Dilemma of Ambani brothers
Is the bureaucracy sharply divided in to two? No ,no ;not over loyalists to the UPA and the NDA. Just that the Ambani brothers are discovering that officers in key ministries are either with the one or the other brother. Mukesh and Anil are now keen to know the loyalties of such bureaucrats before approaching them on any matter-lest they turn out to be in the other camp! Of course, Dhirubhai did not have to face any such dilemma.

Who will police the police?

While the Police Act of 1861 is still in operation in the whole of South Asia, experimentation on policing the police is most frequent in Pakistan. Five years back, in the name of democratic decentralisation, posts of Deputy Commissioners were abolished and the SPs became sort of independent. In the next common federal civil services examination, the first two boys on the merit list opted for the the police service sending shock waves in the Civil Service of Pakistan cadre. Soon enough elected Nazims started ruling the districts. A report of the Panjab Police department has stated that District Nazims are using the SPs for their political and personal purposes and the Nazim's powers to write the CRs of SP's should be withdrawn. It has been proposed that the SP should function under the control of a Citizens' Committee. Vexed question of policing the police is yet to be sorted out.

Where is the file of IRS officers ?

Depatmental Promotion Committee ( under the auspices of UPSC) had recomended the promotion of 36 IRS officers on March. It is unfortunate to note that the administrative clearance from the ACC has still not come. This is particularly crucial in the background that the first advance tax payment is due on 15th June and 36 crucial posts remain unfilled, not to talk about admission of children in the middle of the academic career. It is learnt that the file is shuttling between the Cabinet Secretariat and the PMO.

IAS represents the Indian Bureaucracy
IAS essentially represents the Indian bureaucracy alongwith all other services. By itself it is meant to run the administration and implement development plans within a carefully devised and given set of rules and boundaries to take care of all round development. When N Ram and others of his ilk demand to abolish the IAS, it is to demolish this obstacle as they have no respect for rules. This, they feel, will enable them bring capitalism here. It is abundantly clear that they are hostage to a prejudiced image of the bureaucracy.

DO not blame the CGHS
I disagree with the view that the CGHS system, perse, is bad, and that it should be scrapped. Actually the root problem lies in its ineffective implementation, lack of professionalism of staff that mans the organisation, and the absence of integrity of the persons who use (misuse it)the CGHS. NO, and I repeat NO, system - no matter how well designed - can ever survive if the "babus" (CGHS staff are corrupt/inefficient) don't implement it in letter & spirit - be sure the system that replaces CGHS will also meet the same fate in a few years. Therefore, the solution to CGHS lies in establishing a proper oversight mechanism, very strict financial punishment to those found cheating, and permanent disbarment of officials/members /cooperating hospitals found misusing. Can you achieve this in today's allround atmosphere of corruption in the country - if not, then don't blame the CGHS!! Campaign against its flaws and mismanagement and collectively effect change. Considering the cost of private treatment, CGHS is a boon. And we should see this from the view point of Class 4, Class 3 & Class 2 employees and not solely from that of Gazetted officers, some of whom possibly can afford private medicare.

I was responsible for establishing the Defence Forces ECHS (Ex-servicemen's Contributory Health Scheme) and am aware of the importance of health schemes, and that they can be run well if we have good people to man them - we analysed the CGHS, took its strengths and avoided its pitfalls - the present ECHS system is NOT too bad under the given circumstances, despite the fact that the MOD/GOI has reneged on many of their promises, and diluted the efficacy of the scheme. If it collapses, it will not be due to the fault of the system, or those that run it, but that of the "babus" in South Block who don't understand the crying need of the hour for excellent health services -cost to the Exchequer is more than made up by the goodwill generated for the clientele; and India can certainly afford it.

The answer, therefore, lies in getting honest, thorough professionals to man the system, and severe punishment to those few that abuse the privileges, to the detriment of the entire community. If that cannot be done, then no new system will also work.

Again about the CGHS system

This again about disbanding of CGHS system. The government should conduct a survey to know the satisfactory level with CGHS system. It will be less than 10%. The system so rotten and harrowing, getting even simple testing is time consuming and unprofessional. It is always better to pay the patient medical allowance according to their entitlement monthly, instead of maintaining a White Elephant for some people swindle money.

CGHS should not be abolished

I am fully in agreement with a view expressed in your columns that the CGHS should be abolished. I have availed of the " service " of this set up for more than 20 years and it has generally been a harrowing time consuming process with lack of quality service being provided. Many a times one has resorted to going to the private sector set ups to avail prompt, excellent, quality service but has suffered with a purse rendered lighter in view of having to shell out of your own pocket. Please disband the CGHS set up which is a WHITE ELEPHANT chomping taxpayers money. The sooner, the better.

Then how will the health ministry guys survive? Reportedly, these guys sought Rs. 1 crore for passing the bills of CGHS beneficiaries in Batra Hospital, New Delhi. On refusal, the Batra Hospital was derecognised w.e.f. Nov. 1, 2006.

Foreign training must not be scrapped

To an extent all foreign trips including for training abroad are pleasure trips akin to picnic. But much depends upon how the individual officer takes it. There are those who take it seriously and those who take it as picnic. Hence the foreign training must not be scrapped as the exposure even if taken as picnic does indeed result in broadening of horizons so badly needed for a bureaucrat.
China should be an ideal destination because of the radically different path the Chinese State has taken to bring about changes in their economy. In addition, the UK and USA must also be on the itinerary because of our shared administrative apparatus and democratic system respectively. Visit to the neighboring countries (which were parts of undivided India) should also benefit the trainees as they can compare and contrast the strengths and weaknesses of each.
Instead of sending one single group to all the countries the Government should send small-small groups to each of these countries who can then interact with each other and also larger groups through LBSNAA and other training / management institutes of repute. In fact first exposure to foreign training should be at the initial stage-say along with the foundational course-of service for more efficacious results.

All services are good

There have been several comments on which service works for 24 hours. I think its not the service but the individual officers bent of mind which is important. In every service there are a good number of sincere hardworking and dedicated officers. That is the reason our country is marching ahead despite several odds .It also depends on the post one holds in each service. Some posts are demanding and others aren't.
Hence, it depends on the post and sincerity of an officer.
All services are good and have a fairly large no. of brilliant officers who have put in their own share of contribution for the development of our nation.
Lets on dwell on these petty issues of which service is better. We should all jointly work consciously for the tasks assigned to us.

Chaturvediji needs time to prepare for next assignment

It is evident that DOPT has failed as a service provider. IAS suffer from delays and indecision and non-IAS feel that IAS are getting all they need. Empanelment and postings are opaque and every one feels that the other is getting more than due at his cost.
Those who know influential politicians can get their work done and the rest face humiliation every day. So dont blame Chaturvedi. He needs time to prepare for his next assignment.
