If a person think that his son should get selected in IAS so that he can earn a good wealth ensuring a good dowry too, then naturally those ethics would propagate to his son. He will prove to be an immoral person whether he is selected in an All India services or state services or even go to private sector job. However, the problem is that any fool proof competitive exam can not ensure that a person selected thru it would be a good administrator or specialist in any field. It the personal capabilities of the person which would be visible only when he is on job and that too for some years. In today's system, if a person who has cleared an exam but has worst personal qualities, then he would become a nuisance for general public for the rest of his career. The solution to this problem could be only a lateral selection system (lateral selection at all the levels) which has already been started in many countries. The biggest merit of such system is, officers of all the service would have a fear of being kicked out if not performing well. They may also expect any new boss who is specialist in the field and has not been a part of the services before. Only this fear would improve the system. None of the participants of the debates can really decide on the fate of any service. It is just a matter of following a system where people get selected to the IAS with higher marks. Why grudge this when there are more chances left for those who have not got the IAS at one go to try their luck. If all human beings were identical, there would be no need for any competitive examinations. I think, this debate should be stopped from proceeding any further. Honest, thorough professionals to man the CGHS system and severe punishment to those few that abuse the privileges, to the detriment of the entire community, is not only difficult but rather impossible and, therefore, cannot be done. If you ask lowly paid Government servants or middle level civilian officers, then their is the answer, suggested by Maj Gen Sidhu, for getting unanimous reply would be abolition of the system at the earliest. Since senior bureaucrats are always in a position to exert their influence, they are able to reap the benefit of their choice i.e. treatment at the renowned hospital of their choice and reimbursement of their claim. That is the basic reason why they want to continue with this dirty system. It is the lower rank that neither gets the treatment at designated Government hospital/dispensary nor their request for getting treatment at private hospitals is ever agreed to. to national defence. We had warned the senior military hierarchy that they would have to
fight hard to retain talent/manpower, just like in the civil industry
where retaining people is becoming increasingly difficult (except in
those companies which provide effective leadership and challenges/stimulation
to their employees), and that officers would quit in droves. Today even
bright, and highly qualified, professional military officers are quitting
because of the combination of factors - rot in the Defence Forces, slow
& unpredictable promotions, and mediocrity & nepotism on the
one hand, and on the other hand confidence in being able to prove themselves
in the civil field as a consequence of the Management Courses, and their

also being undertaken Govt of India Why not alternative system of CGHS ? We read views from the proponents and opponents on the efficacy of CGHS. I have availed CGHS facility during my service tenure of 39 years and post retirement. The problems that I faced are those of lack of sincerity of the people manning the services. Thank GOD they don't write these days. I shall leave no stone unturned...the stones are still turned but where it benefits the incumbents be it CGHS or any other service. The irony is that to recommend abolition, of something or is not effective or not functioning in the best interest of the public, is easy. Why not suggest an alternative system which will not have the ills of CGHS and be effective for people across the classes of government employees. S P Rastogi This is rubbish. India is a democratic country with rule of law in place. Let the police be policed by IPS officers assisting the law of the land. Otherwise why should we select IPS officers from civil services. Writing ACR's and other control of administration was the concept of imperialistic forces and it should never be allowed in democratic set up. India should move ahead by shedding such baggage and people with such thinking including officers or service altogether. It is a bad luck for our country that there are also people with the mindset of satwinder B who are so arrogant and non accommodating that they don't want even to listen or read a simple news posted on a website related to any issue that is not in their domain. I don't know how such people are even selected to Civil services.
