IRS officers are competent and professionals

I am really disgusted to read opinions like one given by Rajivratan. I don't know his profession but he appears to be a typical IAS with the old fashioned feudal mindset totally unaware of what is happening in world.

The resignation of some IRS officers is not due to transfer policy. It is basically due to rotten bureaucratic structure (controlled by IAS) and non-recognition of excellence and merit in this system. It must be noted that such persons have got remuneration running into 40 lakhs to One crore per annum. Even Rajivratan ji would also recognise that private sector/MNC dont pay anyone without any worth.

In fact, I would say that IRS officers are today the most competent and professional bureaucrat lot who needs to be given due respect, importance and recognition. Otherwise, such brain drain would only accelerate in future. I doubt that many IAS officers would be able to get such jobs on the basis of their caliber/merit. They can get posting to IMF/World Bank not on the basis of merit or capability but due to their cartel and illegitimate relations with politicians.

Time has come to realise this and have an open competition for all higher posts and responsibilities. The country can progress in the twenty first century only if it recognises the value of specialists, be it civil servant or scientists or academician.
Further, IRS cadre is competent enough to take care of its cadre without the help of IAS.

This column has again become active-why?

As the time for the AGT for IRS officers approaches, this column has again become active. Contributor to the column, Rajeevratan, is correct in suggesting that transfers are no solution for hardcore corruption more so for the IRS as, in their case, the job content hardly changes even with a transfer to a non-sensitive charge.
What is the use of any transfer policy if those who are to implement it themselves work to nullify it? The transfer policy is there not to curb corruption as it is often made out to be but because of the 20% odd well-connected, worldly, street-smart officers who succeed in remaining in Delhi and Mumbai year after year. How? Obviously, because such sycophant officers are able to manage the coveted postings but also because our seniors who follow the same work-style as these officers are most willing to accommodate the influential officers and earn some brownie points for themselves. The 'compassionate grounds' clause in the transfer policy, and the stated, but convenient, need of the Department for particular officers, is used selectively to help such officers. The officers themselves know about all such cases now that the minutes of the Placement Committee are no more a secret.

Sadly, it is such officers and such accommodating seniors who are often seen quoting the rule- book to the remaining 80% of the officers who do not have influence and clout among seniors and politicians. Yes, in our kind of set-up sycophancy does pay.

And the sad thing is that this majority accepts such positive favoritism, talks about it but never questions it. Instead, the majority tries hard to somehow shift to this influential minority category. It is only when those among the majority who feel threatened who seek legal remedy in courts. Things will improve only when we challenge in the court such positive favoritism, too.

The CVC needs to go deeper into the malaise of corruption in the IRS which has, successfully been able to have their DG (Vigilance) also act as the CVO for the Department and reporting to another member of the Service despite the CVC wanting the two posts to be held by different persons with the CVO being from outside the IRS. The CVC can begin by insisting that the CVO be from another service."

Comment is absurd
This has reference to Rajeev Ratan's comment that IAS officers may man the senior slots in Income-Tax and Customs which I feel is absurd. What Ratan doesn't realise is the fact that these IAS officers have created a mess everywhere they have gone which includes at the state level as well as at the center. The mis-governance in India is due to these IAS officers and they have messed up the system beyond repair. I am not a civil servant therefore am neutral to all the services.

Why IAS wants to grab senior positions in IT and Customs ?

Why IAS want to grab senior position in Income Tax & Customs& Excise. Are efficient & upright officers in short supply in other central services. Is it not a fact that cost of revenue collection is one of the lowest in India. Further, the cost of collection of direct & indirect taxes manned by these officers, is paltry as compared to taxes collected by state which are manned by I.A.S. Yet deptt of revenue is manned by IAS instead of technically sound official from revenue services. The like of Rajivarattan are only interested in expanding hegemony of IAS nothing else.

Aaj Ki Aawaz

Buddhadeb says going back on Singur will be akin to cutting his nose,
Is he in Office for his nose or for the people.... koi Buddhadeb ko yeh question karre pose??

Despite High Court's reprimand Buddhadeb is not willing to take a re-look into his created fiasco…. Singur!!! HC has termed the Land Acquisition as fraudulent and that it lacked transparency!!! Even Jyoti Basu has expressed his reservations on Singur but seems Buddhadeb has made this into a prestige issue!!! Funny, is his prestige more than the interests of the Farmers of Singur…. is the WB Sarkaar for Buddhadebh, of Buddhadeb and by Buddhadeb?????

Mr. Q says he loved the sounds, smells and tastes of Delhi,
Think when he left Milan he was listening to his belly!!!

Mr. Q has often said that he missed Delhi…….. and seems his smell, sound and taste senses got the better of him and he travelled out of Milan knowing fully well that there was a Interpol Red Corner Notice on his name and that he could be arrested and deported to New Delhi !!! Why all the trouble he could have straight come to Delhi…… well this was not possible because no High Commissioner in his right senses would issue him a Visa to travel to India!!! Indian does not have an Extradition Treaty with Argentina so CBI's efforts would just come to nought.......however Mr. Q may have to stay in Argentina for some time !!! Opposition has got ammunition to fire at the Government and will be using it in the Budget Session!!!

Mayawathi has done a Mulayam Singh,
And at a biased Speaker resignations of BSP MLAs kiye Mayawathi ne fling!!!

Last time when Mulayam was in the Opposition he had got his MLAs to resign an he had benefited in the elections!!! Now Mayawathi has done the same!!! Mayawathi says the Speaker is totally biased and hence any Vote of Confidence will just a farce!!! Actually after the EC's order Vote of Confidence as it is a farce!!! Now every Order of Mulayam will be under the microscope of the EC…..Evaluating Commission.

Salman Kursheed says, ' UP mein zullam nahi hai kumm',
And Raj Baabar says, ' Just see Nithari ….makes you sick in your tum (tummy)'!!!

But Mulayam Sarkaar is not the only one fudging figures!!! In Mumbai the Police are in a tizzy because the alleged Beer Can Killer during his Narco Analysis has confessed to doing in 40 people… whereas Police have record of just 12 killings!!! But, what was most appalling was Mulayam's brother's response…. ' aisi chotti motti se baathen hothi rehathi hai' …. revealed the mindset of the Mulayam Sarkaar!!! And one thing Mulayam should realize that ads will not change what people have felt themselves!!!!!

What will the Railway Budget be like???
Reduction in Freight and in First Class and Shatabdi Fares hike!!!

Laloo will try to dent inflation by reducing Freight of essentials!!! He's going to increase the fares of 'Elite' Classes…. And make a token reduction in Aam Aadmi fares !!! And to reduce the bitter pill for the Elite class Laloo is promising to make Rail Travel entertaining…… there will be Airline type of entertainment on Trains….. DD type…….. mixed with Laloo propaganda….. Coffee in Kullad with Laloo!!!! Laloo's attempts to endear himself to Indians will continue in this Budget too... good for us!!!
