in the Union Government. I have had a lot of chance to interact with
her on the misleading advertisements issue, which is an initiative,
being driven by her Ministry. Ms. Sirohi sets an example for other officers
all over the country and her qualities of sincerity, probity and dedication
are worth appreciating. I wish to use this forum to congratulate her.
May her tribe increase! No parity in promotion of IFS officers Government of India (GOI) had given parity to the Indian Forest Service (IFS) officers with the Indian Police Service (IPS) officers. However because of the non-availability of posts at various levels the carrier progression of the IFS officers was not moving with desired manner. Skewed recruitments in the forest service between 1982 to 1990 led to discrimination in promotion at the state level. In case of police service, the officers have already been granted high scales in a time bound manner through the creation of ex-cadre posts. The officers of the Indian Forest Service have been languishing at same place for years without promotion due to non-creation of posts in the Ex-cadre. The central government has now directed the Jammu and Kashmir government that all officers of IFS be prompted in a time bound manner. In a DO letter the Central Minister of Environment and Forest has given clear instruction to the Chief Minister of the Jammu and Kashmir that guidelines issued by the central government in this regard be followed in latter and spirit, so that the larger interests of conservation of forestry and wildlife research of the country is ensured. Central government has also directed the state government that all the formalities be completed in six-month advance for a particular batch that is going to be promoted by the creation of required numbers of posts in the ex-cadres so that all the officers of the batch are promoted in one ago. It has also been mentioned in the DO latter that all irregularities that have been committed during the past should be set right. Non availability of the posts will not be a hindrance in the promotion of an officer, who has completed minimum required numbers of the years for that post , as it be now mandatory for the government to create post for him in the ex-cadre . The state government has also been directed to fulfill the state deputation reserve and central deputation officers in the states and union territories. The minimum year of service has been fixed for the CF, CCF and additional PCCF as 14, 18 and 25 years respectively. It is pertinent to mention here that the Union Minister for Forest, K Raja has written this letter directly to the Chief Minister, Ghulam Nabi Azad and desired that no violation of these guidelines shall take place and the IFS officers be promoted in a time bound manner as per the guide lines issued by the Government of India in this regard.
