Secretary level changes in GoI this week
A couple of Secretary level postings are being made this week. This include Telecom, Banking and Defence Production.

Nand Kumar to continue in Food
Nand Kumar is going to continue as Secretary Food in the Government of India. Prime Minister has a feeling that 1972 batch Jharkhand cadre IAS officer Nand Kumar is doing a good job as Secretary Food. Earlier his name was in circulation for the post of Secretary Defence Production.

1974 batch IAS officer is likely to be appointed Secretary Defence Production.

Chairman vs General Manager Railways
As predicted by Whispers, Sukhbir Singh will be promoted and posted as Member (Electrical) Railway Board. Delay in promotion is attributable to opposition from K. C. Jena, Chairman Railway Board. While Jena was under vigilance scanner, Sukhbir Singh was trying for the post of Chairman superceding Jena and other members. Now tables are turned and though the Ministry has given vigilance clearance to Sukhbir Singh, His case has been sent to CVC by the Board with a view to cause delay. As noted by our correspondents in Forum, whether delay in filling up of posts of Member (Electreical) and Member (Staff) has deleterious effect on the working of the Railways is nobody's concern.

Nagi is back from Goa
Ramesh Negi is back to Delhi from Goa. On return 1984 batch UT cadre IAS officer Negi is likely to be posted as Secretary Urban Development.

Somesh Goyal has been posted as IG(HQ) in BSF in Delhi after a successful two year stint in Kilkata as IG South Bengal Frontier.1984 batch Himachal Pradesh cadre IPS officer Goyal received Maharana Pratap Trophy for Best Border Management for 2007 on occasion of BSF Raising Day. In 2006, the Wildlife Department of West Bengal had also given Goyal and his team the 2006 Wildlife Conservation Award.

Harassment of exporters by EPCH ?
Hundreds of small and medium exporters are facing difficulty in getting reimbursement of Market Development Assistance (MDA) from the Export Promotion Council for Handicrafts (EPCH). Government has not fixed any time limit for the EPCH to clear payment with the result that list of pending claims as displayed on the website of the EPCH is increasing. The Development Commissioner(Handicrafts) Dr.Sanjay Agarwal is looking into the mismanagement of MDA scheme by EPCH.

Reports pouring in from different walks of life have indicated that Gujarat Chief Minister, Narendra Modi, will have the last laugh. Reason for this is that despite stiff resistance from certain quarters, there has been no fading in sheen of Modi's "poster boy image" as far as the Bhartiya Janata Party (BJP) is concerned.

According to a recent survey the ruling Bhartiya Janata Party (BJP) is ahead in Gujarat where assembly polls are to be held next month. This is solely being attributed to Gujarat Chief Minister Narendra Modi's popularity. If polls were to be held tomorrow then BJP's tally in Gujarat would be "plus/minus, five seats".

Is it justified to raise retirement age ?

The Central Government is considering to increase the retirement age of government employees to 62 years from 60. The few bureaucrats have advocated before the Commission that by increasing the retirement age, the government shall be able in postponing its pension liabilities by 2 years. But what about the huge salary expenditure, which shall be incurred for 2 years on lakhs of government employees. The loss of depriving the youths for 2 years from jobs can not be imagined.

It is against natural justice

After economic liberalization based on competition and openness, it was expected that the administrative reforms on above lines will also take place. But still we are posting only IAS officers for all important posts without consideration of merit. It is as if all IAS officers have to be given the highest post irrespective of suitability. It is against the natural justice and de-motivating to many Indian citizens who are bestowed with talent to occupy a particular post. Let us see how long the Brahamanical culture of such nature will continue.

Media should stop playing God

What a sham and a what a grandiose delusion the media foists on the gullible people of India. The media , fancies that it can make leaders, it can bring about its own reality , and can establish their 'desired' effects and results, through sms polls... Do the contestants, the voters are aware of what the real issues , at the grass-root level are.... It is sad, that officers , who otherwise cannot make much impact on the lives of the people, take this 'PowerPoint' route of self-projection and self aggrandizement, for the satiation of their own egos.... can anyone check what actually , they have done in their respective fields. If speeches, and debates can make a leader, why launch a media search for leaders.. our existing leaders would not be found wanting for the gift of the gab. Its high time media stopped playing God, like kids playing adults.. One would only hope , that media and those who are impressed by their tantrums, that they are totally out of touch with reality. Gujarat has proved it.

She can start with her own Postal Department by ensuring that Postmen who are Government employees stop asking for baksheesh during Holy Diwali etc. Can she also explain why a letter posted in Gurgaon takes 8 days to reach NOIDA, 50kms away. Also why does it take 8 days for a SPEEDPOST letter to travel to Chennai from Gurgaon. I request her to address these issues before venturing to rout out corruption at the national level

I think, the Government took the right decision in showing Kiran Bedi her limits. No one is superior than the Government. One cannot take the Government for granted and take their own decisions and then try to put pressure on the decision makers. Moreover, an officer with such attitude would not be suitable for a sensitive post like CP, Delhi.

SAIL's Kulti unit to Reopen

A new era dawned at Kulti on Christmas day as Ramvilas Paswan Indian Minister of Chemicals & Fertilizers and Steel inaugurated the commencement of activities for operation of SAIL's Kulti unit that was shut down in 2003. It may be recalled that at the inauguration of IISCO Steel Plant last year Paswan had resolved to reopen the Kulti unit within a year. 'We are grateful to the Prime Minister and the Finance
Minister who stood by us to give practical shape to our dream of brining a better life to Bengal', said Paswan.He was joined by his cabinet collegues Pranab Mukherjee Minister for External Affairs & Priya Ranjan Dasmunsi Union Minister for Information & Broadcasting and Parliamentary Affairs who were also present on the occasion at Kulti, West Bengal.The trio along with Basudeb Acharya ,Bansagopal Choudhury ,Ramchandra Paswan(all three MPs),R.S. Pandey Secretary, Steel Govt. of India & S.K.Roongta Chairman Steel Authority of India Ltd(SAIL)were at Kulti to declare open the Kulti unit of SAIL that was once a leader in Spun Pipe manufacturing in the country.According to Paswan the Kulti shall become operational in about four months.The Kulti unit has been christened as SAIL Growth Works, Kulti.M Singh, Executive Director (Growth) has been put in charge of the new unit & posting of executives from other plants to Kulti is in progress as per requirement.

IFFCO signs an MoU with Senegal
The Indian Farmers Fertilizer Cooperative (IFFCO) has signed a Memorandum of Understanding with the Senegal Government for revival of 6.6 lakh tonne capacity Phosphoric acid plant in Senegal. The Industries Chimiques de Senegal(ICS) is a joint venture company with Government of India holding 6.97 per cent , IFFCO 19.1 per cent and Government of Senegal 47 per cent of the equity. Under the MOU, IFFCO will invest 100 million dollars in the next three years for increasing the production to the optimum level of efficiency at approximately 600,000 tonne. IFFCO will also provide a loan of 10 million dollars to the company repayable on priority. Under the MOU, IFFCO will handle the existing debt of the company to ensure its repayment to the Senegalese banks and international financial organizations in 15 years and those to the trade creditors in 2 years.The IFFCO led consortium had made an offer to inject 80 million dollars in July this year for recapitalisation of ICS but the move suffered a set back after the Senegalese government signed a deal with Gruope Roullier (RG) of France in November this year. The agreement with RG threatened the availability of Phosphoric Acid to India under the long term off take contract but would have also led to management control of ICS in the hands of the French company. Secretary, Department of Fertilisers Dr. J.S.Sarma led the Indian delegation at the detailed negotiations leading to the signing of the MOU.
