IRS officers are competent and professionals I am really disgusted to read opinions like one given by Rajivratan.
I don't know his profession but he appears to be a typical IAS with
the old fashioned feudal mindset totally unaware of what is happening
in world. The resignation of some IRS officers is not due to transfer policy.
It is basically due to rotten bureaucratic structure (controlled by
IAS) and non-recognition of excellence and merit in this system. It
must be noted that such persons have got remuneration running into 40
lakhs to One crore per annum. Even Rajivratan ji would also recognise
that private sector/MNC dont pay anyone without any worth. In fact, I would say that IRS officers are today the most competent
and professional bureaucrat lot who needs to be given due respect, importance
and recognition. Otherwise, such brain drain would only accelerate in
future. I doubt that many IAS officers would be able to get such jobs
on the basis of their caliber/merit. They can get posting to IMF/World
Bank not on the basis of merit or capability but due to their cartel
and illegitimate relations with politicians. Time has come to realise this and have an open competition for all
higher posts and responsibilities. The country can progress in the twenty
first century only if it recognises the value of specialists, be it
civil servant or scientists or academician. This column has again become active-why? As the time for the AGT for IRS officers approaches, this column has
again become active. Contributor to the column, Rajeevratan, is correct
in suggesting that transfers are no solution for hardcore corruption
more so for the IRS as, in their case, the job content hardly changes
even with a transfer to a non-sensitive charge. Sadly, it is such officers and such accommodating seniors who are often
seen quoting the rule- book to the remaining 80% of the officers who
do not have influence and clout among seniors and politicians. Yes,
in our kind of set-up sycophancy does pay. And the sad thing is that this majority accepts such positive favoritism,
talks about it but never questions it. Instead, the majority tries hard
to somehow shift to this influential minority category. It is only when
those among the majority who feel threatened who seek legal remedy in
courts. Things will improve only when we challenge in the court such
positive favoritism, too. The CVC needs to go deeper into the malaise of corruption in the IRS
which has, successfully been able to have their DG (Vigilance) also
act as the CVO for the Department and reporting to another member of
the Service despite the CVC wanting the two posts to be held by different
persons with the CVO being from outside the IRS. The CVC can begin by
insisting that the CVO be from another service." Comment is absurd Why IAS wants to grab senior positions in IT and Customs ? Why IAS want to grab senior position in Income Tax & Customs&
Excise. Are efficient & upright officers in short supply in other
central services. Is it not a fact that cost of revenue collection is
one of the lowest in India. Further, the cost of collection of direct
& indirect taxes manned by these officers, is paltry as compared
to taxes collected by state which are manned by I.A.S. Yet deptt of
revenue is manned by IAS instead of technically sound official from
revenue services. The like of Rajivarattan are only interested in expanding
