Monograph on Insurgency Written by Mitra Published in USA

D M Mitra (IPS/MP/83) did MS in NPS, Monterey, California, USA, in 2005. His thesis work on insurgency was highly appreciated there. Based on his thesis, the prestigious Strategic Study Institute of USA have published a monograph. This is no mean achievement, given the prestige that the Institute enjoys among the strategists and academia around the world. My choice is-Late Tajwar Rahman Sahni

Since you have asked your readers to name the top bureaucrat of this country, I would like to name Ms. Tajwar Rahman Sahni (IAS, MP 1972) as my choice.
Ms. Sahni did commendable work in the area of computerisation of land records, which led to a drastic decline in the levels of corruption in the Revenue department of Madhya Pradesh. She first introduced this initiative during her five year long tenure as Commissioner, Land Records and then in her stint as Principal Secretary, Revenue.

My most enduring memory of her is when she was driving a ramshackle old Mahindra jeep in the fields of some nondescript Morena village in the scorching summer sun. It was a terribly hot May afternoon and this was a dacoit infested area. Undeterred, Ms. Sahni drove through this heat and dust with no more than a peon for company in the jeep. Mind you, her husband (at prsent the MP Chief Secretary) was, at that time, the top official of Gwalior Division and she could have had any number of police escorts that she desired.
In times when petty officials fall over each other on issues like who has the newest red-beacon totting car and who has the maximum number of sentries posted at their bungalow, her simplicity simply stands out.
May her soul rest in eternal peace.

Make this site forum of anti-corruption work
Lot is being said & discussed about the prevailing level of corruption indulged in by the public servants in India. It is surprising that your website even do not ever discuss this. It wil perhaps only be appropriate to start a dedicated forum on the anti-corruption policy of the Government agencies involved in the anti-corruption work and the problems being faced in combating this malaise in the society. This forum will at least give a release valve to vent their pent up feelings of all those who are sincerely into the business of controlling the corruption being perpetrated by those mighty people with whom they are very poorly equipped to take up because of the defective design of anti-corruption machinery in which the performance of the anti -corruption persons is rated by either the corrupt or firm supporters of corrupt practices in the organisations. It will also enlighten those who have designed the defective anti-corruption establishments and sometime correct these abberations if at all one is serious about controlling the corruption if not totally eliminating it from the Indian public working.

It is good that the Indian Railways has been able to jack up its revenue while winning international accolades for Railway Minister Mr.Laloo Prasad Yadav.I take the opportunity of drawing attention of concerning authorities that maintenance of railway coaches/wagons coupled with more alert and re-oriented staff in trains would go a long way in giving a fillip to image of the Indian Railways.

Aaj Ki Aawaz

When I return home form work after greeitng the wife and kids I usually go into my den and there I am greeted by my dog Napoleon, a Boxer. Today when I entered my den the TV was on full blast and I sat in my favorite chair and waited for Napoleon to come and greet me, but he ignored me and kept watching the TV. When he ignored me for some time I called out to him angrily and he got up reluctantly and came and sat in front of me.

Me: What's wrong with you….. aren't you supposed to be trying to get my attention???
Napoleon: Boss I'm on strike!
Me: Now this is a first……. chalo why are you on strike???
Napoleon: Boss I want a real salary !!
Me: What…….. but you are a family member????

Napoleon: Nice one…… you say this to Ramu and Geeta ( my servants) and get them all mushy so that you pay them less and make them work more….. well Boss it's not going to work with me…… salary or my strike continues.... and I also want some fringe benefits!!!
Me: Fringe benefits????

Napoleon: Like when you or Ramu take me for a walk , we should walk as if I'm taking you or Ramu for a walk…… I'll walk at the back and either of you walk in the front and it'll look as if I've chained either of you for a walk. Then both of you pull me just as I want to pee or do poo-poo ……. I choose the place and do the needful….. no pulling me to your choice site to do the needful!!!
Me (playing along) : Okay now tell me how much do you want???

