Promotion orders of two 1977 batch UP cadre IAS officers G C Chaturvedi and Shekhar Agrawal to the rank of Additional Secretary in the Government of India are expected to be issued in a week or two.

Post of DDA to be upgraded
1974 batch UT cadre IAS officer Dinesh Rai is going to continue in the DDA. The post is being upgraded to the rank of Secretary in the Government of India.

HPCL commissions Asia's 1st LPG cavern storage project

The Hindustan Petroleum Corporation Ltd(HPCL)of which Chairman cum Managing Director(CMD) is Arun Balakrishnan,has commissioned Asia's 1st LPG cavern storage project at Vishakhapatnam.This is highly creditable for Arun Balakrishnan who became HPCL's CMD in April 2007.The LPG cavern storage project which has a capacity of 60000 tonnes.Its cost Rs.333 crore.Most significant aspect of the LPG cavern project is that,that will facilitate in bringing down prices of LPG in India.LPG in this can be rolled six times.

S Sundari Nanda, who is returning to Delhi Police from central deputation, will be the new Additional Commissioner of Police (PCR). DCP D P Verma will now join Battalion in the same rank. D S Norawat has been moved to Home Guards as Commandant. Bhupinder KumarACP has been promoted as DCP.ACP (Vigilance) S R Meena has been transferred to Supreme Court Security in the same capacity.

GoI and AP Government at loggerhead
Government of India and Andhra Pradesh Government are reportedly at loggerheads over the creation of ex-cadre posts. Government of India thinks that creation of ex-cadre posts is violation of rules. The AP Government has created 11 ex-cadre posts at senior level and about 75 posts at other grades.

This is the second consecutive time that NBCC bags this prestigious SCOPE award as it won the award in Turnaround Category in the year 2005-06 as well. It may be mentioned that NBCC, over the last six/seven years, has been putting up outstanding performance and its multiplied jump in all the key performance parameters during these years has also earned the Corporation, the 'Top Ten PSUs' Awards of the Government of India for the years 2004 -05 and 2005-6. According to its CMD Arup Roy Choudhury, the company, since 2001, has taken up many new initiatives in its stride by adopting new business strategies in order to make turnaround for the company. He also says that in order to maintain a sustained growth, the company today, has ventured into new booming and profitable areas of operation, such as Real Estate, Power Generation works etc. Shri Roy Choudhury while talking about many recent large value contracts bagged by the company in new areas, cited of 1000 MW Power Plant project at Chhatisgarh, Pravasi Bhartiya Kendra Complex - a Green Building project in Delhi, Real Estate projects at Okhla (Delhi) & Kolkata etc. and also mentioned about Company's future target of achieving Rs.4500 crore turnover by 2011-12.

Narendra Modi's triumph likely

Reports pouring in from different walks of life have indicated that Gujarat Chief Minister, Narendra Modi, will have the last laugh. Reason for this is that despite stiff resistance from certain quarters, there has been no fading in sheen of Modi's "poster boy image" as far as the Bhartiya Janata Party (BJP) is concerned.

According to a recent survey the ruling Bhartiya Janata Party (BJP) is ahead in Gujarat where assembly polls are to be held next month. This is solely being attributed to Gujarat Chief Minister Narendra Modi's popularity. If polls were to be held tomorrow then BJP's tally in Gujarat would be "plus/minus, five seats".

Gujarat is more enlightened state in India

Modi's win has proved that Gujarat is the most educated and enlightened state in India even compared to Kerala and Bengal, the so called highly literate states. The people loved the man who talked only about Gujratis and not about Hindus, Muslims, Kolis and Patels. Congress as their wont tried to bring in casteism and communalism. Every one appeared to be against him. The vituperative English visual media carried a campaign against him.

In support of other services
It's a pity that the IAS corners all top positions in government. These top posts are not, contrary to popular myth fostered assiduously by the IAS, repeat, not encadred in the IAS and any one with requisite experience can man these posts as per even existing rules. Examples of M/s Shahi (Technocrat, Secretary Ministry of Power), Jung (IAAS, Secretary Department of Civil Aviation), Krishnamurthy (IRS, Secretary Department of Company Affairs) are cases in point. The IAS keeps out the other services and economists/ technocrats etc by resorting to dubious means like deliberately delaying empanelment of other services, keeping them out of the empanelment process etc. Services like the Indian Economic Service are kept out by slowing their promotions. The IRS is kept out by delaying promotions and empanelment. The IAAS is kept out by nominating retired IAS officers as C&AG and keeping them under the thumbs of the IAS. And the myth is perpetuated by writing long pieces on sites like whispers about how these posts are "meant" for the IAS and much hand wringing about the role of other services/ technocrats/ economists being confined to "what they have been recruited for" and homilies on "serving the nation". The truth is that be it in matters of hogging top posts unfairly, keeping all possible perks, housing, air travel, training, deputations, empanelment confined to themselves; throwing all norms to the wind, the IAS has no parallel. It is truly unparalleled. Had Kiran Bedi been an IAS officer, she would not have been treated so unfairly as she was.

Congrats Income-tax department

The Central Government's collections from direct taxes are going to surpass indirect taxes this fiscal. Already for the year ending 2007-the direct tax collections are more vis-a-vis indirect taxes. The officers and staff of the Income-tax Department should be congratulated for having achieved this onerous task. Infact, not many people know that majority of officers would have already foregone their Christmas vacations so as to meet the assessment targets. Keep it up and the nation is proud of you. Keep up the good work.

For every upright and courageous officer like Dr. Kiran Bedi, our country has a 100 Ravis who will want submissive, yes sir officers who will never seriously address the issues of corruption and malaise which are hindering progress in our country. Dr. Bedi brought positive changes wherever she worked no matter how unimportant the post may have been. And thankfully the Magasaysay Award selectors are not influenced by such sycophantic mindset and have therefore recognised her contribution.
