While everyone will surely agree that there is no substitute for Hard work and Honesty, at the same time we also see the reality that no hard working and honest individual is allowed to be so. Isn't there an irony somewhere here? We have persons who has lived their most productive years dedicated to some good cause, succumb due to the very issues they stood up for. They are asked to justify their rightful acts while others who exactly do the opposite are allowed to prosper and go about doing their bit only for themselves and destroying the society in the process. People get suspended or transferred for doing what they were supposed to do in the first place. The very officer, who at the time of interview would call for all the ideals from a candidate, suddenly changes his/her idea of what is expected from a worker once the person gets selected and serves the organisation. Moreover, it is seen now that Officers/ bureaucrats joining an organisation do not even bother to know the objectives and ideals based on which the foundations of any organisation rests on. It is felt that these very persons on whom the growth of an organisation depends on, totally oppose and disregard any positive development made by their predecessors, and in taking their turn to create an imprint in the life of the organisation, end up only in confusing the workers or at best "reinventing the wheel" again and again. However, one must not lose the fact that all necessary progress reports and even putting up Publicity shows are well put in place by them, of course authenticity questionable. Events like the Vigilance Awareness week too are not missed with all the rhetoric and lose talk. Answers to every common query are provided at the drop of a hat on damage control mode and which always fall flat on verification. Pointing questions however are lost all the time. Organisations, which are expected to be functioning in motivating others, are often themselves engaged in petty squabbles within, due to maladjustments between the authorities and the workers. We often talk of Empowerment. Whose empowerment are we meaning when new ideas coming from workers are not being promoted. Transparency too is understood as another prerequisite parameter for good administration. Again, here too no whistle blower is encouraged for asking basic information. As for the accountability of their action(s), the less said the better. Orders are being belted out not in file but verbally, processing of cases done on selective basis only, beneficiary selection is limited totally to the known people only, expenditure carried out only in areas where the officer is comfortable with, not where it is most needed etc. Though enough funds are provided for carrying out various programmes, it is always the same stereotyped variety which gets supported especially of the kind where the monitoring is difficult to gauge after a few months or the impact is negligible for anyone to track. As for the growth of the organisation itself, none seems to be bothered especially in matters regarding the promotion of staffs. Instead, persons are taken in, on one's sweet will for filling in the higher posts. Identity of the regular staffs are lost. Human Resource Development of the staff through trainings and exposure courses are always thumped down. However at the same time we see the authorities take every opportunity to travel to every picturesque location or places of pilgrimage, and trips outside the country are up for grabs amongst the officers themselves. It is indeed sad on the part of organisations where instead of celebrating decades of their existence, end up somewhere trying to rework their mode of operation opening up debates and questions from all concern. In the process, the vision and mission with all the short term, mid term and long term goals in place years ago, are squashed with no new path drawn up. Confusion reigns. Though seemingly in construable, the above scenario is true, because I am myself in one such central government organisation, and the lack of transparency again prevents me from revealing any name. Whose responsibility is it anyway? Kyntiew Burom Rani Good views on corruption Col.Satish Diwan's write up on corruption (WIC Forum 5 Dec. 07) makes excellent reading. Apart from erudition the article contains meticulous calculations to demonstrate the implications of corruption by government servants in monetary terms. Kudos to the Col. I nevertheless differ from his assumption that corruption is a post independence phenomenon. As a matter of fact corruption is as old as the tradition of service under the government. Chapter VI of Kautilya's 'ARTHASHASTRA' deals with the regulation of service under the State. Chapter VI (iii) & (iv) deal exclusively with the common modes of misconduct by government servants and the punishment to be meted out respectively. There are 28 types of misconduct listed in the book and these cover the ones listed in our modern day conduct rules or for that matter in the prevention of corruption act as well as the IPC. The misdemeanors included in the ancient treatise are, favour for bribery, extortion from or exploitation of public for personal gains, diversion of public resources for personal use by the government servant himself or for use by some member of public for pecuniary gains, falsification of records, misappropriation and embezzlement. The punishment laid down ranges from fine to even death in certain circumstances. The book also contains elaborate guidelines for prevention of corruption by encouraging informers through lucrative incentives. Kautilya's 'Arthashastra' should be made part of curriculum for the foundational course. Apart from being highly informative, it is an excellently composed treatise in Sanskrit and reading it is a literary treat. Those who aren't comfortable with Sanskrit could try Rangrajan's (ex-IFS officer) english translation published by Penguin. N N Ojha Politicians want people to be illiterate and poor I entirely agree with Kishore. The interest of politicians is in keeping
the citizens illiterate, poor and downtrodden. Thus ensuring that votes
and notes flow freely. What else can explain the plight of our masses
after so many 'garibi hatao' and 20 point programmes right from the
day of independence(?) Independence? From what? Those getting fat after
eating 4 to 5 nutritious meals a day, hanging around in a metropolitan
city, mostly at somebody else's expense, cannot possibly understand
the degree of poverty and lack of freedom (and everything else) at the
door (if he has any!) of an average Indian. Really sad... some people
are able to misappropriate everything that is meant for somebody else.