Napoleon: See the dog on the sixth floor tells me that his House has 24 hours Security and guards come in 3 shifts and his Boss pays Rs. 9000 per month…. that makes it Rs. 3000 per guard for a 8 hour shift. I'm here 24 hours …. but looking at our long term relationship and the fact that I get my boarding and lodging here I'll settle for Rs. 4000 per month.

Me: Okay if I pay you this salary what are you going to do with money???
Napoleon: Boss I see this Travel programme on TV everyday …… then there is this programme on gadgets…….. well I want to travel and own some of these gadgets!!!
Me: So you'll also be also demanding leave time????

Napoleon: Well I didn't want to shock you in one go…. so I had decided to demand a salary first and in a few days I would have come up with my demand for leave!!!

Me: But from where did you get the idea of going on strike???
Napoleon: Well I've been seeing the news on TV and I see humans going on strike to get their demands met…. so I decided to do the same…. in fact I'm contemplating getting all the dogs in this building or locality to get together and form a Union !!!

Me: Okay but with just Rs. 4000 a month how are going to travel and buy gadgets….. both are very expensive???

Napoleon: Well Boss you know that Pomeranian who keeps coming up to me when you take me for a walk…. his name Jugaad and his Boss is a Stock Broker and he tells me that from his Boss he's got a plan whereby I can multiply my money very fast!!!!
Me: Go ahead!

Napoleon: Well he says that I should invest in Stocks and I should bet in the upcoming World Cup…. he says his Boss handles both!!!

Me: Yes looking at the way people are investing in the Stock Market it's also a kind of Sattaa or gambling!!
Napoleon: No no its very scientifically done….. there's no risk involved… he says his Boss has got a Systematic Investment and Betting plan!!!

Me: Looks more like systematically making suckers!!!
Napoleon: No Boss…….. some of you humans are really paranoid!!
Me: Yes and those are one's that keep dogs!
Napoleon: Very soon I'm going to be on easy street!!!

Me: Easy steeet..... do you know Mr. Baru who lived on the fourth floor.... well I hear he got entrapped in the talks of your friend Jugaad's Boss, the Stock cum Betting Borker ........and he threw up his well paying job.... I hear one day he told his Boss whose name is Hari Sadu that H stood for Hitler, A for arrogant , R for rascal and I for idiot...... he lost his job and he invested his money in your Jugaad's Boss's Systematic Investment and Betting Plan and today see what's happened...... he's on the road.... he had to sell his apartment and I see him roaming about on the street aimlessly!!!
Napoleon: Oh!!!!

Me: Gambling is considered as a vice..... only Casinos and Bookies make money .... punters always end up loosing. On Stocks due dillegence is the norm……don't you see the Risk Disclaimer that comes on screen after a IPO Offer is advertised????

Napoleon: Boss on the screen they talk about something fishy….. aha...... Red Herring Prospectus….. but it just flashes on the screen for a second and the print is so small that one can hardly read it……and sometimes there is some kind of warning but nothing can be understood as they speak so fast!!!
Me: But now I've warned you..... you can always come to me for advice!!!

Napoleon: See Boss I'm not getting younger .... in human years I'm way past middle age........ I want to give it a try and make it big...... and don't you humans say that every dog has his day????
Me: We humans also say ' there's a sucker born every minute'!!!!

Nine PSUs as Navratnas

The Government had identified nine Public Sector Enterprises (PSEs) in July 1997 that had comparative advantages and potential to emerge as global giants as Navratnas. These are: BHEL, BPCL, GAIL, HPCL, IOC, MTNL, NTPC, ONGC, and SAIL. These PSEs were given enhanced autonomy and delegation of powers to incur capital expenditure, to enter into technology joint ventures/strategic alliances, to effect organizational restructuring, to create and abolish below Board level posts, to raise capital from domestic and international market, to establish financial joint ventures and wholly owned subsidiaries, etc.
