to cut short the tenure of SK Garg, CMD, NHPC whose performance has been under watch of the Power Ministry for quite some time. If it happens, it will be for the third time that NHPC will have an IAS officer at its helm of affairs. In early 80s, PM Belliapa
headed NHPC for about 20 months. In 1993, AK Dua was made CMD NHPC for almost the same period.

Hasmukh Adhia writes a book
Hasmukh Adhia, IAS (1981 batch) from Gujarat, has come out with a book called "Reinventing Government through HRM Strategies" published by ICFAI University Press, Hyderabad. The book contains a lot of research based findings and strategies that worked in Human Resource Management in Gujarat. Adhia worked for three years as the Principal Secretary to Chief Minister of Gujarat and he is now on a study leave of two years pursuing Ph.D. on "Impact of Yoga on Management". He is a gold-medalist from IIM Bangalore.

Establishment Officer P K Mishra, it seems, has won the hearts of IAS officers. This is evident from a letter written by a senior IAS officer to the EO.IAS officer reportedly after his meeting with the EO could not resist to write a personal letter saying "I have on several occasions met your predecessors and other senior officers. But it is not always that you are made to feel welcome and respected as a member of the service. You are in a position where almost everyone who comes to meet you has a problem to discuss or a favour to ask of you. As the grapevine has it AICC general secretary Rahul Gandhi wants Congress's students wing "National Students Union of India"(NSUI) ready at college level. He has asked for constituting college units by the year end. Then he is expected to do video conferencing with chiefs of such units to get first hand information.

Unnecessary discussion in this column

I think there is unnecessary discussion given in this column regarding the posts of Secretary of a Department. Let one understand that the Secretary is head of a Department and should be manned by only IAS. The service is meant for that. What else IAS is supposed to do then. The so called professionalism to man the top level posts is very much ingrained in the IAS. They are trained for that. The officers have working knowledge in the departments they head. Country has been managed so far and there is no doubt in the service rendered by IAS. Whether one agrees or not IAS is the premier service. No one should have any doubts about it. Let's count how many of these people criticising IAS did not try for IAS and failed in their attempt. It has become a fashion for every one, politician, judiciary, journalists, NGOs etc, to keep commenting on and criticising the IAS. I think its not necessary and one must concentrate on what one has and not what one doesn't have. This typical attitude needs to be changed for the good of the country.
I know this will attract lot of criticism from our friends from other services. I request all IAS officers to refuse replying to any of them and concentrate on what we can for the country and society.

Anomoly should be done away

The HT on Dec 17, 2007 carried a story of an investigation against a senior officer of the AICTE for claiming both his pension and a salary. I simply do not understand why pension and salary upon re-employment must be related. Pension is for past service rendered and payable in full after 33 years of employment. If an officer is re-employed why does the pension have to be adjusted at all since the re-employment period is outside of pensionable service? In all western countries such complications are not there and a clear-cut distinction is made between regular service and re-employment and the two are not related. If an outsider is employed on contract basis do we pay him/her the differential salary only? It's time this anomaly is done away with.

The World stunned by the sharp contrast. How can this be that this poor Grasshopper allowed suffering so? *

Medha Patkar** *goes on a fast along with other Grasshoppers demanding that Grasshoppers be relocated to warmer climates during winter.*

The *Internet* is flooded with online petitions seeking support to the Grasshopper (many promising Heaven and Everlasting Peace for prompt support as against the wrath of God for non-compliance) . *

Opposition MPs *stage a walkout. Left parties call for "Bharat Bandh" in West Bengal and Kerala demanding a Judicial Enquiry.

CPM in Kerala immediately passes a law preventing Ants from working hard in the heat so as to bring about equality of poverty among Ants and Grasshoppers. *

Lalu Prasad *allocates one free coach to Grasshoppers on all Indian Railway Trains, aptly named as the ' Grasshopper Rath '

Finally, the Judicial Committee drafts the ' *Prevention of Terrorism Against Grasshoppers Act ' *[POTAGA], with effect from the beginning of the winter.*

Arjun Singh *makes '*Special Reservation *' for Grasshoppers in Educational Institutions & in Government Services.

The Ant; fined for failing to comply with POTAGA and having nothing left to pay his retroactive taxes; its home is confiscated by the Government and handed over to the Grasshopper in a ceremony covered by NDTV.
