D M Mitra's book 'Understanding Indian Insurgencies' has become a text book in the prestigious Leeds University in UK .
The information is available at http://lib5.leeds.ac.uk/rlists/history/hist3660.htm . This nearly hundred years old university is one of the largest universities in UK . D. M. Mitra, 1983 batch IPS from MP, is Director of National Institute of Criminology & Forensic Science (NICFS) in Delhi .

Punjab and Haryana High Court Chief Justice Vijyender Jain today administered the oath of office to five newly appointed judges of high court. How to rid revenue raising departments of corruption ?

The budget revenues consists of direct and indirect taxes, it is necessary that there is internal consistency between them and revenue policy has to take care of this dimension of resource mobilization perspective. Departmental-compartmentalized-outlook is out of sync with times. A comprehensive view is needed. Also, empire building is not what is needed. We should realize that revenue boards are after all instruments of state policy and are not ends in themselves ! Let us not forget this basic fact.How to rid revenue raising depts of corruption and "dependence" on CAs for assessments? This is the real question.

We need to respect talent within the country
I strongly feel that we should give an opportunity to one of the local cricket icons like Mohinder Amarnath or Venkatesh Prasad to be the official coach. We need to respect the talent within the country.... If a cricket crazy nation like ours cannot produce or find a competent cricket coach, it is truly a shame.. We have them all.. We only need to trust them and give them the opportunity and space to perform rather than battle with each other in the dressing or board rooms.

All about corruption
I fully endorse the views expressed by Col Dewan reagarding corruption. In this country a small person or small dishonesty is only treated as corruption and punished, the bigger and looters of thousands of crores of rupees of the public funds and stashing away in Swiss Bank accounts are the respected individuals because they can use their ill-gotten money to tilt almost every institution to favour them. If all the contracts being awarded by the public concerns - be it defence, railways, telecom, DDA, power sector, highways, oil & natural gas exploration and any sector for that matter - it will be revealed that very less public interest is evident but most of them are merelly to mint/siphon the public funds by a few corrupt politicians, bureaucrats, technocrats because at the end of the day the works never get completed at all or are very badly delayed without any penalties for the delays on the contractors. The cleansing of the corruption has to start from the very top , the politicians, top bureaucrats, technocrats and chief executives. Punishing low level corruption and poor low ranking officials will never send the signal but punishing the very top definitely will send corrective signals in the system. Is the CVC which is the central corruption controlling or so to say agency or the PMO listening to put the country little higher on the Corruption perception Index of TI.

Plight of ISS officers
I fully agree with the observation made by P K Misra on service condition of ISS. All big people while addressing any problem or the possible solution quote figures. Have they ever thought where from this figures come? If the figures are not available what problem the nation will face in making developmental planning? Or if the figures are misleading what will happen to the planning process? will it not land us in UK if we intend to land Japan. If we need development and social reforms we should have correct and timely information which is to be generated by ISS officers. If the condition of the service is not improved vis a vis other services it will be difficult for them to work with high morale. Just see in DIPP office of EA there is one ISS at JAG level officer generating the data but there are one HAG 3 SAG may be 3 JAG officers to play with the data. Is is fair? Cant a few more SAG level ISS officer be put there in place of other service. Let the head be from that service. Similarly there are many departments where the ISS officers are doing a lot of work but in career advancement other service officers are taking advantage. Is it that the cadre controlling authority of this service is not vested with a powerful ministry like Home, Finance etc. If development is the need of the hour, it is important to motivate the people who are responsible to generate data base of various kind.

Aaja Nachle issue
Regarding the issue of Aaja Nach Le, while no one is with the use of any derogatory remarks, it is surprising and painful to see that our politicians, who do not seem to have time to uplift the economic status of the downtrodden, do find time to place bans and issue summons against the film producers and the writers.
The basic issue they do not understand is that the only way to stop such remarks in the first place is to uplift the downtrodden. This aspect will never be touched because if Buta Singh and Mayawati uplift the downtrodden, who will call them God and keep their coffers overflowing.
